Middleborough Board of Selectmen Meeting Minutes July 1, 2013 Acting Chairman A. Frawley opened the meeting at 7:04 PM by inviting those in attendance to join in the Pledge of Allegiance. In attendance were: Selectmen A. Frawley, B. Quelle, L. Dalpe, J. Knowlton, and Executive Assistant J. Shanley. UNANTICIPATED Resident Wendy Dries of 74 Forest Street and noted that the former Greenery was just approved to have McLean Mental Hospital open for business at this address. She wanted to discuss her concerns. Selectman Frawley recused himself as he lives on Forest Street. Ms. Dries provided Board with a handout. Her concerns included having a four-way Stop sign installed, having the speed limits marked, and having the area patrolled better with the anticipated increase in traffic once this facility begins its operation. Selectman Quelle explained the process of hearing concerns under Unanticipated and offered that if she is requesting the Board hold a hearing on the matter in the future, the Town Manager and the Chairman of the Board set the agenda and will notify Ms. Dries of the hearing date. Resident Allin Frawley of 35 Forest Street spoke at the podium to clarify that the ZBA granted the permit on Thursday, therefore, he had suggested that Ms. Dries come in tonight with her requests. He believes she is asking that the Town Manager speak with the new DPW Director to look into correcting the issues that she raised. She clarified that she is o.k. with not having a hearing, but having the DPW address instead. However, she also wants some speed limits and postings in addition to the four way stop signs. ANNOUNCEMENTS & RECOGNTIIONS The meeting was broadcast live by MCCAM and recorded by MCCAM and Verizon. Selectman Dalpe went to the topping off ceremony for the Shaw Home last week regarding its new addition and noted that it’s going to be a great addition to the Town. Selectman Knowlton thanked Police Chief Gates for joining him on the radio this morning to talk about the Police Station renovation project. Selectman Knowlton reminded the public that it is mosquito season and for all to remove any standing water in their yards. Selectman Frawley thanked Dan Badger of Badger Wilderness Guides for hosting another Nemasket River Cleanup on Saturday. He also extended his thanks to Middleboro Mess Movers for cleaning up last weekend. WARRANTS Upon motion by Selectman Quelle and seconded by Selectman Knowlton, Board voted unanimously to authorize Chairman to sign Warrants for week ending 6/28/13. 1 Middleborough Board of Selectmen Meeting Minutes July 1, 2013 MINUTES Upon motion by Selectman Quelle and seconded by Selectman Dalpe, Board voted unanimously to approve 6/3/13 regular meeting minutes. Upon motion by Selectman Knowlton and seconded by Selectman Quelle, Board voted unanimously to approve 6/3/13 Executive Session meeting minutes. Upon motion by Selectman Quelle and seconded by Selectman Knowlton, Board voted unanimously to approve 6/10/13 regular meeting minutes. Upon motion by Selectman Quelle and seconded by Selectman Dalpe, Board voted unanimously to approve 6/17/13 meeting minutes. NEW BUSINESS Upon motion by Selectman Knowlton and seconded by Selectman Dalpe, Board voted to authorize Chairman to sign letter with Board comments re Wampanoag Taunton Casino Draft Environmental Impact Report. OECD representative Jane Kudcey addressed Board. Upon motion by Selectman Dalpe and seconded by Selectman Quelle, Board voted unanimously to authorize Chairman to sign Mass DOT South Coast Rail technical grant. Upon motion by Selectman Knowlton and seconded by Selectman Quelle, Board voted unanimously to appoint Sherri Hartlen-Neely of 15 Pine Street as a member of the Library Board of Trustees for a term expiring on 6/30/14. Upon motion by Selectman Knowlton and seconded by Selectman Dalpe, Board voted unanimously to approve the North Middleborough Fourth of July Parade on 7/4/13 and the sale of Parade Tags. Upon motion by Selectman Knowlton and seconded by Selectman Quelle, Board voted unanimously to re-appoint Geoffrey Hebert, Robert Burke, Arthur Turcotte, and James Waite to the COA Board of Directors for three-year terms, beginning 7/1/13 and ending on 6/30/16. Upon motion by Selectman Knowlton and seconded by Selectman Quelle, Board voted unanimously to approve the 8th annual Kris McGuiness/Progeria two-mile walk on 9/22/13 with the understanding that the roads will be cleaned by the applicant relative to any debris related to the event. Upon motion by Selectman Quelle and seconded by Selectman Dalpe, Board voted unanimously to approve the St. Vincent de Paul Food Pantry charity race/walk fundraiser on 9/29/ with the understanding that the roads will be cleaned by the applicant relative to any debris related to the event. 2 Middleborough Board of Selectmen Meeting Minutes July 1, 2013 Motion made by Selectman Knowlton and seconded by Selectman Dalpe, for discussionclarification that the fees being waived are the inspection fees, and because they are not working in the winter months, there would be no need for inspection fees. Board voted unanimously to approve request from W. L. Byrne, Inc. to waive their first quarter inspection fees, annually, specifically, for the winter months of January, February & March and to apply their $1,600 payment made in April towards April, May & June. Upon motion by Selectman Quelle and seconded by Selectman Knowlton, Board voted unanimously to approve a 2nd Hand license for “Watch Me Grow” to be located at 51 Center Street. Upon motion by Selectman Dalpe and seconded by Selectman Quelle, Board voted unanimously to approve a One-day All Alcoholic Beverages liquor license for Muckey’s Liquor for: 8/24/13 from 6 pm to 11 pm at 200 Oak Point Drive 9/21/13 from 5 pm to 11 pm at 200 Oak Point Drive Police Chief Gates offered brief overview re contract with Daedulus Projects Incorporated as O.P.M. Upon motion by Selectman Dalpe and seconded by Selectman Quelle, Board voted unanimously to authorize the Town Manager to sign contract with Daedulus Projects Incorporated as O.P.M. (Owners Project Manager) to perform Project Management Services for the Police Station Project. Upon motion by Selectman Quelle and seconded by Selectman Knowlton, Board voted unanimously to authorize the Town Manager to sign contract with Kastle Boos Associates, Inc. to provide architectural and engineering services for the Police Station Project. HEARINGS, MEETINGS, LICENSES Selectman Dalpe presented a Power Point presentation re networking opportunities for Middleborough businesses. Jane Kudcey explained that they have formulated the beginning of a website called discovermiddleboro.com. They want to compile information on local businesses and attractions to include on the website. They need information on historical attractions, agricultural, recreation, arts & culture. She asked that people involved in these areas go to her website at www.middleboroughoecd.com and use the link to email her with an explanation of your business and a photo of the business. Judy Bigelow Costa addressed Board and spoke about attractions and businesses that they’d like to reach out to. She spoke about Agri-Tourism. Selectman Dalpe noted that they will be reaching out to businesses. Selectman Knowlton and Chairman Frawley offered that they think having a website specific to what the Town has to offer is a great idea. Selectman Quelle noted that cranberries are unique to our Town. Jeff Stevens addressed Board and added that our historic cemeteries are something that people would come to see and would be interested in. Sherri Hartlen Kneely offered that she is a hobby genealogist and suggested genealogists will spend significant money traveling to research family genealogy. She recommended we get genealogy associations to market Middleborough. She noted that Carver had a Cranberry Fest last year. They 3 Middleborough Board of Selectmen Meeting Minutes July 1, 2013 had people buy tickets and they harvested their cranberries for them, though she’s not sure which bog owner hosted this. Chairman Frawley offered that when the Town Manager returns, we will get a committee together re Middleborough tourism. Edgeway Mobile Home Park At 8:12 PM Board continued hearing from 6-17-13 on Edgeway Mobile Home Park re request action on a criminal complaint concerning the $100/day fine. Chairman explained the Court’s recent decision did not rule in the Town’s favor. Upon motion by Selectman Knowlton and seconded by Selectman Quelle, Board voted unanimously to continue the matter until Monday, October 21, 2013 at 7:30 PM. Green Energy Committee At 8:15 PM Jeff Stevens & members of the Green Energy Committee gave presentation re Improvements at the C.O.A. (copy attached). Sandy Richter of the MG&E also presented. Steve Bonfiglioli explained the suggestion for the type of roof-heat barrier they selected. Mr. Stevens noted that their Committee has no money so they turned to the Peirce Trustees who donated a grant of $10,000. They turned to Bristol Plymouth Regional Technical School and their students donated the labor. We were able to get light bulbs and ballasts at a significant discount through an EPA project. Mr. Stevens recognized the inconvenience to the staff and members at the COA and thanked them all for seeing the benefit of this project. He also thanked the Committee members and the Town Manager. Selectman Knowlton thanked the Committee for its creativity in finding funding resources. Parking on Centre Street Lori Thibeault of Magpie and Sandy Tate of At Smoke N Ashes addressed Board to discuss parking on Centre Street. Selectman Knowlton thanked them for bringing this forward and offered that he’s been talking with the Town Manager and DPW Director about this issue. He agreed that this is something we need to absolutely do something about. Acting Chairman offered that he doesn’t know how the liquor store down the street got a 15 minute parking sign, but he will look into it and feels the same way as Selectman Knowlton, which is, if one group can have a sign, why can’t everyone else. Judy Bigelow Costa that the parking lot across from Eggars Funeral Parlor and behind the food pantry is owned by the Town. It is loaded with potholes. There is leftover material being stored behind the Green School, and perhaps that material, if the right kind, could be used to repair this parking lot so that it can be used. Jane Kudcey offered that it might be something a grant could cover. Judy Bigelow Costa reiterated that we have DPW employees and the material that we could utilize at no further expense to the Town. Conservation Agent Patricia Cassady suggested that Ms. Costa contact DPW Director Chris Peck and share this information with him. Acquisition of land off Murdock Street through LAND Grant Conservation Agent Patricia Cassady addressed Board. Upon motion by Selectman Quelle and seconded by Selectman Dalpe, Board voted unanimously to send letter of support to the Conservation Commission for the acquisition of land off of Murdock Street through LAND Grant and CPA funds. 4 Middleborough Board of Selectmen Meeting Minutes July 1, 2013 CORRESPONDENCE #2 Selectman Quelle applauded State Representative Gifford for sending request to MA DOT for the Grade Crossing Risk Analysis. #9 Selectman Quelle noted COA job description – Van/Bus Driver #6, 7, & 8 Selectman Dalpe noted that the equipment at the Railroad Crossings in South Middleborough were working correctly this weekend, however, she would like to see a little more time to stop. The Police Chief requested that the Police department be notified whenever they are working on the tracks and that a Police Detail is arranged for. Chairman Frawley offered that he hopes we get a copy of the Risk Analysis sooner rather than later. #3 Selectman Knowlton noted the thank you letter from the First Unitarian Universalist Church for the grant from CPA funds to repair their Organ. #1 Selectman Frawley noted that he is going to complete the MPO Self Nomination application. #10 Selectman Frawley noted correspondence from Attorney James M. Burke re an accepted offer re sale of Edgeway Mobile Home Park.
