San Luis Obispo County Community College District August 2015 FOSTER/KINSHIP CARE EDUCATION PROGRAM SUPERVISOR (Supervisor Designation) Range 45 This is a categorically funded position. Position continuance based on continued funding. DEFINITION Under the general direction of the Director, Workforce Economic Development and Community Programs, assist with implementation of workforce, economic development and community programs, grant programs and perform other related duties as required. DISTINGUISHING CHARACTERISTICS The Foster/Kinship Care Education Program Coordinator is distinguished by the requirement to perform duties related to WED&CP programs, including, but not limited to, the Foster and Kinship Care Education (FKCE) The Program Coordinator is responsible for the overall coordination/supervision of the Foster and Kinship Care Education Program (and other related programs including Youth Empowerment Strategies for Success (YESS) as assigned) and the implementation of its goals in San Luis Obispo County as defined by the State Chancellor’s Office. This involves bridging the college component, San Luis Obispo County Department of Social Services component, California State Adoptions component, and the unique population of people caring for children in out-of-home care. Incumbents in this position contribute to student learning outcomes and institutional effectiveness by assisting with services to increase the success of targeted groups of students and constituencies. ESSENTIAL FUNCTIONS Plan, organize, coordinate and implement the operations and activities of the Foster and Kinship Care Education (FKCE) program to provide educational outreach to students and families involved in the foster care system; establish and maintain related time lines and priorities; monitor and adjust Program services and activities in response to student and family needs. Develop and prepare budgets related to the FKCE program; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established methods of fiscal control; assure services and activities comply with grant requirements; research and obtain program funding as directed; submit reports for grants. Plan, organize, coordinate and conduct a variety of meetings, conferences, training sessions and special events in support of FKCE and related services; prepare and deliver oral presentations; prepare and distribute training and informational materials; oversee the administration of related tests and preparation and processing of related forms. Develop and submit the program plans, curriculum, final reports, and quality assurance selfreview as required by the State Chancellor’s Office for the Foster and Kinship Care Education Program as well as other programs assigned to this position, (for example, Youth Empowerment Strategies for Success (YESS); Assess the need in San Luis Obispo County for trainings in the area of foster and kinship care for care providers and professionals, children and other eligible participants. Review curriculum to target specific student and participant populations; Foster/Kinship Care Education Supervisor/Instructional Coordinator Page 1 of 4 Coordinate with the Cuesta College Foundation to promote philanthropic contributions to the district/program; Assist in the development and the request for grants from federal and state agencies, or from the private sector; Coordinate communications, services and information between College departments, staff, administrators, students, families, State agencies, the Chancellor’s Office, Department of Social Services, the Independent Living Program, local foster parent/care provider organizations, other various outside agencies; oversee and participate in the preparation and distribution of a variety of correspondence such as flyers, letters and bulk mailings. Establish and maintain Cuesta webpage for FKCE and other related programs. Work closely with County Department of Social Services, the Independent Living Program and local foster parent/care provider organizations; Develops, maintains and assesses office supplies, equipment, materials for training and events, as well as, a resource library for participants. Publicize the FKCE workshops and activities to foster parents and kinship care providers and implements outreach efforts to increase class/workshop attendance, including development and distribution of brochures, flyers, announcements and other materials; Ensure that required program data is properly entered into the FKCE, YESS (as assigned) and other data information systems; Participate in regional meetings, conferences, and trainings required by the state and appropriate to the program; Assist department director with mandated reporting requirements and oversee the compilation of all appropriate program reports; Provide leadership to the FKCE Advisory Committee and solicits appropriate input; Complete processes and documents associated with the college Institutional Program Plan and Review, including Comprehensive Program Planning & Review (CPPR), Annual Program Planning Worksheet (APPW) and Course Program Assessment Summary (CPAS); Ensure program and contractual requirement reports are in compliance with College, department, Federal, State and County rules and regulations; Train and provide work direction and guidance to assigned hourly staff; assign duties and review work to assure accuracy, completeness and compliance with established requirements; assist with recruitment activities as directed. Must be able to work non-traditional work hours and work in non-traditional work sites. Serve on District standing committees as assigned; Perform other related duties as required. QUALIFICATIONS Education: Required Bachelor’s degree in psychology, social work, counseling, early childhood education or related field; Preferred Master’s Degree in psychology, social work, counseling, early childhood education or related field; Experience: Required Two years of experience in project implementation and coordination, social service or educational experience working with foster care or similar programs and services; Foster/Kinship Care Education Supervisor/Instructional Coordinator Page 2 of 4 Preferred Direct experience in the area of caring for children in out of home placements (foster, fostadopt, relative caregiver, or residential); Knowledge of: Principles of child development, child psychology, and specifically the effects of trauma and loss on children coming into protective custody; Program specific and District operational policies and procedures; Educational and social programs, services, resources, standards, requirements and procedures related to students and families involved in the foster care system; Principles of supervision; Interpret and apply rules, regulations, and policies; Facilitate classes or workshops for adult learners and youth; Review curriculum specific to the needs of foster, fost-adopt, and kinship care providers; Special needs of students and families involved in the foster care system; State mandated pre-service and in-service training for foster care; State and County welfare system; Community outreach, public relations and public speaking techniques; Interpersonal skills using tact, patience and courtesy; Budget preparation and control; Grant writing; Applicable laws, codes, regulations, policies and procedures; Record-keeping and report preparation techniques; Current technologies, personal computer, and associated office software such as word processing, spreadsheet, presentation, and/or database software; Correct usage of English, grammar, spelling, punctuation, and vocabulary; and District policies and procedures. Ability to: Establish and maintain cooperative working relationships with those contacted in the performance of duties; and Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students and of staff and students with physical and learning disabilities. Physical ability to: Read and comprehend printed matter and text and data on computer monitors; Communicate intelligibly and effectively via speech, telephone, written correspondence, and/or email; Sit or stand for extended periods of time; Lift and/or carry 25 to 50 pounds intermittently; and Exert manual dexterity sufficient for keyboard and other office equipment operation.
