Mayor Ware called the meeting to order.

Ken Landers led the Pledge of Allegiance to the American Flag.
Marsha Porter Miller, speaking on behalf of Elsie Bramlett, stated that on Saturday after
Thanksgiving Ms. Bramlett’s sewer was clogged. They called the plumber and had him come clean out the lines and the plumber stated that this problem was on the City’s side.
She added that this was the second time in a year that this has occurred. The bill from the plumber was $320. Ms. Miller asked if the City would pay for part of this bill or put in a clean out. Mayor Ware asked if she had filled out an adjustment request. The Council will discuss this with the sewer department.
Shellie Cline, resident at the Housing Authority, stated that her water bill has fluctuated from 7000 gallons to per month to 11,000 gallons per month for about 8 months. The housing authority says that the problem is not on her side of the meter, but the City water department says it is not on the City side. She stated that she does not presently have a leak. Mayor Ware stated that new meters were installed and are accurate. Council will review with the water department to see if a reason for fluctuation can be determined.
GREG AKINS Greg Akins, of 4345 Foster’s Mill Rd., was disputing his water bill. Mr. Akins home burned down on July 11, 2013 and he has no access to water at his property currently. He questioned why he is still getting a water bill. Mayor Ware reviewed the paperwork and stated that he only owes $25.33 for his July water bill and if this paid his bill would be clear with the City. Mr. Akins agreed to this decision.
MARY LITTLEJOHN Councilmember Mary Littlejohn stated that this would be the last regular meeting with the current Council. She is very proud to have served with them and stated that this has been a great Council. Mayor Ware agreed that it had been very good to work with them and wished them all well.

PAST MINUTES
MOTION: Ken Landers made a motion to approve Council minutes from the November
19 regular meeting and the December 5 called meeting. Nellie McCain seconded the motion. All voted yes.

It has been a busy time for the staff, directors and many volunteers of the D.D.A.
Christmas festivities kicked off with Small Town Christmas in the Country which brought many vendors and visitors to Cave Spring. Although not directly related to the

ADJUSTMENTS
Chief Jerry Ely gave the report. For the month of November, 64 calls were answered and
4 citations were issued.
Fines levied for the month of November were $3,156, while fines collected totaled $833.
FIRE DEPARTMENT No representative from the fire department was present. The report was in written form.
REPORT For the month of November, calls inside the City limits represented 26%, while calls in the county represented 74%. There were 19 total responses and 110 man-hours logged.

MOTION: Peggy Allgood made a motion to approve all adjustments for City leaks. Ken
Landers seconded the motion. All voted yes.
MOTION: Mary Littlejohn made a motion to approve all adjustments for customers with leak insurance. Nellie McCain seconded the motion. All voted yes.
CLERK’S REPORT
MOTION: Mary Littlejohn made a motion to approve all adjustments for miscellaneous leaks. Peggy Allgood seconded the motion. All voted yes.
The auction of the trailer and the police car received $1,487.50. The work session is scheduled for Thursday January 9, 2014 at 5:00 p.m. A reminder was made about the
City Christmas luncheon being held on December 23, 2013 at 11:30 at the Community
Center. Another reminder was made about the Christmas parade being held Saturday
December 14 at 6:00 p.m.

MOTION TO PAY MOTION: Mary Littlejohn made a motion to pay bills. Nellie McCain seconded the motion. All voted yes.

RESOLUTION
D.D.A., many of the board members and volunteers worked long hours to make sure the event was a success. Christmas festivities continue throughout the week with the candle-lighting on Wednesday at the gazebo and the parade on Saturday, December 14.
The Polar Plunge is scheduled for January 1 at 12:00 noon. The Board of Directors and the D.D.A. wish everyone a Merry Christmas.

MOTION: Nellie McCain made a motion to pass the resolution and submit the letter to
Congressman Graves. Peggy Allgood seconded the motion. All voted yes.

MOTION: Nellie McCain made a motion to have the Mayor sign a settlement agreement and for the City to pay $715 for a sewer violation that occurred in October of 2013.
Mary Littlejohn seconded the motion. All voted yes.
Mayor Ware stated again that it had been a pleasure serving with the Council and looked forward to each one’s continued presence.
Mayor Ware adjourned the meeting.
