Council Minutes
May 18, 2015
Regular meeting was called to order by Mayor DeVaney at 6:32 p.m. A moment of
silence was observed followed by The Pledge of Allegiance. Councilmembers Smith,
Huber, Munson, Driver, and Thompson were present. A quorum was established.

Huber made a motion to amend and approve the minutes of the May 4, 2015
regular Council meeting by changing the word “e-buses” to “buses” in the section
regarding committee reports. Driver seconded. Majority vote, with Munson
abstaining.

Accounts Payable for $44,797.88 (Wts. #16492 –164514) were approved for
payment on a motion by Smith, and seconded by Thompson. Unanimously
approved.
POLICING REPORT / HUMANE SOCIETY REPORT
Policing Report
Douglas County Sheriff Harvey Gjesdal informed Council of latest department activities,
and noted that his department was now down to 25 deputies.
Humane Society Quarterly Report
No report.
PUBLIC HEARINGS/ORDINANCES/RESOLUTIONS
Public Hearing: Six Year Street Plan, Monday, May 18, 2015, Town Hall, 104 East
Locust Street, 6:30 p.m.
Mayor DeVaney opened the public hearing at 6:36 p.m.
Town of Waterville Utility Superintendent Martin Ramin commented that first priority on
the plan would be given to continuing the improvements on Rainier Street from the point
that was completed last year.
Mayor DeVaney closed the public hearing at 6:38 p.m.
Set Public Hearing for the Finalization and Adoption of the Six-Year Street Plan
for 2016 – 2021 for Monday, June 1, 2015, Town Hall, 104 East Locust Street, 6:30
p.m.

Huber made a motion to set a public hearing to hear proposals for amending and
finalizing the Town of Waterville Six-Year Street Plan for 2016 – 2021 for
Monday, June 1, 2015, at Town Hall, 6:30 p.m. Munson seconded. Unanimous
approval.
NCW FAIRGROUNDS – EXPANSION OF RV AREA WITH WATER/SEWER HOOK –
UPS
New NCW Fairgrounds Manager, Eric Granstrom, accompanied by Douglas County
Commissioner Dale Snyder presented engineering plans depicting the proposed
expansion of the present recreational vehicle parking lot. The expansion would include
property to the north of the RV parking lot with 14 new hook-ups. Granstrom explained
that the project will be partially funded by a grant for $50,000.00 from Washington State
Department of Agriculture. The grant terms require, however, that the money be spent
by June 30, 2015.
Because the expansion would include a portion of Fourth Street, Granstrom requested
that the Town consider vacating that portion of Fourth Street so the project could get
underway as soon as possible to comply with WSDA grant terms.
Town Attorney Steve Smith advised Granstrom that state law regulates the vacation
process, requiring a succession of formal steps that could take up to 60 days. Smith
suggested that in the interim, the Town could issue a permit to the County granting use
of the property while the vacation is in progress.
Smith will draft the permit for presentation and approval at the June 1 st Council meeting.
He will also draft a resolution to set a public hearing that would initiate the vacation
process.
COMMITTEE REPORTS
Link Board Representative Joyce Huber reported the Link Board will meeting May 19th.
MAYOR’S REPORT
……New doors were recently installed at the north end of the Recycle Center. The
project will be funded by a grant from Countywide Solid Waste.
……Bid opening for the Locust Street Meter Replacement Project will be at Town Hall,
Thursday, May 21st at 10:00 a.m.
……Town Hall will be closed Monday, May 25th in Observance of Memorial Day.
……The Town will participate in a teleconference with Department of Health (DOH) and
Eric Smith from Erlandsen for a preplan meeting for the small water system
management plan. DOH has awarded the Town a grant for $23,000.00 to fund the
plan.

The meeting was adjourned at 7:18 p.m. on a motion from Huber and a second
from Thompson. Unanimous vote.
