II POWER & DUTIES 1- Sub-Registrar a- The sub-Registrar is to receive documents from the public intending to register their documents. b- The Sub-Registrar will then decide whether the deed is illegible for registration under the provision of Registration Act. c- After the admissibility of document is decided, he is to enquiry about the authenticity of person executing the document and whether the executant(s) is well known about the terms and condition of the documents. d- After being satisfied with the personation of executants and its execution, the document is put in the process of registration. e- The Sub-Registrar is to satisfy himself about its proper indexing and copying of the document in proper book. f- He is to authenticate the copy as true copy of the original after being registered. g- The sub-Registrar is to check whether all the amount collected towards Govt Revenue is duly accounted for in the proper register. 2- Clerks a- After the document is admitted and completion of enquiry the document is forwarded to the clerks to copy the endorsement in copy and put it in different volume of different Books. The documents are to be indexed before sending for affixing the registration certificate. b- The copy volume of different books are kept safely and in such a manner that those can be easily accessible without any wastage of time after being catalogued. c- To provide record to the public as per the provision of Bihar & Odisha registration Manual. d- The clerk is to receive the notices of marriage from the intending parties and put those notices before the Marriage office for causing invitation of objections from the general public and after completion of proclamation period and on day of the arrival of the parties the case is put before the marriage officer for solemnization under the Special Marriage Act. Then the married couple is given a certificate of marriage. e- The clerk is to keep all accounts of govt revenue received from the registration documents, searching of records, and copying of records. III PROCEDURE The Sub-Registrar is the only authority to receive and to FOLLOWED IN THE decide the admissibility of document for registration under DECISION MAKING the Registration Act. If the document is refused by the Sub-Registrar, the aggrieved party can appeal before the District –Registrar Keonjhar. The District-Registrar is to decide finally the admissibility of document. The document can be registered only after getting due order of The District-Registrar. After the document is admitted, the clerks copy and index the document in different register before it is put up for completion certificate of registration by Sub-Registrar. The Govt of Odisha has been pleased to implement the eDharani project since 10.02.2010 at this office to provide the registered document on the date of presentation for registration. One company has been engaged with collaboration of OeSL for smooth completion of Registration work on the same date of presentation. IV NORMS SET BY IT FOR While registering the documents the under mentioned norms DISCHARGING OF ITS are generally examined in the office. FUNCTION 1- The document should be presented between the first three and half hour of office for registration. 2- The document should contain the photograph of both parties in case of documents transferring the immovable property and the photograph of presenter in other documents except the deed of power of attorney. 3- All the erasures and additions should be duly attested by the executants. 4- In case of documents affecting the immovable property, the property should be existed within the jurisdiction of the office. 5- The property should be so described that it can easily identified and it may contain a trace map of the land being transferred. 6- The document should be presented within 120days of execution for registration. 7- The document should be affixed with stamp duty as required under Indian stamp Act. 8- The document should be presented with a true copy of the document duly made on bond paper by means of Xerox, type, lithography or manuscript. 9- The presentant should pay requisite fee as per fee table of Registration Act on presentation of document for registration. 10- The document should contain the proof of identity in respect of executants, claimants and the identifier. 11- Besides it is also required that the document should contain all the certificates as required under the OLR Act, OSATIP Act, Endowment Act and in respect of Bhoodan Land. 12- The document should bear all information for estimation of the consideration money of document for calculating the stamp duty and fees. 13- The language of the deed should be used in general in the locality as per the Govt. 14- If the document is not of the language in general use, the document should be presented along with a translated copy of the deed in the language in general use. 15- The personation of the Representative or Agent of the party of the document should be supported with the registered documents only. 16- The document should be prepared as per the provision of the Odish Registration Rule 1988.
