Minutes Village of Orchard Park Board of Trustees The regular meeting of the Board of Trustees of the Village of Orchard Park was held on Monday, December 14, 2015 in the Municipal Center, 4295 South Buffalo Street, Orchard Park, New York. Mayor Clinton called the meeting to order at 7:00 p.m. with the Pledge of Allegiance to the Flag. Members present: Others present: Mayor Jo Ann Litwin Clinton Dir. Of Public Works Michael P. Murphy Deputy Mayor David A. Rood Clerk-Treasurer Mary Beth Jensen Trustee Francis T. Hogenkamp Trustee Joseph R. Wales Trustee Matthew J. Hartung Mayor Clinton made the following announcement: “Fire exits are located at the rear in the Board Room and at the doorway to the lobby. In the event of a fire, you will be notified by announcement on the public address system. If notified, please move in a calm and orderly fashion to the nearest exit.” Moved by Trustee Hartung, seconded by Trustee Hogenkamp that the minutes of November 23, 2015 be approved as received. On the question: 4 voting “Aye” 0 voting “Nay” Carried Moved by Deputy Mayor Rood, seconded by Trustee Wales that the vouchers numbering 12191 to 12223 in Abstract # 10 of 2015-2016 in the amount of $40,832.30 be paid as presented. On the question: 4 voting “Aye” 0 voting “Nay” Carried Chairman and Erie County Legislator John Mills reported on the year 2015. For the second year in a row the county has lowered its tax rate. Road work (Webster, Powers, Lake…) in the Town and more anticipated in 2016. $15,000 was raised for the Food Bank. Gave the Clerk literature for the office (Chestnut Ridge, NYS Sheriff’s Assoc Yellow Dot System, NYS Safe Kit, Scenic Byway, Contact info…) Grant Writer on staff, please notify him if there are any projects in the Village that he could assist with. He was recently re-elected to serve for 2 more years. There were no other comments from the floor. Moved by Deputy Mayor Rood, seconded by Trustee Hogenkamp that the reports of the Village Justice, Acting Village Justice and Water Department for the month of November be received and filed. On the question: 4 voting “Aye” 0 voting “Nay” Carried Director of Public Works Murphy had nothing to report. Trustee Hartung had nothing to report. Trustee Wales reported o Holiday in the Park was a spectacular event. The parade was a great addition. He thanked the volunteers, sponsors, and participants. o The Next event will be the New Years Eve Ball Drop. o Thanked John Mills for honoring him. Deputy Mayor Rood wished everyone Happy Holidays! Trustee Hogenkamp thanked everyone who participated in Holiday in the Park. Clerk Treasurer Jensen had nothing to report. Mayor Clinton had nothing to report. Moved by Trustee Wales, seconded by Trustee Hartung that a transfer of $20,000 be authorized from the Reserve for Equipment to the General fund to cover maintenance on equipment. Reserve for Equipment received FEMA funding for maintenance on Equipment. The expenditure is subject to a permissive referendum. On the question: 4 voting “Aye” 0 voting “Nay” Carried Moved by Deputy Mayor Rood, seconded by Trustee Hogenkamp that the following adjustments be authorized in the 2015-2016 budget: • Increase budget for account AA-65110-401 Maintenance by $20,000 • Increase budget for account AA-45031-000 Transfers by $20,000 • Increase budget for account AA-44960-000 FEMA by $6,575.05 • Increase budget for account AA-69010-800 Retirement by $4,520.25 • Increase budget for account AA-65110-407 St Maintenance Miscellaneous by $2,054.80 • Increase budget for account FF-44960 FEMA by $8,371.77 • Increase budget for account FF-69010-800 Retirement by $1,506.75 • Increase budget for account FF-68320-400 Source of Supply by $6,865.02 On the question: 4 voting “Aye” 0 voting “Nay” Carried Moved by Trustee Hartung, seconded by Trustee Hogenkamp that because there is no second meeting this month Clerk-Treasurer Jensen be authorized to pay all vouchers submitted prior to the end of the month, after review by Deputy Mayor Rood. On the question: 4 voting “Aye” 0 voting “Nay” Carried Moved by Trustee Wales, seconded by Deputy Mayor Rood that the following resolution be adopted: WHEREAS, due to a projected increase by Erie County Water Authority (our source of supply) of the cost of water, it is necessary to increase the rates for water usage, be it RESOLVED, that the following water rates be effective as of January 1, 2016: For district users - a rate of $5.70 per one thousand gallons plus an O&M quarterly charge of $7.50; the minimum quarterly water charge being $47.40 for seven thousand gallons. For non-district users - a rate of $6.33 per one thousand gallons plus and O&M quarterly charge of $7.50; the minimum quarterly water charge being $51.81 for seven thousand gallons. BE IT FURTHER RESOLVED, unpaid charges shall be enforced as provided by Chapter 210 of the Municipal Code of the Village of Orchard Park. On the question: 4 voting “Aye” 0 voting “Nay” Carried Moved by Deputy Mayor Rood, seconded by Trustee Hartung authorizing 4 sick days compensation to a specified DPW employee for monitoring road conditions from midnight to 7a.m. November 1 to April 1, and call out crews when necessary.
