SDSG - 2014/01/17 – 5.01 Discard project grid – January 2014 Work stream Lead Short term objective Data compilation, modelling & analysis Cost of discards Marine To produce estimates of the cost of North Scotland Sea and WOS discards, taking account of Science stock dynamics, as a basis for appraisal of discard reduction measures. Achievements 1.2 Historic discard data input Input historic discard data from observer trips & build interface to extract it Got EFF funding (June 2013) for shortterm contracts Resolve issues around recruitment process 1.3 Economic modelling of Scottish fleet To assess the potential financial impacts of a landing obligation on Scottish fleet segments (baseline) and scenario analysis to model effects of available ‘flexibilities’ e.g. article 15. Will provide an indication of biggest challenges under the landing obligation. Intention is to conduct this analysis in-house but this is affected by a vacancy in the analytical team. Commissioned work is a possible alternative Model built using 2012 data. 1. Identify and validate key assumptions of financial model, potentially with industry input. Develop modelling scenarios. Dec 2013 – Feb 2014 2. Upgrade / amend MS financial model 3. Produce financial estimates for agreed scenarios - timing dependent on MS staff availability. 1 1.1 Marine Scotland Science Marine Scotland Science Next steps Modelling / analytical work complete Additional analysis to (Nov 2013). Achievements Initial project meeting held (May 2013). b) Management Options: investigate (i) the use of selective gears, (ii) spatial measures that will reduce the discarding of particular species, and (iii) new options for utilising resources that are now discarded, (iv) incentive-based measures such as quota trading and multi-species quotas. Also assessment of economic impacts and consequences of different management options. Initial project meeting held (May 2013) Economic analysis to determine conditions under which we might advise the minister to use the disproportionate cost provision (de minimis). The analysis will provide information on the costs and affordability of handling unwanted catches for segments of the Scottish fleet. Work initiated using EMFF funding. Next steps Conduct a literature review and industry / expert engagement to establish shortlist of feasible management options which can contribute to achieving discard reduction objectives: Dec 2013 – Feb 2014. Report to be shared with SDSG at next meeting (Feb 2014). 2 SDSG - 2014/01/17 – 5.01 Work stream Compile Scottish, STECF and ICES discard rates and estimates of fMSY, flim and Blim for all TAC and quota stocks. Lead Marine Scotland Short term objective To inform gap analysis and potential quota convertibility 1.7 Model impact of landing obligation on onshore sector Marine Scotland Science Consider impact of target species landings (for example haddock) reducing and being replaced with an increase in non-target species landings (hake) with respect to markets 1.8 Compilation of observer coverage and market sampling. FISA supported work to be analysed and reported by autumn 2014. 3 SDSG - 2014/01/17 – 5.01 Work stream Lead Short term objective Measures to Reduce Unwanted Catch Remove Marine Identify measures that contradict the contradictory Scotland landing obligation, and propose technical measures alternatives through the Omnibus and marketing regulation. regulations. Achievements Next steps Initial informal negotiations with the Commission to influence Omnibus proposal. Negotiations on Omnibus proposal now underway. 3.2 Highly selective gear and cod avoidance. Marine Scotland Developing discard reduction and codavoidance measures in 2013. This may include choice of gear, use of selectivity devices, changes in when and where vessels fish (closed areas and/or closed periods) as well as fully documented fisheries. Report submitted to the Commission (June); 17 TR1 vessels taking part in FDF in 2013, and 4 TR2. See Annex for Conservation Credits rules. Detailed report on 2013 NS Cod Scheme to be commissioned in early 2014. Review of terms and conditions for 2014 scheme. 3.3 Protection for juvenile/spawning haddock. Marine Scotland Consider options, including potential temporary closures, to protect juvenile and/or spawning haddock in the North Sea and at Rockall. Initial soundings taken from Marine Scotland Science on Rockall Haddock. To be considered further prior to NEAFC 2014. 3 3.1 4 SDSG - 2014/01/17 – 5.01 4 4.1 4.2 Work stream Lead Landing obligation trials FDF: North Sea TR1 Marine discard trial Scotland Short term objective Achievements Identify impacts of landing obligation (choke species); improve science & regulations; provide info on expected landings compositions.
