City of WebbCity * PO Box 30 * 200 Main Street* Webb City, Missouri64870 Office of Administration 417-673-4651 Fax – 417-673-6264 Council Meeting 060914 Paving of the utility cuts and maintenance of the city streets has been the focus of Public Works for the past couple weeks. Although they have made some significant progress, the weather has hampered them to some degree. I think it should be noted that we are doing much of this work without the use of a contractor as has been done in the past. We now purchase the asphalt direct and are applying it with our personnel saving money and getting more done. City Staff are working with an industrial company for possible location here in Webb City. The location involves the Centennial Park area and details will be provided as they become available. We also are seeking information and assistance if possible from the Missouri Department of Economic Development. MODOT will be presenting a state wide transportation plan that will most likely be placed on the August Ballot. I have participated in the prioritization process thru the Joplin Area Planning committee and once the entire southwest region completed their process I was pleased to see that both Carthage and the Joplin area groups voted the completion of MO249 and 171 highways to interstate standard as their highest priorities. This upgrade is very important to the future transportation and economic growth of Webb City. Animal Control has opened a new Facebook page and has also started using the new City Shelter located at the Waste Water Treatment plant. Department of Agriculture recently issued certification for the operation of our animal shelter. Our plans are to utilize the shelter during the week with animals we believe will be picked up by residents saving the residents a trip to the Joplin Animal Shelter. What often happens is that the dog gets out of the fence and the owner comes home after work to find the animal has already been transported to the Joplin Shelter. Now we have the ability to locally house the animal till the owners can be located. Historic Designation for the new Webb City Historic District was approved at the State level. We are now awaiting final approvals at the Federal level. We see no reason to doubt this process will be completed soon and the property owners will be able to file for Historic Credits should they become available in the next federal budget FY year. Met with Empire Administration and set up a system where the tree trimming workers they hire out can dispose of their mulch and vegetation at our site to help with the supply of compost that we will be utilizing in the upcoming sludge composting project. This project has potential to provide real economic relief to the three member cities of the 201 Wastewater board thru cost savings regarding sludge disposal. Working with several residents on solutions to private sewer situations in an attempt to solve these issues permanently. Currently the city has several residents who have issues with either private sewer districts that they are members of or poorly designed private sewer laterals to their residents. The city can assist with these private line problems but costs must be agreed upon by the property owners and we try to help keep those costs as minimal as possible. Cleaning these problems will help the city meet our Inflow and Infiltration goals and also help the property owners assure a clean safe sanitary system for their homes. We have recently been forced to issue two notice of violations and are taking actions to fix the issues then will be forced to levy charges on private property owners City Staff has been in discussion with the engineering company working on the possible ingress and egress plans for the proposed development at 171 and Zigler. Engineers are currently putting a development cost estimate together. I will bring details forward as they become available. Last Council Meeting The sign has being constructed south of the roundabout that advertizes our new Centennial Park Retail and Industrial Development. We hope to see activity in the near future in the area. We will be keeping a copy of issues filed in the Pub Works program at Public Works at City Hall. I will have them available at council meetings. If you would like a copy made for you please let me know or they are always available for review here at City Hall. Community Development has put together a guide for those that occupy buildings in the Webb City Historic District. This guide explains some of the standards that property owners need to comply with within the district. There is often confusion about such things as signs and building facades within the Historic District. This guide will be given to those that occupy buildings in the district as they do things such as obtain building permits and turn water service on. Staff has developed a pamphlet for new residents to be handed out to those who move into Webb City. This pamphlet is full of useful information such as how to contact your city officials to trash pickup schedule throughout town. King Jack Park Playground grand opening was held last week and the playground has been a huge success. I have received many compliments from both residents and non residents who have traveled to Webb City to enjoy our new facility. Staff met with engineers to assist in the planning of the next phase of houses being planned for the Heather Glen Sub-Division. We are looking at sewer, water and street needs as this project develops. Springtime on Broadway appears to have been a great success this year with the good weather. The vendors and Carnival staff all reported increases in sales this year. Waste Water Department continues to work with the Department of Natural Resources and U.S. Fish and Wildlife to assist with developing a composting program that we hope will help with cost of sludge removal in the future. This if successful could result in real savings for all members of the 201 Waste Water Board. Planning and Zoning continues to work on the update to our Comprehensive plan. Meetings at the Webb City 66 Events Center have been well attended by members of the community who are eager to give input. Staff continues to work with several prospective projects for development in the Centennial Park area and other areas in Webb City. I continue to feel encouraged as to the future of growth here in Webb City. Orient Express has broken ground in front of the Fire Station on Ellis. We wish them success in their future business and welcome them to the City of Webb City! Future Possible Tra Paving of the utility cuts and a couple alleys have been the focus nsportation Projects (These are projects that have been discussed and submitted to the Metropolitan Planning Organization for possible inclusion in the Transportation Improvement Plan and in no particular order) Possible Walking Bridge over Hwy 171 at Pennsylvania (This project ranked very high in the MODOT prioritization process) Intersection of Madison (Bus 71) and McArthur (MO 171) Hwy needs to be improved and widened. -Includes improving intersection of Jefferson and McArthur (MO 171) -Widening of Madison Ave from 10th street to MO 171 -Connection of 7th street signaled intersection over to Ellis St. for Fire/Ambulance (All possible TDD funded projects) 17th Street Interchange on (MO 249) hwy along with an outer road on the west side down to Zora Ave. (MODOT has agreed to assist with engineering) Fountain Road needs to be completed from Madison (Bus 71) to Oronogo Ave. (Possible TDD funding) Main Street (MO D Hwy) at McArthur (MO 171) needs to have a southbound right turn lane and west bound merge lane completed. (MODOT has completed engineering) Walking Trail to be completed in designated Habitat Area if the area is approved in Webb City on Northern and Eastern borders. (Possible MODOT Funding assistance) College Street needs to be completed from McArthur (MO171) south to existing College Street connection at 10th Street. (Possible TDD Project) Main Street (MO D Hwy) to be completed south of McArthur (MO171) thru King Jack Park and connect to South Hall Street. Sidewalk improvements on Daugherty Ave. From Main Street East to City Limits and West to College Street. Complete the Sidewalk Improvements on Main and the Downtown area. (applying for CDBG Funds) Complete 2nd Street from Main Street to East Road. Please continue to forward complaints or concerns regarding code violations. We are working hard to try and monitor our progress on these situations and report back to the complaining parties what is being done to remedy them.
