NATIONAL HERITAGE LANDMARKS PARTNERSHIP SCHEME (NHLPS) GUIDANCE TO APPLICANTS: ROUND 3 (2014/15) The Association of Independent Museums (AIM) entered into a 3 year funding partnership with BIFFA Award that will provide a £1.5m investment into independent museums and industrial heritage sites across the UK. The National Heritage Landmarks Partnership Scheme (NHLPS) will develop a network of sites whose history has been in some way involved in far reaching change instrumental in creating the nation as it is today. This investment will help transform derelict buildings and sites into inspirational resources, enabling the public to better understand the powerful tide of change brought about by our collective industrial past through the creation of a network of strategic projects that tell the stories of people, processes, industrial development and change. The Scheme focuses on projects relating to specific key industries including mining, textile manufacture, shipbuilding, metal processing, chemical industries, defence, farming and technologies such as power generation and communication. We welcome applications from independent museums and industrial heritage sites to become part of this exciting new national scheme. Please read through these guidance notes carefully before making an application. We strongly advise that you contact Sam Hunt or Justeen Stone beforehand to ensure eligibility of your project. The maximum value of support for each project will be £120,000. Applicants will need to have secured or can commit to providing a10% cash contribution (known as a Third party Contribution or TPC) within 3 months of commencement. If you are not registered as an Environmental Body, this sum can be made up from funds from your own resources and/or other sources of funding. If you are registered as an Environmental Body your 10% cash contribution (TCP) must be from an independent source of funding to meet with Landfill Tax Regulations it cannot come from your organisation’s own funds or general reserves. The sum must be paid directly to Biffa Waste Services prior to a Formal Offer Agreement being issued. If applicants are using other sources of funding they should check that the funding body is aware of these arrangements. Funds from lottery distributors including HLF, cannot be used as partnership funding. Project Criteria Applicants will need to be able to demonstrate significant impact and heritage benefit as a result of partnership funding. They will need to demonstrate how their project will help deliver the 5 key project outcomes for the Scheme. They are: Create a network of significant industrial heritage sites that have international, national or regional impact. Enable a better understanding and appreciation of how industrial heritage collections and buildings were used and what they did by improved physical and intellectual access to sites and buildings. Provide an enhanced level of educational activity on partner sites. Develop stronger links with local communities through engaging new volunteers and wider audiences from the locality. Develop partnership working with other National Heritage Landmark projects or other industrial sites. Applicants will also need to provide evidence that they: Are an internationally, nationally or regionally important site or building that evidences technological innovation. Have the capacity to work collaboratively with other sites in the National Heritage Landmarks Partnership Scheme. Are within 25 miles of a licensed Biffa operation and within 10 miles of any licensed landfill site. Will obtain any necessary consents required for funded works, including full planning permission and Scheduled Ancient Monument consent where applicable. Can provide evidence that they are owners of the buildings/collections involved and have adequate insurance. We can consider support for projects where a minimum of 25 years tenure for land or buildings has been agreed. In these cases it may be necessary for the landlord to be contracted in as a party to the agreement. Have an Environmental Statement and an access policy in place and have undertaken consultation with the local community on the proposal. Have the ability to complete the project within 12 months of allocation of an award. Are an independently constituted organisation with charitable status. Privately owned sites are not eligible. Applicants will need to members of AIM at the point of application. 2 Eligible Works Eligible works include opening up access to buildings or sites, creating new exhibitions or displays, gallery development, education facilities, site interpretation and trails. We can also support digital interpretation and websites if part of a larger scheme. Related conservation and building works could be supported where these form part of the project. Please note that we cannot support projects in the Channel Islands, the Republic of Ireland or Isle of Man. Up to 5% project management costs can be included within the total project cost. Non reclaimable VAT may also be included. Please note that we cannot support the following work within funded projects: Core costs of an organisation, other than allowable project costs. Preliminary Fees such as Planning Costs Retrospective funding – work that has already taken place before any grant has been awarded. Improvements to car parks, offices or services, or alterations to buildings in order to meet Disability Discrimination Act requirements. Works that may be the responsibility of a statutory authority to provide and maintain. Portable items that in theory could be moved away from the site including ships, locomotives or vehicles. Education and other events. Training for staff and volunteers. Feasibility studies Websites (unless part of a larger scheme) and digitisation projects. AIM will register projects on behalf of applicants and act as the Enrolled Environmental Body that is responsible for compliance with Entrust. We can also advise applicants on model Environmental Statements. Successful projects will be issued with a conditional letter where necessary consents are not yet in place. Applicants will however be required to have submitted applications and indicate when these are likely to be decided. Closing Date The closing date for applications for Round 3 (2014/15) is Friday 29th August 2014. Successful projects will be notified by mid October 2014. To calculate this, divide the amount you are applying for by 0.98. E.g. Under LCF regulations, only 90 per cent of a grant can be paid by us using landfill tax credits. The remaining 10 per cent needs to come from another source. Therefore, you need to find someone (an individual or another organisation) who is willing to contribute the remaining 10 per cent. This cannot come from your organisation’s own funds or general reserves. The 10 per cent is then paid to Biffa Waste Services, which allows us to release 100 per cent of the grant to you. Third Party Contributions are completely separate from match funding. Applications to the NHLPS will undergo a first stage sift by representatives from both AIM and Biffa Award. Applications that are progressed to the next stage will be considered by the NHLPS Panel. The Panel’s decision is final, though feedback will be given to unsuccessful applicants. 15
