Technical/Operational Act as the lead officer for all major contract management arrangements for property contracts and ensures robust and consistent systems are applied. Lead on the development and implementation of contract monitoring arrangements covering all property related contracts and manage the performance and payments mechanism and reporting of contractor performance. Actively identify areas for improvement in respect of quality and value for money of existing Provide advice and support for the specification, procurement, assessment and award of major property contracts. Ensure that the most appropriate and efficient route is taken to procure goods and services. Lead on the development and implementation of the category management categories of spend within the service and manage category budgets as part of this process. Negotiate and influence cost setting with suppliers in-line with the agreed category strategy.. Oversee proportional contract monitoring and ensure robust governance and compliance based on a risk management approach. Develop and implement an effective contract audit and quality assurance programme Monitor and report on safety compliance across the contracts Apply contract clauses as relevant and monitor overall contract compliance against contract terms for property contracts. Ensure that the contracts register is maintained and up to date. Ensure the currency of the change control system for each contract/partnership Ensure the currency of the systems and procedures which underpin effective management of each partnership and implement policies to govern and administrate all payments and performance mechanisms. Oversee the processing and administering of all contract payment claims (which will include the scrutiny of invoices, carrying out random work sampling, and audit on payment claims, in relation to work done) and undertake risk based monitoring to ensure that payments are correct and on-time. Support, develop and promote good partnering relationships with external and internal stakeholders. Manage the overall contract governance particularly relating to the financial and commercial aspects of property contracts. Ensure that policy and decisions follow Council Contract Standing Orders, Financial Regulations and EU and UK law. Indentify opportunities for business improvement across the organisation generally and supports the process of change.
