On motion of Mr. , seconded by Mr. , the following resolution was offered:
RESOLUTION NO.
A resolution authorizing the Planning Department and the
Planning Advisory Board to conduct a study of the text of
Chapter 25, Article VI Comprehensive Plan, Chapter 33
Unified Development Code, and Chapter 40 Zoning, of the
Code of Ordinances of Jefferson Parish, with the intent of
evaluating, clarifying, and amending regulations to parking,
specifically shared parking calculations and parking
variances in the FC-1 zoning district; establishing interim
development standards during the course of the study; and
providing for related matters. (Parishwide)
WHEREAS, Chapters 33 and 40 have shared parking calculations that grant a
reduction in required parking for certain land-uses based on peak parking demand
times; and
WHEREAS, land-uses currently eligible for shared parking include offices, retail
establishments, hotels, restaurant, and residential dwellings, but not religious
institutions; and
WHEREAS, religious institutions are ideal candidates for shared parking
because they are typically weekend-peak parking demand uses which have opposite
demand times from most office and industrial uses which are weekday-peak parking
demand uses; and
WHEREAS, monument signs are currently permitted by-right in the FC-2 and
FC-3 zoning districts and by interim zoning standard in the FC-1 zoning district, and
WHEREAS, the FC-2 and FC-3 zoning districts permit the Board of Zoning
Adjustments to grant a variance for one (1) parking space to accommodate a monument
sign, but there is no similar variance provision in the FC-1 zoning district; and
WHEREAS, conditions for the one (1) space variance ensure it is necessary due
to site constraints and low sign visibility, and
WHEREAS, metal is currently a prohibited material for building facades in the Fat
City zoning districts, and
WHEREAS, in certain cases metal can enhance a building’s facade and create a
modern look that would be consistent with the goals and vision of the Fat City Strategic
Plan.
NOW, THEREFORE, BE IT RESOLVED by the Jefferson Parish Council,
Jefferson Parish, Louisiana, acting as governing authority of said Parish:
SECTION 1. The Planning Department and Planning Advisory Board are hereby
authorized to study the text of Chapter 25, Article VI Comprehensive Plan, Chapter 33
Unified Development Code, and Chapter 40 Zoning, of the Code of Ordinances of
Jefferson Parish, with the intent of evaluating, clarifying, and amending regulations to
parking, specifically shared parking calculations and parking variances in the FC-1
zoning district, and providing for related matters.
SECTION 2. That an interim development standard is hereby in effect that
establishes shared parking calculations as follows:

SECTION 3. That an interim development standard is hereby in effect that the
Board of Zoning Adjustments may grant a variance for one (1) required parking space to
accommodate a monument sign in the FC-1 zoning district under the following
conditions:
1. Visibility of the monument sign from the roadway is more than fifty (50)
percent obstructed by a vehicle parking in the required parking space, and
2. Due to constraints of the site, no other reasonable location is available for the
monument sign, as determined by the Director of Inspection and Code
Enforcement or the Director of Planning, as applicable.
SECTION 4. That Resolution No. 120318, adopted January 30, 2013, is hereby
amended to revise Section X to read as follows:
SECTION X. That in the Fat City zoning districts interim zoning regulations are
hereby in effect that at least eighty percent of building facades visible from the street,
excluding window and door area, shall be constructed of brick, stone, stucco, textured
masonry, wood, or architectural pre-cast concrete. Additional building materials not
listed as permitted materials may be used subject to the approval of the Planning
Director, with the exception of the following:
1. Plain concrete block
2. Exposed aggregate (rough finish) concrete wall panels
3. Exterior insulating finish systems (EIFS) or synthetic stucco
4. Plastic
5. Vinyl
SECTION 5. The interim zoning regulations set forth in this resolution are in
accordance with and by the authority of Sec. 40-880 of the Jefferson Parish Code of
Ordinances providing, in pertinent part, that when a zoning or land use study has been
initiated by resolution of the Jefferson Parish Council and pending final disposition of
said amendment, supplement, change, zoning or land use study, a moratorium on the
issuance of certificates of use and occupancy or building permits for a building,
structure or occupancy which would be prohibited by passage of the proposed
amendment shall be in effect for one (1) year, which may be extended by the Jefferson
Parish Council for not longer than one (1), six (6) month period.
The foregoing resolution having been submitted to a vote, the vote thereon was
