Call to Order
The regular monthly meeting of the Charlotte-Mecklenburg Storm Water
Advisory Committee (SWAC) on March 19, 2015 was called to order at 4:30 p.m.
by SWAC Chair Jamey Baysinger.

without modification.

Old Business

A. Charlotte-Mecklenburg Storm Water Services – County Storm Water,
Engineering & Mitigation Program, CRS Hazard Mitigation Plan Update &
Schedule - Dave Love
David Love (Project Manager) presented information on the progress of the
Hazard Mitigation Plan Revisions (HMP) to receive feedback from the SWAC
Members. The information can be found in a document distributed in the
SWAC package prior to the meeting. In addition, a copy of the draft Plan, as
well as planning team meeting agendas and presentation slides has been
posted to:

If there are any problems accessing this information, David suggested
contacting him directly. The document titled SWAC Update on Revisions to
the Multi-jurisdictional Hazard Mitigation Plan (dated March 19, 2015) is
made part of today’s Meeting Minutes for the record. No questions or
concerns were raised by the SWAC.

New Business –
A. Charlotte-Mecklenburg Storm Water Services – City Storm Water Services
FY16 Budget – Jennifer Smith and Joe Hecksher
Jennifer Smith, Division Manager for City Storm Water Services, and Keith
Readling (Raftelis Financial Consultants) presented a PowerPoint slide
presentation of the proposed FY16 budget and fee increase for City Storm
Water Services for review and comment by the SWAC members. Jennifer
distributed copies of the presentation for discussion. A copy of the
PowerPoint slide presentation is made part of today’s meeting minutes for the
record. Jennifer’s and Keith’s budget presentation included (but was not
limited to) detail discussions on going to four residential rates for four tiers,
revenue neutral or a revenue increase, qualifying low-priority requests (C’s)
and revising the fee credit policy.
There was lengthy discussion among the SWAC and staff related to the
following:
 Storm Water program comparisons – broad observations,
demographics/density of population, length of infrastructure,
residential fees, fee credits, level of service and backlog of service
requests.
 Approximately $2 million in fee credits are awarded today for
commercial properties.

Concerns about changing how to qualify low-priority requests (C’s):
o Limit qualifying criteria if the erosion is from a City project?
o What happens to C requests if left alone?
o Can the Storm Water program advise the property owner on
how to address the problem on their own?
Current and projected backlog on AI, A & B requests for service (1year, 4-year and 9-year) based on funding levels.
Evaluation of backlog and endorsing a specific level of service before
recommending fee increase(s).
The following motion was made by John Buric:
 In July 2015, change the City’s minor system residential fee structure
to four rates for four tiers
 Stop qualifying low-priority requests (C’s)
 Perform an evaluation of the backlog to formalize the future level of
service regarding C’s. The evaluation will take into account the
public good of a C type project, water quality, C’s fixed as part of a
larger capital improvement project in the area.
 SWAC not recommend a fee increase until the above evaluation is
complete
 Revise fee credit policies
The motion died to the lack of a second.
A second motion was made by John Buric and seconded by Ryan Hamrick, as
follows:
 In July 2015, change the City’s minor system residential fee structure
to four rates for four tiers
 Initiate a policy shift to remove the C’s as a qualifying category
 Stop qualifying low-priority requests (C’s)
 Perform an evaluation of the backlog to formalize the future level of
service regarding C’s. The evaluation will take into account the
public good of a C type project, water quality, C’s fixed as part of a
larger capital improvement project in the area.
 Set the level of service and associated fee increases to achieve $198M
in additional funding (see slide 4 of February 19, 2015 SWAC budget
presentation). This reflects a 4 Year Backlog Projected for AI, A and
B service requests.
 Revise fee credit policies
The motion was unanimously approved. City staff will draft a letter for the
SWAC Chairman to reflect the endorsement of the City Storm Water FY16
proposed budget with the above modifications.
B. SWAC Member Attendance Requirements and Vacancies – W. Dave Canaan

Dave Canaan summarized the various SWAC member attendance
requirements. This issue was raised recently because two SWAC members
were removed from SWAC by the Mecklenburg Board of County
Commissioners due to not meeting the minimum attendance threshold. The
attendance requirements vary depending on what entity (City, County, Town,
or SWAC) appoints the SWAC member. Dave will send out the individual
policies that contain minimum attendance requirements that apply to each
SWAC member for clarity.

Adjournment
There being no further business, SWAC Chair Jamey Baysinger adjourned the
meeting at 6:50 p.m. The next regular Storm Water Advisory Committee meeting
is scheduled for Thursday, April 16, 2015 at 4:30 p.m., and will be held in
Auditoriums 1 & 2 at the HMSC.
