POSITION DESCRIPTION MARSHALL COUNTY SECTION I: GENERAL INFORMATION Position Title: Environmental Technician Department: Environmental Services Immediate Supervisor’s Title: Environmental Services Administrator Job Summary: Under the direction of the Administrator, the Technician is responsible for assisting with the implementation of the following Marshall County Programs: Emergency Management, Planning & Zoning; County Water Plan; Recycling, and Solid Waste. Pay Grade and Range B-32 ($19.07-$26.23 per hour) SECTION II: ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Assist with the Implementation of the Emergency Management Program a. Serve as the Marshall County Emergency Management Deputy Director b. Assist with the emergency response in wide spread disasters c. Compiles information and data for Emergency Management Plans d. Develop and implement public education e. Receive and maintain adequate level of emergency management training 2. Assist with the Implementation of the Solid Waste Program a. Perform the duties of a Landfill Operator at the County Demolition Landfill b. Develop and implement public education c. Implement recycling and household hazardous waste collections 3. Assist with the Implementation of the Planning and Zoning Program a. Inspect land use permit applications (shoreland, floodplain & SSTS) b. Assist landowners with permit applications c. Inspect subsurface sewage treatment systems d. Investigate and act upon complaints e. Develop and implement public education 4. Assist with the Implementation of the County Water Plan Program a. Implement programs to complete goals set out in the County Water Plan b. Develop and implement public education c. Conduct field work required by the County Water Plan SECTION III: WORK REQUIREMENTS AND CHARACTERISTICS Preferred Degree Requirement: Bachelor’s Degree (Preferred degree emphasis: Environmental Science, Natural Resources, Geography, Planning, Public Administration, Emergency Management, or related field) or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Preferred Knowledge/Experience requirement: 1 year directly related experience in the field of environmental services and/or emergency management. Effective oral and written communication skills. Intermediate skill using basic computer software. Ability to use GIS/GPS systems to generate maps and document field investigations. Experience or a willingness to learn to operate heavy equipment, tractors, generators, pumps, and motorized vehicles. License/Certification Requirement: Requires a valid driver’s license in the State of MN. Individual must be capable of receiving MN Solid Waste Disposal Facility Operator Certification, & MN Subsurface Sewage Treatment Systems Individual Certification. Physical Requirement: This position requires that essential duties are performed under hazardous physical, mental, and environmental working conditions. The technician must be able to occasionally exert up to 100 pounds of force to lift, carry, push, pull or otherwise move objects in the performance of the job. Some travel is required.
