The Georgia Peace Officers Standards and Training Council A review of the disciplinary records management system of Georgia POST By Mike Wilkie PADM 9060 Dr. Jerry Merwin What is Georgia POST? • Post council is composed of law enforcement and corrections professionals throughout the state • It is established by O.C.G.A. 35-8-3 as amended • POST maintains over 82,000 records on present and former officers What is the purpose of POST? • Establishment of training standards for law enforcement and corrections officers in the state • Establishment of certification for training academy directors • Discipline of officers as necessary The Process of POST • The process begins with Form C-11 • Any investigative action is initiated as warranted • The POST investigator conducts interviews and reviews of personnel files • A case file is prepared and submitted to POST • The Probable Cause Committee reviews and recommends discipline POST Information Management • All forms, files, and documents are prepared and stored using paper • Case summaries and documents for the PCC committee are prepared with 3-inch binders • All files are stored in standard file cabinets by name • No information is prepared electronically Recommendations • C-11 forms could be completed online using drop-down boxes • Investigative reports could be completed using standard Word documents which are easily converted to PDF documents. • CDs could be prepared for committee members to review • Personnel should be cross trained in records management Resources • http://www.gapost.org retrieved 4/2010 multiple times • Interviews conducted with staff, advisory, and council members of Georgia POST
