Voluntary FTE Reduction Program The Voluntary FTE Reduction Program is intended to reduce salary costs and thereby lessen the need for reductions in the workforce by allowing staff to reduce their total number of hours worked in a calendar year. All exempt (excluding faculty) and non-exempt, non-union employees are eligible to apply. Requests may be submitted for shorter work days, shorter work weeks, intermittent days off, or other approved arrangements. As recognition for helping the College reduce costs, employees will receive a bonus for reducing their FTE. This bonus would be paid out at the end of the voluntary reduction period. For each six month period, participating employees will receive the following (prorated to reflect length of reduction): Reduction in FTE .075 to .16 .165 to .33 .335 to .495 .5 Bonus amount $250 $500 $750 $1,000 Process: Employees who want to apply for a voluntary FTE reduction should submit an Employee Request for Voluntary FTE Reduction Form to their supervisor. The request should be specific as to the details of the reduction (duration, schedule, work reduction coverage). Requests must be submitted at least two weeks in advance of the desired start date. All requests will be processed on a first come, first served basis. Every attempt will be made to approve a request; however, the decision will be based on the operational needs of the department/College. Requests that require a leave replacement will not be approved. The supervisor will review the request, and forward it, along with a recommendation for approval or denial to the second level supervisor (if applicable) and division head for final determination. Upon approval of the Voluntary FTE Reduction request, a copy of the request will be forwarded to the Office of Human Resources. If there are any changes in the details of the reduction, it is the responsibility of the supervisor to provide documentation of those changes in writing to the Office of Human Resources. Reductions can be approved for up to six (6) months at a time, and an employee may request a total of two voluntary FTE reductions through this program. Nothing in this agreement should be construed as an interference with (or alteration of) the College’s normal processes of reviewing employees, job descriptions and positions. Similarly, in normal circumstances, the voluntary FTE reduction will not lead to a permanent reduction in the hours associated with any position. Proposals to permanently change hours and FTE must come through the College’s normal processes. Employees who participate in the Voluntary FTE Reduction Program will be required to sign the Voluntary FTE Reduction Agreement. Employee Benefits: Benefits will be calculated at the employee’s new, reduced FTE and/or salary. Tuition benefits, vacation, floating holidays, sick accruals, and holidays are based on hours worked. Retirement contributions, long-term disability, and life insurance are based on salary. Employees will remain eligible for medical and dental insurance as long as they work at least 1040 total hours throughout the year. Termination of Voluntary FTE Reduction: The voluntary FTE reduction may be canceled by either party based on the operational needs of the Department /College. Such cancellation will take effect two weeks after written notice is given, unless a different date is mutually agreed upon. Supervisor approval is required for an employee to cancel their FTE reduction early. This program is being put forth on a trial basis, is subject to change, and if continued will be reviewed semi-annually. The program will run from February 1, 2009 through August 31, 2010. All voluntary FTE reduction requests must both start and end during that time period.
