She said that the whole of West Hill Lane lies within the Conservation Area, extended in 2007. In 2009, Mr and Mrs Roberts (owners of Mayfield, West Hill Lane) had strongly objected to a planning application at Stapleton, West Hill Lane commenting on the design and the loss of trees. That particular application had been approved in spite of opposition from the Town Council and local residents. Mr and Mrs Roberts subsequently applied for a house in their own garden which had also been approved in spite of local opposition and were now applying for another house in the South West of their garden. Dr Jennings said that she had recently been looking at the planning histories of both West Hill Lane and Victoria Place and was struck by one similarity – the inconsistency of the Conservation Officer’s comments. She also said that she had attended a Planning Inspection debate regarding an application for a small “granny” house at 1 West Hill Lane at which Cllr T Howard had commented that that part of West Hill Lane had become “one large building site”. Dr Jennings concluded by asking what was the point in having Conservation Areas if they were not properly looked after by the Conservation Officers. 13.286 Apologies for Absence Apologies were received from Cllr C A Kitson (holiday) and Cllr R S Mitchell (holiday). 13.287 Declarations of Interests in Items on the Agenda Cllr D J Harrison declared a personal interest in Min 13.290 (13/2295/FUL) – he is on the governing body of St Peter’s School. 13.288 Minutes The Minutes of the Meeting of the Planning Committee held on 28 October 2013 had been circulated prior to the Meeting. It was unanimously agreed they be signed as a true record. 86 13.289 Declaration by District Councillors It was formally noted that the participation of Cllr A J Dent, Cllr S Hall and Cllr T D Wright, who are also Members of the East Devon District Council, in both the debate and subsequent vote, was on the basis that the views expressed were their preliminary views taking account of the information presently made available to the Town Council.
