Policy Development
1.1
Objectives
The objective of this policy is to:
Ensure all policy, practice and procedural documentation is developed and reviewed in line with
organisational requirements and by the correct person/s.
1.2
Responsibilities
The Board of Management is responsible for:
o

the overall approval of all policy documents; and
the development, monitoring and review of all Board related documents..
The General Manager is responsible for:
o
o
the development, monitoring and review of all operational documents; and
providing support and advice to the Board in relation to the development of Board related
documents.
All employees, paid and unpaid are responsible for:
o
o
1.3
adhering to all policies and procedures of the organisation; and
ensuring they are fully aware of and understand their obligations in relation to any
requirements stemming from a policy, practice or procedural document.
Policy
The development of Burnett Respite Services Inc policy documents shall follow set procedures to
ensure the efficacy of the process and the overall policy framework.
1.4
Policy Areas
There shall be two levels of policy development.
o
o
Board level policies; and
Operational level policies;
1.4.1 Board Level Policies
These shall include:
o Strategic policies defining the goals and outcomes to be sought from all operational
effort of the organisation;
o Governance process policies which define the Board’s own practices and its
relationship with the Manager and staff;
o Delegation policies defining the limits of the Board’s delegation of responsibility; and
o Compliance policies defining the organisation’s commitment to meeting the
requirements of all relevant legislation.

1.4.2 Operational Policies
These policies are to be developed by the Manager in consultation with staff, service users and
other key stakeholders and define the day-to-day operational framework and guidelines for all
staff.
All operational policies will be consistent with the principles, boundaries and definitions outlined
in the Board level policies and any relevant legislation.
The Manager will establish guidelines and procedures for the development of all operational
policies, and will ensure adequate and appropriate consultation with the relevant staff and key
stakeholders.
