Overview of post
The purpose of this post is to support the Professor of Paediatrics at NUI Galway and the Strand
Leader in Ballinasloe Medical Academy in the delivery of paediatric teaching to undergraduate
medical students, course organisation and assessment of students’ competence. In addition, the
post-holder will have a role in research and administration. The post would be suitable for work
towards a higher degree (MMedSci or MD). The post will be based in the Discipline of Paediatrics
and the post-holder will carry out the duties of the post under the direction of the Head of the
School or of an authorised senior member of the staff of the School.
The post-holder will undertake undergraduate clinical teaching, examination and participate in
research activities affiliated with NUI Galway and at Ballinasloe Medical Academy.
The position will be based in the Teaching Academy at Portiuncula hospital in affiliation with NUI
Galway and the University of Limerick.
The successful candidates will have a major involvement in teaching and research and will be
responsible for supervising programme delivery in the fourth years of the Galway curriculum in
undergraduate medicine, and in the Third and Forth Years of the Limerick graduate entry
programme.
The successful applicant will be a part-time employee of the National University of Ireland,
Galway and will be appointed at the appropriate rate on the lecturer fixed term salary scale.
He/she will be a registered medical practitioner who has completed his/her general professional
training. A higher specialist and a teaching qualification are desirable.
The successful applicant will have completed at least six months training in paediatrics and will
have passed or be close to passing the MRCPaeds or equivalent such as the MRCP. He/she will
have broad clinical and teaching experience, together with excellent organisational and
communication skills. The successful candidate will work 0.3 FTE as a lecturer fixed term under
the clinical supervision of the Strand Leader.

The appointee will play an important role in the undergraduate medical teaching programme of
NUI, Galway at the Ballinasloe Medical Academy. He/she will work closely with similar postholders in the disciplines of General Practice, Psychiatry and Obstetrics & Gynaecology as well as
with clinical academic colleagues at NUI Galway to provide co-ordinated development and
delivery of specialist clinical education in the newly revised undergraduate medical programme.
The successful applicant will be expected to participate in research and be involved in the
formation of research collaborations with other academic departments and clinical staff as
appropriate. He/she will also be expected to be involved in supervision of research with
undergraduate and postgraduate students.
He/she will ideally have some research and clinical teaching experience. Support will be available,
as appropriate, to aid in the development of specialist educational skills. A commitment to
quality in teaching will be sought and an outline understanding of medical education theory and
practice is essential. He/she will need to be able to work with colleagues from diverse disciplines.
Appointment is for a fixed term, (full time) commencing 1 November 2015 to July 2016 and may
be renewed thereafter. The successful applicant should be available to work from 1 November
2015.
Salary: €62,059 – €76,916 pro rata per annum.

Background Information
The Fottrell Report is a vision for the future of medical education in Ireland. It is Government
policy and is currently being implemented. The implications for NUI Galway are that it has grown
from an annual EU intake of 55 students to 118 entering undergraduate medical training. We
also have a non -EU cohort of approximately 100 students, which means 220 students requiring
clinical teaching for the final 2½ years of their undergraduate programme. Along with increasing
the number of students, the Fottrell Report recommended significant changes in the way clinical
teaching is delivered. In particular, it recommended that a variety of settings other than
conventional teaching hospitals be utilised. The Medical Council, in their most recent view of the
Medical Schools, echo this sentiment and urge Medical Schools to continue to innovate and
diversify clinical training.
The Buttimer Report on the future of postgraduate training envisages a greater role for the
universities in the early part of general professional training and in ensuring a seamless transition
between undergraduate, intern and postgraduate education. The HSE transformation
programme envisages moving care away from acute hospitals and delivering far more medical
services via primary care teams. This is also coherent with the message from Fottrell and the
Medical Council that the training of medical students should reflect their future roles as members
of primary care teams, encouraging the delivery of more education away from acute hospital
sites, and in an interdisciplinary context.
THE ACADEMY CONCEPT
Each Academy is based on a hospital and local community services. The 4 designated sites are
Sligo, Letterkenny, Castlebar, and Ballinasloe/Roscommon. Each of these hospital groupings is of
a roughly similar size with in excess of 300 acute beds and a range of services in all of the major
specialities. Each site will be able to deliver core strands involving the disciplines of medicine,
surgery, anaesthesia, radiology, paediatrics, obstetrics & gynaecology and psychiatry, and will
have an affiliated academic general practice site. The strands will be each delivered at 2 levels –
basic and advanced, in each of the following 8 areas:

JOB DESCRIPTION
Principal Duties and Responsibilities
The post-holder shall undertake such teaching, examining, research and other duties as may be
required by Údarás na hOllscoile, on the recommendation of the College/Colleges concerned
given with the approval of the Academic Council. The post-holder shall carry out these duties
under the direction of the Head of the School or of an authorised senior member of the staff of
the School.
The purpose of this post is to support the delivery and development of paediatric teaching to
undergraduate medical students based at Ballinasloe Medical Academy. This will involve close
liaison with paediatric consultants and NCHDs, nursing and allied health professional staff.
The post-holder will undertake undergraduate clinical teaching, examination and research in
Paediatric, as affiliated with NUI Galway.
The focus of this post will be on collaboratively developing and delivering the relevant modules in
the new undergraduate medical curriculum. The Medical programme has undergone significant
curriculum revision in line with the recommendations of the Irish Medical Council. Each of the
five years is organized on a thematic basis. A recurring spiral professionalism course, dealing with
issues of general professional development, also runs through each year.
Post-holders will help co-ordinate the delivery of Clinical Education in their relevant discipline in
the Medical Academy, in conjunction with the existing post-holders in General Practice,
Psychiatry and Obstetrics/Gynaecology. The post-holder will work closely with similar postholders in all clinical disciplines and with academic colleagues based at NUI Galway to deliver
integrated co-ordinated specialist clinical education and assessments. There is a strong emphasis
on student centred learning, patient-centred care, small group interactive teaching, self-directed
learning and regular formative and summative assessment.
The post-holder will liaise with their lecturer colleagues in paediatrics at Galway University
Hospital and at the Sligo, Letterkenny and Mayo/Roscommon Medical Academies.
The successful applicant will be expected to co-ordinate teaching and delivery of the
undergraduate Medicine curriculum in line with course delivery at NUIG. The post-holder will be
a key component of the team, responsible for coordinating teaching activities including small
group teaching, seminars, case presentations, bedside tutorials, lectures, field trips, etc. including
timetabling of events. Participation in assessment and provision of feedback, formative and
summative, are also responsibilities of the post. The applicant will also be involved in organising
examinations, and will be involved in formative and summative assessment of under-graduate
medical students.
Research (Publications, Grant Applications/Awards, Ph.D. students)
The post-holder will be encouraged, supported and facilitated to research and publish in the
area. Her/his research should have a good fit with the strategic goals of the University and
further strengthen interactions within the School and with some of the University’s research
institutes.

Administration (Administrative, Management, Wider contribution)
The post-holder will contribute to the administration of the Discipline, School and the courses to
which they contribute through, for example, acting as a module coordinator.
The appointees will contribute to the further development of the new curriculum through
feedback at hospital and school level. They will co-ordinate and collate continuous assessments
in consultation with the Strand leaders, and Module coordinators at School Level.
Applicants will be expected to perform anticipated administration activities such as, course
timetabling, student rostering, supervising examination delivery, student queries/feedback etc.
General departmental administration included; responsibility for leading / managing specific
modules.
Contribution to Community
The post-holder will participate in the overall life of the University and wider community.
Candidates may also contribute to the school of medicine via committee work where feasible.
Candidates may be involved with instruction at school/community level.
Other
Candidates will liaise with the academic team at National University of Ireland, Galway, where
appropriate, at regular intervals to update re student progress, highlight problem areas with
course delivery, update re changes in course content/delivery, or to address concerns re specific
student progress.

B. Incentivised Scheme for Early Retirement (ISER):
It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of
Finance Circular 12/09 that retirees, under that Scheme, are debarred from applying for another
position in the same employment or the same sector. Therefore, such retirees may not apply for
this position.
C. Pension Entitlements:
This is a pensionable position. Details of the applicable Pension Scheme will be provided to the
successful candidate. The Pension element of this appointment is subject to the terms and
conditions of the Pension scheme currently in force within the University. This Scheme may be
amended or revised by the Irish Government or its agents at any time.
The Public Service Superannuation (Miscellaneous Provisions) Act 2004 set a minimum retirement
age of 65 and removed the upper compulsory retirement age for certain New Entrants to the Public
Sector on or after 1 April 2004. Effective from 1st January 2013, The Single Public Service
Scheme applies to all first-time new entrants to the public service, as well as to former public
servants returning to the public service after a break of more than 26 weeks.
Retirement age set, initially, at 66 years; this will rise in step with statutory changes in the State
Pension Contributory (SPC) age to 67 years in 2021 and 68 years in 2028.
Compulsory retirement age will be 70.
D. Declaration:
Applicants will be required to declare whether they have previously availed of a public service
scheme of incentivised early retirement.
Applicants will also be required to declare any
entitlements to a Public Service pension benefit (in payment or preserved) from any other Public
Service employment and/or where they have received a payment-in-lieu in respect of service in any
Public Service employment.
E. Collective Agreement: Redundancy Payments to Public Servants :
The Department of Public Expenditure and Reform letter dated 28th June 2012 to Personnel
Officers introduced, with effect from 1st June 2012, a Collective Agreement which had been
reached between the Department of Public Expenditure and Reform and the Public Services

Committee of the ICTU in relation to ex-gratia Redundancy Payments to Public Servants. It is a
condition of the Collective Agreement that persons availing of the agreement will not be eligible
for re-employment in the public service by any public service body (as defined by the Financial
Emergency Measures in the Public Interest Acts 2009 – 2011) for a period of 2 years from
termination of the employment. Thereafter the consent of the Minister for Public Expenditure and
Reform will be required prior to re-employment. People who availed of this scheme and who may
be successful in this competition will have to prove their eligibility (expiry of period of noneligibility) and the Minister’s consent will have to be secured prior to employment by any public
service body.
F. Department of Health and Children Circular (7/2010)
The Department of Health Circular 7/2010 dated 1 November 2010 introduced a
Targeted Voluntary Early Retirement (VER) Scheme and Voluntary Redundancy
Schemes (VRS). It is a condition of the VER scheme that persons availing of the
scheme will not be eligible for re-employment in the public health sector or in the
wider public service or in a body wholly or mainly funded from public moneys.
The same prohibition on re-employment applies under the VRS, except that the
prohibition is for a period of 7 years, after which time any re-employment will
require the approval of the Minister for Public Expenditure and Reform. People
who availed of either of these schemes are not eligible to compete in this
competition.
G. Declaration
Applicants will be required to confirm whether they have previously availed of a
public service scheme of incentivised early retirement and/or the collective
agreement outlined above. The above represents the main schemes and agreements
restricting a candidate’s right to be re-employed in the public service. However it is
not intended to be an exhaustive list and candidates should declare details of any
other exit mechanism they have availed of which restricts their right to be reemployed in the public service. Applicants will also be required to declare any

Assessment Procedure
(a) Board of Assessors
Applications will be considered by a Board of Assessors, which will shortlist and interview
candidates and report to the University Appointing Authority.
Where a specific Irish Language competence is set out as an essential criterion for a post,
candidates will be required to sit an Irish Oral and Written Examination at the initial stage of the
recruitment process. Applications from candidates that successfully complete this initial stage will
be considered by a Board of Assessors, which will shortlist and interview candidates and report to
the University Appointing Authority.
All applications and other materials submitted by applicants will be treated in strict confidence by
all panel members and others involved in the administration of the recruitment. No information
about the identity of applicants, or details of their applications, will be released to others, except
