Explanatory Notes and Comments:

There are 109 FMA Act Agencies, including 18 Departments of State, 4 Departments of Parliament and 68
prescribed Agencies.

Department of State means a Department of State as provided for in section 64 of the Australian Constitution.
Section 5 of the FMA Act provides for all Departments of State to be FMA Act Agencies.
Prescribed Agency means prescribed Agency, that is, the Agency is prescribed under regulation 5 of the FMA
Regulations in Schedule 1 of the FMA Regulations, which lists all prescribed Agencies.
Parliamentary Department means a Department of the Parliament. Section 5 of the FMA Act provides for all
Departments to be FMA Act Agencies.

General Government Sector means that the agency is classified in Government Finance Statistics in the
General Government Sector.
 The GGS sector, public non-financial corporations and public financial corporations are classifications
based on those used by the Australian Bureau of Statistics and comply with international standards.
 The primary function of entities classified in the GGS sector is to provide public services that are mainly
non-market in nature, and for the collective consumption of the community, or that involve the transfer or
redistribution of income. These services are largely financed through taxes and other compulsory levies,
although user charging and external funding have increased in recent years.
 All FMA Act Agencies are classified in the GGS sector.

Material means “material entity” as classified by the Department of Finance and Deregulation. This means that
the body is included in the group of Commonwealth entities which together make up at least 99% of total
revenues, expenses, assets and liabilities based on the audited financial statements of those entities amended for
known changes to materiality. Material entities are required to produce more detailed financial information than
non-material entities, for the purposes of providing monthly, end-of-year and estimates reports to the Department
of Finance and Deregulation. 18 Departments of State are “material in nature”.
Executive Agency (recorded against some agencies in the far right hand column) means the agency has been
made an Executive Agency, through an Order made by the Governor-General, under subsection 65(1) of the
Public Service Act 1999, whereby the Agency Head employs APS employees for that Agency.
