SCARLET AND CREAM CHAPTER OF THE
NATIONAL RESIDENCE HALL HONORARY
CONSTITUTION & BYLAWS
ARTICLE I-NAME
The name of this organization shall be the Scarlet and Cream Chapter of the National
Residence
Hall Honorary, hereafter referred to as “Chapter.”
ARTICLE II-PURPOSE
The purpose of this organization shall be to develop leadership skills amongst
members of the
Chapter and elsewhere in the community, recognize the work of those who strive to
make our
community and university a better place to live in, promote scholarship amongst all
students at
the university, and perform services in order to improve the community in which
we live.
ARTICLE III-MEMBERSHIP
This organization does not discriminate in the selection of its members or
appointments, when
discrimination is defined as denying individuals membership or appointment based
on a person’s
age, race, national origin, color, gender, sexual orientation, creed, or handicap. The
Chapter
shall not discriminate on the basis of place of residence, except as set forth
elsewhere in this
constitution.
Section 1 – Requirements
A.
A minimum cumulative 2.5 GPA is required for induction into the Chapter.
B. The student must have lived in the University of Nebraska-Lincoln Residence
Hall System
for two semesters.
C. Transfer students from other colleges and universities who were members of
NRHH at their
previous school are eligible for membership upon providing verification of the
previous
membership in NRHH and if space exists within membership limits.
Section 2 – Membership
The organization shall consist of four types of membership: Active, Early Alumni,
Alumni, and
Honorary Membership.
NRHH Membership
Once an individual has been inducted as an NRHH member, he/she is an NRHH
member for life. A. Active Membership
An active member of an NRHH Chapter is one that has been inducted into the
Chapter and is
currently living in on-campus housing. Temporary leaves from on-campus housing
such as, but
not limited to, co-ops, internships, or study abroad, will not affect the individual’s
active status
of NRHH. In the case of a temporary leave, the NRHH member should notify the
Chapter
president in writing detailing the reason for and duration of the temporary leave.
An individual being inducted as an active member must:
1. Have lived in the residence halls for at least one year.
2. Have made a positive contribution to the residence hall system.
B. Early Alumni Membership
1. An Early Alumni of an NRHH Chapter is a member that is still living on campus
but can no
longer meet the chapter membership expectations. These members do not count
toward the
1% membership cap.
2. The following guidelines apply to the procedure of applying for early alumni
membership
status:
3. The member and/or chapter must complete the early alumni membership
application (contact
your Regional AD-NRHH to obtain a copy) which shall include the signatures of:
Chapter
President, Chapter Advisor, and chapter member for whom the form is being
completed.
4. The completed early alumni membership application shall be submitted to the
Regional ADNRHH for approval.
5. The number of early alumni members a chapter shall be granted per academic
year will not
exceed ten percent of the chapter's membership cap (i.e.: if a chapter has a
membership cap
of 50, it will not be allowed more than 5 early alumni members approved per a
year).
It is the right of the Regional AD-NRHH to deny requests for reasons including, but
not limited
to:
1. The application form is incomplete.
2. The Regional AD-NRHH does not believe that sufficient measures were taken by
the chapter
to address the member’s inactivity with chapter business before submitting the
application.
3. The chapter has exceeded its allotted early alumni membership approvals for the
year.
If the member and/or chapter wish to appeal the decision of the Regional AD-NRHH,
they may
appeal to the entire AD-NRHH board. The decision of the AD-NRHH board
(consisting of an
AD-NRHH from each region) shall be final. 1. Each AD-NRHH shall have one vote
2. A simple majority shall be necessary, with the NRHH Chair casting the tiebreaking vote
when necessary.
C. Alumni Membership
An alumni member of an NRHH Chapter is a member that has moved off campus or
is no longer
a student. These members do not count in the 1% cap.
D. Honorary Membership
An Honorary membership is designed to recognize people including, but not limited
to, housing
personnel, instructors, college or university staff and those who have demonstrated
outstanding
support and service to the residence hall students. Individuals who could qualify for
general
membership, with the exception of graduating seniors, cannot be inducted as an
"honorary
member." The number of honorary members a chapter shall be able to induct per
academic year
will not exceed ten percent of the chapter's membership cap (i.e., if a chapter has
membership
cap of 50, it may induct up to 5 honorary members a year). These members do not
count in the
1% cap.
An individual being inducted as an honorary member must:
1. Have made positive contribution to the residence hall system
2. Not currently living on campus in the residence halls.
Membership Capacity
The general membership of a chapter may include up to, but not more than, 1% of
the total
residence hall population that year, or 20 members, whichever is larger. The total
1%
membership cap only includes active membership. Further definition can be found
in the NRHH
By-Laws.
Section 3 – Selections/Induction
Selections of members for this organization shall take place as stated in the by-laws
of this
constitution.
ARTICLE IV-OFFICERS
Section 1 – Leadership Structure
A.
Executive Officers
The executive structure of the Chapter shall consist of: 1.

3. Secretary
4. Treasurer
5. OTM Coordinator
President
B. Officers of the Chapter shall be selected from the active membership by a simple
majority
vote of all active members present during the last meeting of the year.
C. The Associate Director of Housing shall name an advisor(s) to the Chapter from
Residence
Life each fall prior to the school year.
Section 2 – Meetings
A. The Chapter meetings shall be held regularly as decided upon by the Chapter.
The Chapter
President may call any special meetings.
B. At the first meeting of each academic semester, the majority consensus of the
currently active
members of the Chapter will determine the meeting times and dates for the
upcoming
semester.
C. The President shall determine the procedures of how to run the meetings of the
Chapter, with
approval from the active members.
D.
Shall follow Robert’s Rules of Order when deemed necessary
ARTICLE V-FINANCE
A. The Student Organizations Financial Services (SOFS) Office shall hold all monies
collected
by the organization, regardless of source.
B. No part of the net earnings of the Chapter shall inure to the benefit of, or be
distributed to, its
members, trustees, officers, or otherwise private persons, except in that the Chapter
shall be
empowered to pay reasonable compensation for services rendered and to make
payments and
distributions in furtherance of the purposes set forth within this Constitution.
C. No substantial part of the Chapter shall be carrying on of propaganda, or
otherwise
attempting to influence legislation, and the Chapter shall not participate in, or
intervene in,
(including the publishing or distribution of statements) any political campaign on
behalf of
any candidate.
D. Notwithstanding any other provision of this constitution, the Chapter shall not
carry on any
other activities not permitted to be carried on by an organization exempt from
Federal
Income Tax under section 501 of the Internal Revenue Code of 1954 (or the
corresponding
provision of any future United States Internal Revenue Law). E. Upon the
dissolution of the Chapter, the Board of Trustees shall, after paying or making
exclusively for charitable, educational, religious, or scientific purposes as shall at the
time
qualify as an exempt organization (2) under Section 501 (c) of the Internal Revenue
Service
Code of 1954 (or the corresponding provision of any future United States Internal
Revenue
Law), as the Board of Trustees shall determine.
F. Any assets not disposed of shall be disposed of by the Court of Common Pleas of
the county
in which the principal office of the Chapter is located, exclusively for such purposes
to said
organization(s), as the Court shall determine, which are organized and operated
exclusively
for such purposes.
ARTICLE VI-AMENDMENTS
A. All Amendments to this constitution shall require a two-thirds (2/3) approval of
Active
Members of the Chapter to become valid. The Association of Students at the
University of
Nebraska (ASUN) must approve all amendments to this constitution. Amendments
to this
constitution shall become valid immediately upon approval. Constitutional
amendments not
approved by ASUN shall be considered null and void.
ARTICLE VII-BYLAWS
A. There will be running bylaws subject to regulations to this constitution.
Amendments to
these bylaws will require a majority vote of active members at the meeting at which
the vote
takes place to become valid.
ARTICLE VIII-ENACTMENT
A. All Amendments to this constitution shall require a two-thirds (2/3) approval of
Active
Members of the Chapter to become valid. The Association of Students at the
University of
Nebraska (ASUN) must approve all amendments to this constitution. Amendments
to this
constitution shall become valid immediately upon approval. Constitutional
amendments not
approved by ASUN shall be considered null and void.
