The Mississippi Legislature finds that: a.) The business districts within many municipalities in the state are in a deteriorated condition b.) This deteriorated condition affects the economic and general welfare of the people of the State of Mississippi c.) Establishment of business improvement districts is an effective means for restoring and promoting business activity A BID is a special assessment district, in which property owners in the jurisdiction, assess themselves, and manage the totality of funds for improvement for that area. DISTRICT BOUNDARIES The boundaries of the Highway 12 BID include properties that abut Highway 12 from Russell Street as the eastern most boundary and the Highway 25 Bypass as the western most boundary. Properties are clearly identified in the attached inventory. PROPOSED IMPROVEMENTS Beautification of the corridor will be the primary focus of the Highway 12 BID. This will include landscaping, irrigation, and maintenance along the corridor; gateway and intersection treatments; utility burial and/or consolidation; way finding signage; marketing and brand placement and identification; and asphalt staining, stamping, and maintenance. ASSESSMENT An assessment of $0.02 per square foot of land will be assessed per property. This assessment will be applicable for 10 years and will not change unless the property is subdivided. Page 1 SUMMARY OF HIGHWAY 12 BID PROGRAM TARGET IMPLEMENTATION TIMELINE It is the goal of the BID that the landscaping improvements be implemented immediately during and following MDOT safety improvements to the Corridor. Maintenance will be on going throughout the 10-year period. Most other enhancements will be made post-MDOT construction. DISTRICT MANAGEMENT GROUP The Greater Starkville Development Partnership shall be charged with managing the Highway 12 BID, in accordance with Mississippi Code Annotated 21-43-105 (b.) Page 2 DISTRICT BOUNDARIES District Boundaries In accordance with Mississippi Code Annotated 21-43-113 (a,) this plan shall identify a description of the boundaries of the district sufficient to identify the lands included. The boundaries of the Highway 12 BID include properties that abut Highway 12 from Russell Street as the eastern most boundary and the Highway 12 Bypass as the western most boundary. Properties are clearly identified in the attached inventory. The district will include 167 pieces of property, encompassing over 11,000,000 square feet of land. Of the 167 pieces of property, approximately 8 are residential and 4 being tax-exempt. These 12 properties will be included in the district, but will not be assessed, per Mississippi Code. The district plan shall set the amount that shall be assessed on each square foot of property. The BID will be funded through a special assessment of $0.02 per gross square foot of space levied upon all land within the defined boundaries that are not tax exempt or residential. This assessment should generate roughly $189,180.44 annually. This will yield roughly $1,891,804.40 over the 10-year life of the BID. The total amount to be expended on District Improvements and Activities throughout the ten-year authorization period should not exceed $1,891,804.40. This assessment shall remain the same and not increase or decrease over the course of the life of the BID. Page 5 TARGET IMPLEMENTATION TIMELINE Target Implementation Timeline Mississippi Code requires the BID plan to include the proposed target dates for beginning the implementation of improvements. Because the majority of the proposed improvements will be made concurrently with MDOT safety improvements, construction will begin at the time that MDOT designates as appropriate, given their construction schedule. We estimate that improvements will not begin until 2017 or 2018. Page 6 DISTRICT MANAGEMENT GROUP District Management Group Pursuant to Mississippi Code Annotated 21-43-105, District Management Group means an established and independent non-profit corporation and may also include a Chamber of Commerce, a downtown development corporation, a Main Street Project or a department of a local municipality as determined solely by a simple majority of the property owners included in the district. The Greater Starkville Development Partnership shall be charged with managing the Highway 12 BID, in accordance with Mississippi Code Annotated 21-43-105 (b.) The BID Management Group shall elect a Board of 8 property owners through a nomination and ballot process after establishment of the BID.
