MAIN PURPOSE OF JOB
The Royal Borough of Kingston’s vision is that it has a national reputation as one of the very
best places to live and work. The post holder will have a major contribution to make to the
delivery of that vision and the strategic priorities set out in the Kingston Plan delivering
strategic business activities and providing guidance, challenge, support and escalation
resolution for Strategic Business functions.
Kingston is transforming it’s approach to Commissioning and focussing on achieving it’s vision
of becoming an effective Commissioning Council. Commissioning is seen as a wide ranging
activity whereby the Council will make strategic decisions on how best to use resources to
achieve effective outcomes for service users and residents. An important part of
Commissioning will be to identify options and, where appropriate, to carry out effective
Procurement activities.

MAIN RESPONSIBILITIES/DUTIES OF JOB
Communications
 Seeks, listens to and responds to the views and ideas of staff and customers.
 Encourages and actively engages in positive cross directorate communications and
team working.
Key Priorities
The post holders will focus on the following themes:
Commissioning
 Promotes a consistent approach to commissioning in line with the One Council
Commissioning and Performance Management Framework and supports services
areas in using this to ensure the cost effective and efficient delivery of services
 Develops and manages an approach to grants receival and allocation in alignment with
the Commissioning Framework
Procurement
 Supports and co-ordinates a consistent approach to procurement activity across the
council, providing guidance to services and supporting and challenging major
procurement projects
However, in line with the One Council approach, and the demands of One Kingston activities
and projects, the post holder may also be expected to contribute to some of the following
areas, dependent on priorities, funding availability and workload:
Strategy Development
 Supports the development of council and partnership strategies, plans, objectives and
outcomes
 Supports services in planning and policy implementation
Transformation and Programme Management
 Supports approaches to, and frameworks for, transformation and programme
management across RBK and its partners
 Works with Senior Business Analysts to support the delivery of council-wide
transformation programmes and major projects
Research and Development
 Assists in research and development activity to identify future customer demands,
market trends and innovations and feed these into the development of future council
plans, priorities and activities.
Performance Management
 Coordinates and promotes performance management arrangements across the council
and its partners in line with the Commissioning and Performance Management
Framework and provides support to services in the development and monitoring of
performance targets.
Voluntary Sector
 Supports RBK’s engagement with community groups and the third sector in place
shaping, capacity building, and through support facilities, funding opportunities and
networks
Economic Development and Regeneration
 Supports projects and initiatives to contribute to Kingston’s economic development and
borough regeneration, including business development, regeneration activity and
reducing worklessness.
 Initiates and manages co-operation links and transnational projects with European and
other international partners.
Equalities and Community Engagement
 Supports projects and initiatives to reduce health inequalities through community
engagement.
 Provides equalities support and guidance to RBK and its partners
Community Safety
 Supports the Safer Kingston Partnership to facilitate partnership working and the
engagement of community groups in community safety activities including preventing
violent extremism, anti-social behaviour, and domestic violence, and undertaking crime
analysis work to support community safety plans and activity.
Data and Information Management
 Promotes information management across RBK and its partners and implements the
Council’s data and information management strategy
Complaints Management
 Oversees, reviews and develops the Council’s corporate complaints system, including
liaising with service areas and Customer Contact team and providing reports on the
performance and outcomes of complaints arrangements
 Registers, actions and monitors statutory complaints in relation to adults and children’s
social care in accordance with the Children’s Act and NHS and Community Care Act
General
 To demonstrate a commitment to own personal and professional development and to
