A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF HALLANDALE BEACH, FLORIDA SUPPORTING
THE ENVIRONMENTAL PROTECTION AGENCY (EPA) CLEAN
POWER PLAN AND PROMOTION OF CLEAN ENERGY; AND
PROVIDING AN EFFECTIVE DATE.

WHEREAS, on August 3, 2015, President Obama and the Environmental Protection
10
Agency (“EPA”) announced the Clean Power Plan (“CPP”) a historic and important step in
11
reducing carbon pollution from power plants that takes real action on climate change; and
12
WHEREAS, power plants are the single largest source of greenhouse gas emissions in
13
the country, accounting for roughly one-third of all emissions in the United States, yet there are
14
currently no national limits on carbon pollution from power plants; and
15
WHEREAS, carbon pollution exacerbates climate change and contributes to more
16
frequent and more violent extreme weather events that costs our city and threatens public health;
17
and
18
WHEREAS, shaped by years of unprecedented outreach and public engagement, the final
19
CPP is designed to strengthen the fast-growing trend toward cleaner and lower polluting American
20
energy; and

WHEREAS, the CPP established the first-ever national standards to limit carbon pollution
from power plants; and
23
WHEREAS, the final CPP sets flexible and achievable standards to reduce carbon dioxide
24
emissions by 32 percent from 2005 levels by 2030, 9 percent more ambitious than the proposal;
25
and
26
WHEREAS, by setting carbon pollution reduction goals for power plants and enabling
27
states to develop tailored implementation plans to meet the goals, the CPP is a strong flexible
28
framework; and

WHEREAS, the CPP will provide significant public health benefits by putting in place a
30
drive cleaner energy sector, reduce the premature deaths from power plant emissions by nearly

90 percent in 2030 compared to 2005, and decrease the pollutants that contribute to the soot and
32
smog. The CPP will also avoid up to 3,600 premature deaths, lead to 90,000 fewer asthma
33
attacks in children, and prevent 300,000 missed work and school days, save the average
34
American family nearly $85 on their annual energy bill in 2030, reduce enough energy to power
35
30 million homes, and save consumers a total of $155 billion from 2020-2030; and
36
WHEREAS, the final CPP significantly reduces carbon pollution from the electric power
37
sector while advancing clean energy innovation, development, and deployment. It also ensures
38
the U.S. will stay on a path of long-term clean energy investments that will maintain the reliability
39
of our electric grid, promote affordable and clean energy for all Americans, and continue United
40
States leadership on climate action; and

WHEREAS, the Mayor and City Commission have determined that supporting the EPA
42
Clean Power Plan for reducing carbon pollution from power plants is in the best interest of the
43
City and its residents.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF HALLANDALE BEACH, FLORIDA:

SECTION 1. Support of EPA’S Clean Power Plan. The Mayor and City Commission
49
hereby supports the EPA’s Clean Power Plan for setting carbon pollution reduction goals for
50
power plants and enabling states to develop tailored implementation plans to meet those goals.

SECTION 2. SECTION 2. Directions to City Manager.

Commission direct the City Manager to cause a copy of this resolution to be forwarded to EPA

Administrator Gina McCarthy at Environmental Protection Agency, Mail Code: 1101A, 1200

appropriate parties.

SECTION 3.
Effective Date. This Resolution shall take effect immediately upon its
passage and adoption.
