THE UNITED REPUBLIC OF TANZANIA MINISTRY OF WORKS PROCUREMENT ANNOUNCEMENT __________________________________________________________________________ Consulting Services: Road Infrastructure Development Closing Date: Tuesday, 10th November 2015 10:00 local time __________________________________________________________________________ Country: Tanzania Ref – No: KfW 33471 Prequalification Subject: International Open Tender for Feasibility Study for the Serengeti Southern Bypass: Transport Options and Trunk Road Concepts to Reduce Traffic Crossing the Serengeti National Park - Tender No. AE/001/2015-16/HQ/C/01 Project Executing Agency: TANROADS Project Measures: The Government of the United Republic of Tanzania through the Ministry of Works (MoW) has received funding assistance from the Government of the Federal Republic of Germany through the German Development Bank, KfW, for the execution of a Feasibility Study aiming at assessing pre-identified options for transport routes bypassing the Serengeti National Park and the Ngorongoro Conservation Area in the south and thus reducing traffic crossing the Serengeti. The overall objective of the envisaged project, for which this Feasibility Study shall prepare the ground for governmental decisions and the financiers’ appraisal, is to improve regional integration of remote north-western regions of the country and the rest of Tanzania and thus to enhance regional / socio-economic development in those areas through improved access through all-weather roads and at the same time preserving the unique character of the 1 UNESCO world heritage site of the Serengeti National Park. The complexity of the task requires comprehensive consultations with all stakeholders involved. Key results of the feasibility assessment shall be: (i) feasibility assessments of the preidentified options and other information required for the governmental selection to be made; (ii) governmental selection of the preferred option from the two pre-identified bypass options in consultation with key potential financiers; (iii) further feasibility assessments, preliminary designs and technical and operational details of a proposed project to implement the chosen option. Required Consulting Services: The consulting services include, but may not be limited to the following: 1. Review of existing documentation (pre-feasibility and feasibility studies, detailed designs) of projects in the planning and implementation phases in the wider project area; 2. Technical / Engineering feasibility investigations: Road Engineering surveys with regard to the alignment and road condition, topography, hydrology, soils and materials investigations for all options identified in the pre-feasibility stage, including preliminary engineering drawings and life cycle costing; 3. Demand Analysis and Forecast: Traffic demand and mobility needs analysis and forecast (freight and passengers), based on thorough socio-economic assessments and traffic surveys, incl. O/D surveys in the study region; 4. Environmental and Social Impact Assessment: Target group analyses, analyses of project-affected persons, and ESIA according to the legal framework of Tanzania and standards of major international financing institutions, also including a Resettlement Action Plan (if needed); 5. Economic and financial feasibility investigations: Cost-benefit analysis, including a utility analysis for non-monetary benefits and costs as well as financing requirements; 6. Proposed implementation arrangements, institutional capacity assessments and capacity enhancement and support to main GoT stakeholders. 2 The consultancy services are intended to commence immediately after the completion of the tender process and are expected to be completed within 15 months. This prequalification for consulting services will be guided by the latest version of the “Guidelines for Assignment of Consultants in Financial Co-operation Projects“ (refer to homepage of KfW Development Bank: https://www.kfw-entwicklungsbank.de/Internationalfinancing/KfW-Entwicklungsbank/. It is foreseen to award the assignment to an independent consulting firm with proven experience in the road sector and the region. The minimum annual turnover shall exceed EUR 5,000,000.
