Its overarching mission is to change the structure of the finance markets for smaller businesses, so these markets work more effectively and dynamically. This will help businesses prosper and build economic activity in the UK. This is an exciting role within the Bank’s Strategy, Economics and Business Development team. The team works across all areas of the Bank on a variety of issues. It leads on the overall strategy for the Bank – owning the business planning process and the negotiations with Government over its funding envelope. The team also coordinates the product development process, working with product teams, Risk, Legal and Finance to ensure the Bank has a clear set of product development priorities and, and also contributes resource to cross-Bank virtual development teams. It is also responsible for producing cutting edge market analysis of the smaller business finance markets and evaluations of the Bank’s programmes. MAIN RESPONSIBILITIES The key aspects of the role will involve: Line manage a team of 3 to 5 economists, including taking a lead role in recruiting, setting objectives, mentoring / supporting professional development, and performance management for half year and full year Be a thought leader on economic insights into the UK SME market and how the BBB can achieve its goals, including through active external engagement with, for example, academics, multilateral organisations, other national development banks, other government departments, etc. Lead the research, writing and publication of the annual the Bank’s State of the Market report. Lead development of the evidence base for the BBB’s existing and new products in collaboration with business unit colleagues including evaluation of programme efficacy via value for money analysis; do so independently as well as by commissioning and managing original research executed by external third parties Manage multiple projects in varying stages of development for durations of 3 to 18 months, sometimes with responsibility for team members within each Support the our business insight and management information capability Represent and defend the BBB’s economic capability externally with, for example, academics, multilateral organisations, other national development banks, other HMG departments, etc. PERSON SPECIFICATION (Qualifications, skills and competencies required for role) 1. Good economics degree (2:1 or above / 3.2 GPA or above) from a respectable university; masters from a leading programme preferred 2. Financial services experience required with deep understanding of how FS balance sheet works, key FS performance drivers, and broad FS product set 3. Experience in delivery of core government economic analysis such as value for money and GVA analyses, estimates of market gaps, support for spending bids required. Strong technical background in applied microeconomics preferred. 4. Pragmatic, flexible attitude and strong pro-active problem-solving ability; good market / commercial sense preferred 5. At least 6 years of relevant work experience from a economics consulting firm, economics department of a financial institution, or economic analysis unit of public sector entity; material experience leading multiple projects and managing multiple senior stakeholders with divergent agendas 6. Experience attracting, developing and retaining talent including experience line management for multiple staff 7. Ability to communicate clearly and persuasively, by advising senior management and other stakeholders in a structured, convincing and concise way. Ability to structure and tailor story lines for stakeholders. 8. Right to work in the EEA is essential
