Job Purpose
Responsible for a team of inspectors who carry out and record high quality structural inspections at set
intervals for the following infrastructure:
Tunnels, Subways, Bridges and Culverts on Trunk and County Roads * Pedestrian and Vehicle
Restraint Systems * Tramway * Retaining Walls on Trunk and County Roads * Structural Columns
* Reservoirs * Watercourses and Critical Gullies on Trunk and County Roads * Coastal Defence
Structures * Maritime Structures * Public Safety Along the Coast
Duties and Responsibilities - Job Specific
The principal duties of the post are as follows:
1. Support the Team Leader to develop operational plans to achieve agreed service objectives,
delivering continual improvement within the available budget.
2. Ensure that all structural inspections & maintenance activities are delivered on time, within budget
and to the specified quality.
3. Lead the Structural Inspection Team, developing and motivating staff.
4. Annually assess the condition of all structural assets in accordance with current technical standards.
5. Prepare and implement with the minimum of supervision, programmes of work, including for the
maintenance, strengthening and renewal of highway and coastal structures.
6. Provide specialist/professional responsibility for providing a full inspection & maintenance delivery
service for structural infrastructure.
7. Assist with the procurement of all necessary contractual arrangements for the effective delivery of
inspection & maintenance activities.
8. Assist with the development & optimisation of inspection and maintenance regimes.
9. Ensure that comprehensive data and records relating to inspections & maintenance activities is
maintained for all structural inspections.
10. Assist with the production of reports to committees, members, task and finish groups, senior
managers and staff at all levels in an effective and well-communicated manner.
11. Assist with the development and implementation of effective health & safety and risk
management systems within the group in accordance with statutory standards, Council policy
and Departmental Standards.
12. Act as Project Manager for annual maintenance works and group projects, in accordance with the
Council’s Project Management procedures, ensuring that all projects are completed within
programme and budget.
13. Manage, programme and monitor the work of the Structural Inspection Team and be responsible for
checking the work of other members of the team.

14. Assist with the production of Business Cases and assist with the preparation of financial statements
for structural assets.
15. Assist the Team Leader to monitor team performance and quality of output.
16. Complete all necessary paperwork relating to timesheets.
17. Assist with the production of grant claims, financial reports and respond to incoming
correspondence.
18. Ensure that all risk assessments, safe working procedures, method statements etc are in place for
all inspections carried out by the Structural Inspection Team.
19. Acquire and maintain an up to date knowledge of Technical standards.
20. To manage the monitoring of Abnormal Load Movements.
21. Carry out Personal Development Reviews and return to work interviews for staff within the team.

any areas which are not adequately covered.

Requirements
Degree standard qualification or equivalent in an appropriate
discipline.
Professional qualification (or working towards) in a relevant
discipline such as a Chartered Civil or Structural Engineer.
Experience of successfully managing multiple projects
concurrently.
Reservoir Supervision (ES1) training qualification or
equivalent.
Reservoir Inspection (WT30) training qualification or
equivalent.
Prince 2 Registered Practitioner.
Good communicator that can:
 effectively direct teams / individuals on technical issues,
and
 motivate and develop them by obtaining their support and
co-operation, and
 be a credible and convincing advocate of the Council.
Experience of delivering acceptable technical solutions for
maintenance and strengthening of existing structures.
Work programming to achieve deadlines within resources.
Knowledge

Experience in the use of The Design Manual for Roads and
Bridges and its application for the assessment of highway
structures.
Demonstrate experience of and competence in the
preparation of Approval in Principle documentation as part of
the Technical Approval Procedure for Highway Structures.
Be able to demonstrate proven numerical and analytical
skills.
A good working knowledge of current relevant legislation
and technical design and maintenance standards.
Ability to prepare high quality written work and complex
reports.
