Annexure– I THE PARTICULARS OF ITS ORGANIZATION, FUNCTIONS AND DUTIES The Directorate of Public Instructions (Colleges), Punjab came into existence in 1976 to advise the Government in matters relating to Higher Education in the State and to oversee its development with perspective planning and for matters connected therewith. The Directorate of Public Instructions (Colleges), Punjab, is primarily a coordinating body between the University Gr ants Commission, the State Government, Universities and Colleges situated in Punjab. It is the general duty of the Directorate to coordinate and determine standards in institutions of Higher Education in accordance with the guidelines issued by the University Grants Commission from time to time. FUNCTIONSOFTHEDirectorate Planning and Coordination: 1. To prepare consolidated programmes in the sphere of Higher Education in the State in accordance with the guidelines that may be issued by the University Grants Commission, NCTE , State Government and affiliating Universities from time to time, and to assist in their implementation, keeping in view the over all priorities and perspectives of Higher Education in the State. 2. To assist the University Grants Commission and NAAC in respect of determination and maintenance of standards and suggest remedial action where ever necessary. 3. To evolve perspective plans for development of Higher Education in the State. 4. To monitor the progress of implementation of such developmental programmes. 5. To promote cooperation and coordination of the Educational Institutions among themselves and explore the scope for interaction with industry and other related establishments. 6. To formulate the principles as per the guidelines of the Government and to decide upon, approve and sanction New Educational Institutions by according permission keeping in view the various norms and requirements to be fulfilled. To suggest ways and means of augmenting additional resources for Higher Education in the State. 7. Academic Functions: 1. To encourage and promote innovations in curricular development, restructuring of Courses and updating of syllabi in the Colleges, as per suggestions of UGC, NCTE & NAAC. 2. To devise steps to improve the standards of Examinations conducted by the Universities and suggest necessary reforms. 3. To facilitate training of teachers working in Colleges. 4. To conduct entrance examinations for admission to institutions of higher education and render advice on admissions. 1 5. To encourage NCC, NSS, sports, physical education and cultural activities in the colleges. 6. To encourage extension activities and promote interaction with concerned agencies with regional planning and development. 7. To prepare an overview report on the working of the colleges in State and to furnish a copy of the report to the University Grants Commission. Advisory Functions: To advise the Government 1. In determining the block maintenance grants and to lay down the basis for such grants. . 2. 3. On the statutes and Ordinances to various Universities in the State (excluding Central Universities) and on the statutes proposed by the Universities in the State. To make new institutions self sufficient and viable. 4. To perform any other functions necessary for the furtherance of Higher Education in the State. The following are the Duties of the Directorate: 1. Recommend to the state government cases of starting of new Private Unaided Degree Colleges, UG and PG Courses. 2. Undertakes restructuring of courses at UG and PG level. 3. Conduct of Common Entrance Tests for all professional courses like, Physical Education, Bachelor of Education, and Law courses. . 4. 5. Supervises admission process into B.Ed.& B.PEd Courses .. Joint Academic Network based on collaboration with foreign universities. 6. Co-coordinating issues relating to block grants to the universities & Colleges. 7. Re-examining and updating common core UG syllabus. 8. Restructuring the Course content by incorporating soft skills and personality development required for employability. 9. Promoting Teacher Training Programmes in core areas. 10. Conducting Seminars & W orkshops on issues related to Higher Education. 11. Publication of „Profile of Higher Education : 12. Encourage Youth Cultural Festivals in the colleges 13. Conducting Academic Audit of select Degree colleges. 14. Conducting Baseline survey in the State for the purpose of identification of potential areas for establishment of New Degree Colleges 15. Deposit of fee: i) On receipt of an application submitted under sub-rule(1) of rule 3, the Public Information Officer shall scrutinize the application and shall assess how much fee is required to be paid by the applicant for obtaining the information. ii) In case the applicant fails to deposit the requisite fee within a period of fifteen days after the issuance of the intimation given to him under sub rule(4), it shall be construed that the applicant is no longer interested in obtaining the information, sought, for, and his application shall be deemed to have been filed. DisposaloftheRepresentations: 1. The request for information by a person shall generally be answered as expeditiously as possible and in any case within 30 days of the receipt of the request, either to provide information or reject the request. 2. W here an application is made for an information o W hich is held by another authority; or o The subject matter of which is more closely connected with the functions of another public authority, the application shall be transferred to appropriate authority and inform the applicant as soon as practicable but in no case later than 5 days from the receipt of application . o W here a request has been rejected, the information officer shall communicate to the person (a) the reasons for such rejection (b) the period within which an appeal against such rejection may be preferred (c) the particulars of the appellate authority.
