HEALTHY WEIGHT SERVICE FOR ADULTS – TIER 1 AND TIER 2 Method Statements Please read this document in conjunction with the specification and answer the questions below Section 1: SERVICES TO BE PROVIDED (30%) 1. Tier 1 universal obesity prevention The Adult Healthy Weight Management Service will contribute to reducing the prevalence of overweight and obesity in Sheffield by developing a comprehensive universal training and education programme for all front line staff having contact with adults and children. The aim of the training is to implement a clear pathway for healthy weight management and ensure there is a consistent message given across Sheffield. Q1. Bidders must describe their proposed high quality, evidence based service model of delivery for Tier 1 universal prevention in line with the requirements of the service specification and are asked to demonstrate how they will deliver the service and their proposed timeframe Responses should include detail on the following: A description of the approach and the evidence base for this Activity levels and anticipated numbers of direct and indirect beneficiaries How will the provider encourage reluctant staff/ staff groups to take up the training? A description of how the training programme will promote confidence in staff and increase their ability to deliver brief intervention and approach the subject of healthy weight management universally. Describe how the provider will ensure that the training meets the needs of a range of front line staff and will accommodate all age ranges Demonstrate innovatively how the programme will evolve beyond year 1. A description of how the provider will ensure that clear consistent messages are given and information is kept up to date and is accessible to staff. A description of how staff can and will be supported beyond the initial training sessions. A description of how this service will link to other healthy weight management services in Sheffield. Word limit 500 words Section 3: ORGANISATION (15%) Q.11 Bidders must demonstrate a sound understanding of the overweight and obesity agenda and factors that impact on unhealthy weight gain. Bidders should describe how they will work with existing partnerships and engage with wider stakeholders as part of the Sheffield obesity pathway and to advocate on behalf of obesity related issues. Bidders must provide a detailed mobilisation plan, including resource allocation required to ensure delivery of the service for 1st January 2015. Recruitment policy The Provider must have a recruitment policy that supports the delivery of the service specification. The Provider’s recruitment policy must promote equal opportunity and anti-discriminatory practice to enable them to attract and retain a high quality competent employee’s for the duration of the contract. The Provider should commit to ensuring their workforce matches the diversity of the population served. The Provider’s recruitment policy must include a process for ensuring that all required pre and post-employment checks are implemented including enhanced disclosure checks and must ensure that any new staff that they propose to recruit will be suitably qualified, experienced and competent to deliver the Services safely and to a high quality. The provider should also have comprehensive policies and processes in place to ensure the safety of adults and children who are supported by the service. Q14. Bidders must outline how they will meet the above requirements in the delivery of this service, including enhanced disclosure checks and safeguarding policies and procedures for adults and children (this service will take 16 year old and over. There must be systems in place to record staff member’s professional registrations, renewal dates and requirements to maintain registration. Q15. Maximum word count 500 Contingency arrangements Business Continuity The Provider must demonstrate their commitment to business continuity, indicating, in the unlikely event that the commissioner could not contract manage for a period of time, the contingency arrangements they would put in place to prevent performance being affected. The provider will demonstrate the contingency arrangements they have in place to ensure adequate cover to ensure continuous service delivery in the occurrence of planned or unplanned increases in workload and Staff absences. Maximum word count 500 Section 5: HIGH QUALITY SERVICE (25%) The Provider will be required to routinely monitor and evaluate the impact and effectiveness of the Service and develop an annual service evaluation report, detailing outcomes and recommendations for service improvements. The Provider will be required to demonstrate how service user feedback has been gathered and has been used to shape and improve service delivery. Q19. Bidders must describe how they will routinely monitor and evaluate the impact and effectiveness of the Service; in particular how the process objectives and health objectives outlined in the service specification will be monitored and reported on and how the service will evidence long term lifestyle changes and which tools will be used. Maximum word count 500 7 The data flows set out in the service specification should comply with the Data Protection Act (DPA) 1998 and should not breach confidentiality or privacy law. Responsibility remains with the Provider (as data controller) to ensure that all detailed local arrangements are compliant with the law. In all cases, the Provider will remain as data controller and the Council will not have access to personal-confidential data (PCD) without explicit consent from the service user. Unless explicit consent has been gained from service users, only anonymised information will flow back to the Council from the Provider. The Provider will ensure all technical and organisational measures to prevent unauthorised or unlawful processing of PCD and accidental loss or destruction of or damage to PCD, including but not limited to taking reasonable steps to ensure the reliability of staff having access to the data.
