AUSTIN STATE UNIVERSITY Preamble The Richard J. Williams Chapter of the National Residence Hall Honorary is a student run organization whose members’ purpose is to provide recognition for those individuals living in the residence halls who have shown outstanding service and who have provided leadership in the advancement of the residence halls at Stephen F. Austin State University. The students who comprise this organization represent the different abilities, races, ethnic backgrounds, sexual orientations, religions, ages, genders, and political affiliations of the SFA students living on campus. NRHH is a representative body of a truly diverse population in which individual differences are accepted. We accept the responsibility to act proactively in the education of our members. Article I – Name Section 1: The name of the organization shall be the Richard J. Williams Chapter of the National Residence Hall Honorary, hereafter referred to as NRHH. Article II – Purpose The purpose of this organization shall be to provide recognition for those individuals living in the residence halls who have shown outstanding service and who have provided leadership in the advancement of the residence halls at Stephen F. Austin State University. Article III – Affiliation Section 1 - On-Campus Affiliation Clause A: This organization shall be affiliated with the SFASU Residence Life Department. Clause B: This organization shall be affiliated with the SFASU Residence Hall Association. Clause C: This organization shall be affiliated with the Southwest Affiliate of College and University Residence Halls, hereafter referred to as SWACURH; and the National Association of College and University Residence Halls, hereafter referred to as NACURH. Section 2 – Non-Campus Affiliation Clause A: This honorary is a university affiliate of the National Residence Hall Honorary. Clause B: In order to remain a member of the National Residence Hall Honorary, this Chapter must follow the rules and bylaws of the National Residence Hall Honorary Constitution. Clause C: The Chapter President shall be in charge of affiliating NRHH in accordance with NACURH policy. The Chapter President will also do this in accordance with the National Communications Coordinator in the Residence Hall Association. Article IV – Membership Section 1 – New Members Clause A: New membership into NRHH shall co-inhere with the NRHH Policy and ByLaws: 1. A GPA minimum of a 2.5 on a 4.0 scale. 2. Having lived in on-campus housing for a year. 3. An active resident on campus. Clause B: The Selection Committee shall select new members at the end of each semester. The Selection Committee consists of an Advisor, the Vice President of Membership and either the President or NRHHCC and two active members. Clause C: The NRHH Chapter may have a second induction ceremony during the semester only if the total number of active members in NRHH are less than 25% of the one percent cap given by NRHH. This may only be granted with the unanimous decision of the Assistant Director of Residence Life, the Advisor, the President and the Vice President of Membership. Clause D: Selection of new members shall be based primarily on leadership and service to the residential community on campus. Additional factors for consideration of membership include: scholarship, character, dedication and additional campus and/or community leadership, participation and service. Clause E: The number of active members shall not exceed the one percent cap. Upon request, the National Associate for NRHH may exempt a Chapter from this requirement, to be limited to the Chapter’s next induction ceremony at which time they must return to their membership cap. Section 2 – Selection of New Members Clause A: A nomination must be submitted to the Vice President of Membership to be admitted into NRHH. Clause B: The nomination form will be made at the discretion of the Vice President of Membership and an Advisor within the guidelines of this constitution. Clause C: A potential member can be nominated multiple times by any member of the Stephen F. Austin State University community, or themselves. Clause D: Selection of a candidate shall adhere by the NRHH Constitution guidelines. The Constitution of National Residence Hall Honorary Association at Stephen F. Austin State University Page 2 Last Updated: 10/18/2011 Section 3 – Selection of Honorary and Alumni Members Clause A: Active Members automatically become Alumni members upon graduation or ceasing to live on campus. Clause B: An Active Member may request to be an Early Alumni through the following procedures 1. The member and/or Chapter must complete the early alumni membership application. The application shall include the signatures of: Chapter President, Chapter Advisor, and Chapter Member for whom the form is being completed. 2. The member and/or Chapter must submit the application to the Regional AD-NRHH for approval. 3. The number of early alumni members a Chapter shall be granted per academic year will not exceed fifteen percent of the Chapter’s membership cap. It is the right of the region’s AD-NRHH to deny requests for reasons including, but not limited to: a. The application form is incomplete. b. The region’s AD-NRHH does not believe that sufficient measures were taken by the Chapter to address the member’s inactivity with Chapter business before submitting the application. c. The Chapter has exceeded its allotted early alumni membership approvals for the year if the member and/or Chapter wish to appeal the decision of the region’s AD-NRHH, they may appeal to the entire NNB. The decision of the NNB shall be final. d. Each AD-NRHH shall have one vote. e. A simple majority shall be necessary, with the NAN casting the tie-breaking vote when necessary qualifications for membership selection. Clause C: Honorary members may be selected by a 2/3 majority vote of the Selection Committee to honor outstanding service. The number of honorary members a chapter shall be able to induct per academic year will not exceed ten percent of the chapter’s membership cap. Section 4 – Temporary and Permanent Removal from NRHH Clause A: When members leave the on-campus community they must submit a letter to the Chapter President stating whether the leave is temporary or permanent. When members submit a notice of temporary leave, they must indicate the duration of their leave to the Chapter. Clause B: Temporary leaves from on-campus housing such as, but not limited to, co-ops, internships, or study abroad, will not affect the individual’s active status of NRHH. In the case of a temporary leave, the NRHH member should notify the Chapter President in writing detailing the reason for and duration of the temporary leave. Austin State University Page 3 Last Updated: 10/18/2011 Clause C: If a member who has submitted a notice of permanent leave returns to the residence halls and the Chapter membership cap has been reached, the Chapter shall contact the NAN to request a temporary increase in their capacity until the next membership drive, at which time the Chapter size must return to its correct membership capacity. In this case the returning member will not receive voting rights until a position becomes available within the Chapter. Article V – Executive Structure Section 1: In order to be a recognized campus organization, the Richard J. Williams Chapter of the National Residence Hall Honorary must elect executive officers each year. All officers must be members of the NRHH. NRHH officers cannot hold other officer positions within any Residence Life organizations, unless approved of by majority vote, by the Advisor, and by the Assistant Director of Residence Life. Clause A: The Executive Board of NRHH shall consist of a President, Vice President of Membership, Vice President of Community Service, Vice President of Recognition, Vice President of Records, and NRHH Communications Coordinator. All officers and candidates for office must have and maintain a 2.5 GPA at SFA, live on campus and be enrolled as a full-time student at SFA and meet any other requirements set forth by the Residence Life Department. Qualifications of the Executive Officers shall be: 1. President – A candidate for President must have completed at least 30 semester hours and have on full semester of active membership in NRHH. For purposes of this constitution, a full semester shall be defined as being elected by mid-semester as stated in the University Catalog. 2. Vice President of Membership– A candidate for Vice President of Membership must have completed at least 30 semester hours and have one full semester of active membership in NRHH. 3. Vice President of Community Service – A candidate for Vice President of Community Service must have completed at least 30 semester hour and have one full semester of active membership in NRHH. 4. Vice President of Recognition – A candidate for Vice President of Recognition must have completed at least 15 semester hours and have one full semester of active membership in NRHH. 5. Vice President of Records – A candidate for Vice President of Records must have completed at least 15 semester hours have one full semester of active membership in NRHH. 6. NRHH Communications Coordinator – A candidate for NRHH Communications Coordinator hereafter referred to as NRHHCC. Must have completed at least 15 semester hours and have one full semester of active membership in NRHH. 7. All candidates that assume office after a regular election will have until the beginning of the next semester to meet the completed semester hour requirement for office. Clause B: The Executive Board shall meet as deemed necessary by the President and Advisor. The Constitution of National Residence Hall Honorary Association at Stephen F. Austin State University Page 4 Last Updated: 10/18/2011 Clause C: All executive officers shall be given at least 24 hours’ notice prior to the announcement or cancellation of a meeting. Clause D: The GPAs of all Executive Board candidates will be reviewed by the advisor prior to any electoral process and at the beginning of each academic semester. Clause E: Any elected officer who has a cumulative GPA lower than 2.5 will be placed on Academic Probation by the Chapter Advisor. Academic probation will last exactly one academic semester and will be reviewed at the beginning of the subsequent semester. If the cumulative GPA of the elected officer remains below 2.5 upon review after one semester of academic probation, the elected officer will be removed from office. Clause F: Any officer documented for a violation of the University Code of Conduct and Residence Life Policy is subject to removal from office by the advisor or with the approval of the Assistant Director or Director of Residence Life. Article VI: Meetings Section 1: General Meetings Clause A: Chapter Meetings shall be held at a time and placed designated by the Executive Board. Clause B: Special Meetings may be called at the discretion of the President with a 72Hour notice. Clause C: Attendance at meetings is mandatory for all active members. More than two unexcused absences shall result in the loss of voting rights and access to NRHH graduation cords. Clause D: Voting rights and access to cords can be regained by fulfilling community service hours or office hours set by the NRHH president. Clause E: Parliamentary procedures according to Robert’s Rules of Order, Newly Revised will be used to the extent determined by the Executive Board. Article VII: Advisor Section 1: The Richard J. Williams Chapter shall be advised by a professional staff member of the Residence Life Department as appointed by the Assistant Director of Residence Life. Section 2: The Advisor will attend all Chapter meetings and oversee the selection process. Section 3: The Advisor will oversee all active members GPA to ensure they meet the membership requirements every semester. Section 4: The Director of Residence Life or Designee will have veto power. Article VII: Amendments Section 1: Amendments to this constitution may be adopted or amended by a 2/3 majority vote of active members of NRHH. Austin State University Page 5 Last Updated: 10/18/2011 Article IX: Non-Discriminatory Clause Section 1: The National Residence Hall Honorary shall not discriminate on the basis of gender identity, gender expression, race, creed, national origin, ancestry, sex, age, religion, handicap, or sexual orientation in the selection of its new members or in its program. Article X: University Records Section 1: The Chapter President shall maintain a list of current officers and members, their addresses, the name of the Advisor. Section 2: The most recently amended constitution will be available online. Article XI: Enactment Section 1: This constitution will go into effect following a 2/3 majority vote of the active members of this NRHH Chapter. This constitution will replace any and all previous NRHH constitutions at Stephen F. Austin State University. Enacted 2/17/2016 Article XII: By-Laws Section 1: By-Laws must be adopted under this Constitution by a 2/3 majority vote of the active members of NRHH. Section 2: The By-Laws of this constitution shall be reviewed annually by the Advisor, President and NRHHNCC. Any changes to the by-laws must pass a 2/3 majority vote of the active members of NRHH. Article XIII: Overriding Documents Section 1: The National Residence Hall Honorary Policy and Bylaws supersede this Constitution and any and all changes to those documents will automatically result in the changing of this Constitution.
