JUNE 16, 2014
Regular meeting was called to order by Mayor Royal J. DeVaney at 6:34 p.m. A
moment of silence was observed followed by The Pledge of Allegiance. All Council
members were present, with Councilmember Munson participating via teleconference.

Minutes of the June 2, 2014 regular Council meeting were approved on a motion
by Smith and seconded by Driver. Unanimous vote.

Accounts Payable for $52,282.47 (Wts. #15947 – 15970) were approved for
payment on a motion by Huber, and seconded by Smith. Unanimously
approved.
POLICING REPORT / HUMANE SOCIETY REPORT
Councilmember Huber submitted a written list of various animal control complaints to be
forwarded to the Wenatchee Valley Humane Society for investigation.
LIVESTOCK PERMIT 2014 – 16: DARREN DIRKS - 6 CHICKENS

Council voted unanimously to approve Livestock Permit #2014 – 16 to Darren
Dirks for six chickens on a motion by Huber, and a second by Driver.
PUBLIC HEARINGS/ORDINANCES/RESOLUTIONS
Public Hearing for the Vacation of Fourth Street from Monroe St. to Roosevelt St.
for Monday, June 16, 2014, Town Hall, 104 East Locust Street, 6:30 p.m.
Mayor DeVaney opened the Public Hearing at 6:40 p.m.
No public comment.
Mayor DeVaney closed the Public Hearing at 6:41 p.m.

Huber made a motion to adopt Ordinance 2014 – 749 to vacate Fourth Street
from Monroe Street to Roosevelt Street, with a second from Smith. Roll Call:
Huber – Aye. Munson – Aye. Smith – Aye. Driver – Aye. Thompson – Aye.
Public Hearing for the Six – Year Street Plan 2015 - 2020 for Monday, June 16,
2014, Town Hall, 104 East Locust Street, 6:30 p.m.
Mayor DeVaney opened the Public Hearing at 6:43 p.m.

Council discussed the various streets listed on the initial draft of the Six-Year
Comprehensive Street Plan for 2015 – 2020.
Mayor DeVaney closed the Public Hearing at 6:50 p.m.

Thompson made a motion to set a public hearing for Monday, July 7, 2014 at
Town Hall, 6:30 p.m.to finalize and adopt the Six – Year Street Plan for 2015 –
2020. Smith seconded. Unanimous vote.
RESERVOIR CLEANING UPDATE
Council reviewed an additional work authorization form from Inland Potable Services,
Inc. The form requested authorization for an additional $3,388.00 to clean the four
water tanks that comprise the reservoirs for the Town water system.
The original proposal for $4,999.00 was approved by Council May 6, 2013, and was
valid for one year from the approval date. Excessive accumulation of sediment
necessitated the increase in labor costs. Because the diving crew was already on site,
immediate authorization was necessary to facilitate completion of the task and to serve
the best interest of the Town.
USED CAR LOT UPDATE
No further progress to be reported at this time.
COMMITTEE REPORTS
Joyce Huber, Link Board Representative, informed Council that the Link Board will meet
Tuesday, June 17th.
WATER MAIN REPLACEMENT PROJECT
Eric Smith, Project Engineer from Erlandsen for the Chelan Avenue Water Main
Replacement Project, briefed Council on the scope of work, location, and timeline of the
project. The water main on the west side of Chelan Avenue will be replaced from
Poplar Avenue to the south side of Locust Street. Meter boxes along the route will also
be replaced and relocated to promote outside access.
Smith notified Council that water to the downtown district will be shut off for a brief
period of time during construction. This will occur at night in an effort to minimize any
impact to business owners.
Smith anticipates the Town will be prepared to approve and issue a call for bids at the
next Council meeting, July 7, 2014.

MAYOR’S REPORT
.
……Mayor DeVaney discussed the need for an increased number of certified lifeguards
in order to consider any extension of the swim pool season. Discussions are underway
to reopen the pool on Sunday’s as a means to increase hours of operation during the
present season.
……The swim pool opens Tuesday, June 17, 2014.
…….Sign up for swim lessons is now open. The first session is July 7 – July 18, and
the second session of swim lessons with be held July 28 - August 8. Please contact
Town Hall at 745-8871 Monday-Friday, 8:00 a.m. – 5:00 p.m. for information.
……The Waterville Mosquito Control Board Meeting will be held Monday, July 7, 2014,
7:00 p.m., or immediately following the regular Town Council meeting.
……Waterville Days will be held July 11th and 12th in Pioneer Park.

The meeting was adjourned at 7:33 p.m. on a motion from Smith and a second
from Driver. Unanimous vote.
