BEACH,
FLORIDA,
AUTHORIZING THE CITY MANAGER TO APPROVE WORK
AUTHORIZATION TO MONTGOMERY WATSON HARZA
AMERICAS, INC., TO PERFORM HYDROSTATIC SALINITY
BARRIER FOR WELLFIELD PROTECTION, PHASE III IN
ACCORDANCE WITH RFP #FY2007-2008-004, CONTINUING
SERVICES, FOR AN AMOUNT NOT TO EXCEED ONE
HUNDRED THOUSAND ($100,000.00) DOLLARS; AND
PROVIDING AN EFFECTIVE DATE.

WHEREAS, the Mayor and City Commission seek to be proactive in its efforts to meet
17
the challenge of saltwater intrusion so as to prevent the threat of saltwater intrusion from
18
disabling the City’s ability to provide quality potable water to its customers; and
19

WHEREAS, the City considers the threat of saltwater intrusion into the City’s wellfields
to be an environmental hazard that could affect the City’s current water supply; and
21

WHEREAS, the Mayor and the City Commission have previously approved work
23
authorizations for continuing services agreements for Montgomery Watson Harza Americas, Inc.
24
(“MWH”) to complete Phases I and II of the Hydrostatic Salinity Barrier for Wellfield Protection
25
project (“project”) through RFP #2007-2008-004; and

WHEREAS, the City is prepared to begin Phase III of the project, which will treat
wastewater effluent to acceptable levels for use in its salinity barrier; and

WHEREAS, the City will take advantage of the recently constructed drainage wells to
potentially slow or halt the westward movement of the saltwater interface; and

WHEREAS, Pursuant to Code Section 23-5, Award of Contract, the City Manager has
the authority to recommend to the City Commission award of contracts; and

WHEREAS, the City Administration recommends that the City Commission approve
37
work authorization to MWH to perform Phase III utilizing Continuing Services contract as a
38
result of RFP #FY2007-2008-004 for an amount not to exceed one hundred thousand
39
($100,000.00) dollars.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA:

SECTION 1. City Manager Authorization of Award of Contract. The Mayor and City
44
Commission hereby approve work authorization to Montgomery Watson Harza Americas, Inc. to
45
perform Phase III of the Hydrostatic Salinity Barrier for Wellfield Protection, utilizing the
46
Continuing Services contract as a result of RFP #FY2007-2008-004 for an amount not to
47
exceed one hundred thousand ($100,000.00) dollars. The City Manager is authorized to take all
48
necessary action to effectuate the project.

SECTION 2. Effective Date. This Resolution shall take effect immediately upon its
passage and adoption.
