2014 Summary of Activities
Our department strives to provide the best services possible and utilize the “Community
Policing” philosophy for a balanced approach. We strive to dedicate time and effort to
education, prevention, problem solving and community partnerships so that the need for
enforcement can be decreased. We are very proud of our accomplishments for 2014.
ALCOHOL EDUCATION & ENFORCEMENT








Officers made 26 DWI arrest in 2014 (same as 2013), arrests decreased 50% from 2011 (53)
Of the arrests, 34% had at least 1 prior arrest & 58% were at least twice the legal limit
Officer Thomas led department, making 8 of the 26 DWI arrest, or 31%.
Officer Keeth led department for Alcohol arrests, making 9 of the 48 arrest, or 19%.
Officers Stieff, Lane & Wiseman attended 16 hrs training - Advanced Roadside Impaired Driving
Officer Bithell attended SFST Instructor Update Training in January.
Department participated in four DWI Enforcement events by MODOT working 40.50 hrs
School Resource Officer’s used the Fatal Vision Goggles to teach students the affects of alcohol.
DRUG EDUCATION & ENFORCEMENT






Renewed Associate Membership with Lake Area Narcotic Enforcement Group for investigations.
Officers made 51 drug arrests, down from 67 in 2013.
Officers Lane, Stieff & Bithell led department with 7 arrest each or 41% of total.
Officers Stevens, Schierding, Bithell, Keeth & Rector attended 16 hours training for Drug
Impairment Training in February.
School Resource Officers spoke to 600 students & CSI Class regarding drug related issues.
Lt. Beauchamp had canine dog recertified in September & used the dog for locker checks at
school.
TRAFFIC SAFETY EDUCATION & ENFORCEMENT









Officers worked 143 vehicle crashes, down from 156 in 2013, a decrease of 8%
Looking at the big picture, crashes have decreased from 264 in 2006 – down 46% in 8 yrs
14.7% of 2014 crashes involved injury; this has been as high as 18.5% just 3 yrs ago.
Officers issued 891 tickets, down 15% from 2013.
School Resource Officers stepped up enforcement on Lake Pride due to citizen concerns.
Officer Wiseman led the department with 184 tickets, or 21% of total arrest.
Officers conducted “Operation Safe-Way” Jul 23-24 & Aug 6-7 to combat aggressive driving.
Lt. Beauchamp and Sgt. Rector attended Law Enforcement Traffic Safety Advisory Conf in July.
Officers met with students during CSI (after school program) about traffic safety.

MAJOR INVESTIGATIONS




Underground Stabbing – Jun 2011: Sansom did a cold case review which resulted in statements
to identify the suspect. Case presented for charges early 2014 however statute of limitations
expired before charges were filed.
Abuse of Vulnerable Person – Dec 2013: Sansom conducted in depth investigation and obtained
charges in Dec 2014 on Betty Black Warnock & Anthony Black. Developmental Disability is
working on new law dubbed “Rusty’s Law” to improve future cases.
Bell Homicide - May 18, 2014: Majority of the department assisted with this investigation.
Danielle Bell was stabbed numerous times at a residence on Lakeview Drive. The suspect Calvin
Kyles was taken into custody within SIX hours & charges were filed within EIGHT hrs.
School Embezzlement – Oct 23, 2014: Officer Williams conducted this extensive investigation
that covered nearly six years of financial records. Investigation identified $127,000 missing and
charges were filed on the “lunch lady” Cassandra Franklin.
OCCUPANT PROTECTION (Child Seats & Seatbelt Use)




Clerk Stradt attended events to educate parents: Dogwood Festival, Kids Day in the Park, Auto
Zone’s Customer Appreciation Day, Back to School Fair, Lake of the Ozark Air Show, Lake
Regional Cares for Kids and Christmas on the Square.
School Resource Officers worked with Lakers Offering Safety Tips (LOST) with their campaign in
Oct which included a seat belt survey, a segment on CSTN and painting “Arrive Alive” & “Buckle
Up” on the entrance areas.
Distributed 15 child seats; inspected 45 seats – misuse rate at 82%.
Officers issued 85 tickets (seatbelt & child safety seat) in 2014, compared to 121 in 2013.
SCHOOL SAFETY







Officers investigated 105 incidents of violence on campus, down from 132 in 2013.
Officer Williams coordinated an Active Shooter training course for lake area law enforcement in
Feb & attended Active Shooter Training & Drill Development Workshop in April
School Resource Officers assisted the Camdenton R-III School in 13 Fire Alarm Drills, 7 Lock
Down Drills & conducted staff training (new RSMO requirement) several times during the year.
In June, Schierding attended SRO Training while Williams & Stevens attended SRO Conference.
Officers met with 170 students in a Self Defense Class
Chief Wright, Lt. Beauchamp & SRO’s attended quarterly Safety meetings for the School.
Chief Wright, Officers Wiseman & Sansom attended Active Shooter for School Bus in August.

BUDGET & MAJOR PURCHASES



13/14 Budget was $1,152,044 and included 3 new computers (retire XP models), 1 portable
radio, 1 Glock Handguns & 2 used Crown Victoria Patrol Cars to upgrade the fleet.
14/15 Budget was $1,195,292 and included a contract for IT services, 4 new computers,
expanding the rifle program & 2 new Ford Interceptor Police Package vehicles.
Other equipment purchases included: New server to improve overall system & security,
upgraded cameras for the interview room.
GRANTS


MODOT Grant – Hazardous Moving Violations: Worked 40.5 hrs & received $875 for OT
DOJ Grant – Ballistic Vests: Awarded $1,267 to offset 50% of cost for ballistic vests.
DEPARTMENT GOALS




Governor Nixon issued statewide initiative on Mental Health and we established department
goal to improve response to persons with Mental Illness
Staff received training on a variety of topics to increase awareness and enhance skills:
o Mar – Mental Health First Aid
o May - Community Mental Health Liaison, Autism & the Amber Alert program;
o Sep – Alzheimer’s & Silver Alert program
Info for the Amber Alert & Silver Alert guidelines were updated & are available to staff.
We attended informational meetings on the Critical Incident Team (CIT) & Sgt. Rector completed
40-hour training in June. We are developing contacts and community partners for this goal.
SPECIAL EVENTS & FUNDRAISERS








Officers continue to assist with CSI Class (After School Program) for middle school students
Mar: PD had a booth at CADV Chili Cook Off ; the event raised approx $4,480
Apr: Staff handled parade detour, foot patrol & booth during Dogwood Festival events;
everything went smoothly thanks to the organization and pre planning by Lt. Beauchamp.
Aug: Raised $380 selling shirts for Special Olympics; raised $25,460 the last 19 years.
Sep: Staff handled event security, foot patrol & a booth during the Air Show; the event was a
huge success thanks to the many months of work by the Organizing Committee.
Oct: Staff helped with CADV 5K Run at Linn Creek Park; event raised over $10,000.
Nov: Participated in Pancreatic Cancer 5K & Chili Cook Off; the event raised $2,248
Staff assisted with many other activities & community events throughout the year: Continue to
work security at School ballgames & events, Alzheimer’s Walk in Sep, etc.

PERSONNEL & EMPLOYEE RECOGNITION







Several staff members serve on boards & committees:
o Chief Wright serves as Regional Vice President for Missouri Police Chief’s Assoc,
President for Citizens Against Domestic Violence and Scholarship Committee for COPS
o Lt. Beauchamp serves on the executive board of Major Case Squad
o Chief Wright & Sgt. Rector serve on Lake Ozark Air Show Organizing Committee
o Sgt. Rector & Officer Williams are on the SART and MDT investigative teams
o Chief Wright, Lt. Beauchamp and SRO’s serve on the School Safety Committee
o Clerk Stradt is Regional Liaison for Missouri Child Passenger Advisory Committee.
Four staff members received employee recognitions in 2014:
o CSO Ivey for her dedication & versatility in handing the Animal Control Duties (Feb)
o Officer Bithell for his professional conduct while handling a call. (Apr)
o Officers Wiseman & Keeth for their efforts on a “waste spill” at the square. (Jul)
Four staff members received letters of commendation in 2014:
o Officer Ramshead lead the department 6 years on traffic
o Officer Sansom for his work on Investigations
o Officers Stieff & Schierding – their quick response allowed them to extinguish the fire
and minimizing damage to the building that could have resulted in a structure fire.
Three staff members were nominated for Employee for 4th Qtr & Employee of the Year:
o Holly Wiseman – Routinely Demonstrates Values & Ethics
o Joseph Schierding – Positive Community Interaction
o Officer Jared Lane – Routinely Demonstrates Values & Ethics
o Officer Wiseman was Employee of Quarter & Officer Lane was Employee of the Year.
Officer Williams was presented SRO of the Year award in June 2014 for his work with the SOS
grant. Installation of video cameras from this grant greatly enhanced overall safety on campus.
Promotions: Guidelines adjusted for the Career Development Program. Two officers promoted:
o Officer Lane was promoted to POII
o Officer Sansom was promoted to POIII
o Several other officers actively working toward promotion
We welcomed two new employees: Jon Pryor and Leonard Wilson
GENERAL INFORMATION & ACTIVITY





Admin. Assist. Shadrick & Clerk Stradt attended CJIS Conference in September
Clerk LaFollette attended several computer training classes in April and May.
Sgt. Rector completed Law Enforcement Handgun/Shotgun Instructor School in August.
Officer Sansom & Admin Assist. Shadrick handle managing the property room & evidence.
Community Service Officer Ivey worked with 48 residents to clean their property as part of the
annual Spring Clean-Up. She spent numerous hours in Nov & Dec doing research on the breed
identification and adjustments to the Animal Control Ordinance as it relates to Pit Bulls.
