Congress Federal Auditors External Control of the Court of Audit
(SupremeAuditInstitution - SAI - Brazil) - On the occasion presented and was
among the most voted proposal to make the processes of trial provision of
publicly available government accounts (currently classified ), and provide audit
reports produced by auditors on the internet and in full.
Participation in meetings of the National Network of NGO's Amarribo
- Amarribo is the contact of the Transparency International in Brazil.
National Conference on Transparency and Social Control had as one of 20
priority objectives election proposals to "fight against corruption and impunity."
On occasion I represented Ong Moral and defended two proposals: "restructuring
of external control" in Brazil, ending the trial public accounts by magistrate outside
the judiciary (17th place among 20 more voted) and the strengthening of the
National Audit Department of Health System, removing it from subordination to
the manager at the Ministry of Health and placing him subordinate to the CGU, in
compliance with the principle segregation of duties, which should not monitor who
is running his own management (this proposal was voted in 8th place.
At the same Conference was tabled and approved motion against the secrecy of
the trial proceedings of public accounts and the regulations of the Law on Access
to Information held by the Court of Audit, which maintained the confidentiality of
audit reports pending trial (which can lead many years), even after the law
explicitly says that they are public audit reports of courts of auditors, and have
established general principles as the active transparency in it's entirety, and in
short time between the production of information and it's availability.

IV Global Forum and Combating Corruption – As one of Adopt a Municipality
representants.
Happened in this forum where a panel was presenting the "Adopt a County"
project - IFC.org.br - proposing that each professional audit of public accounts, in
voluntary work, could "adopt" a municipality to help civil society to oversee the
administration public place, teaching and giving technical and legal advice.
