obligation. Intention is to conduct this
analysis in-house but this is affected by a
vacancy in the analytical team.

a) Research: (i) identifying drivers of
discarding and shortlist of feasible options
for discard reduction, (ii) study behaviour
of commercially important and/or
protected demersal species ahead of and
in demersal trawls, (iii) develop gears that
reduce discards.

b) Management Options: investigate (i)
the use of selective gears, (ii) spatial
measures that will reduce the discarding of
particular species, and (iii) new options for
utilising resources that are now discarded,
(iv) incentive-based measures such as
quota trading and multi-species quotas.

consequences of different management
options.

Economic analysis to determine conditions
under which we might advise the minister
to use the disproportionate cost provision
(de minimis). The analysis will provide
information on the costs and affordability
of handling unwanted catches for
segments of the Scottish fleet.
