City of Webb City * PO Box 30 * 200 Main Street * Webb City, Missouri 64870 Office of Administration 417-673-4651 Fax – 417-673-6264 Administrators Report 01/13/14 Public Works has been busy with snow removal from the two separate snow events we have had since our last meeting. We continue to receive praise for their efforts from residents of the city. Not to mention the work they have performed during the subfreezing temps on the water break at Hall and McArthur. Meet with Engineers and developing a RFP for consulting services on an Aquatic Center we are exploring different options for the bid process and believe the best option will be to put out requests for qualifications to area architects and engineering firms. This will give the city an opportunity to assist with design implementation and costs. The design and construction packet would then be placed out for bid to qualified contractors for a planned bid opening. The Mayor and I met with the Park Board to give details of what has been planned to date on the possible aquatic facility being built in King Jack Park. After we went thru all details to date they voted unanimously to support our efforts to provide the citizens of Webb City with a quality Aquatic Facility. Burger King is open and full! Plus The old gas station across from City Hall will soon be occupied. Staff is in the final stages of preparing the contract for the proposed Habitat area and wetland facility that will benefit the Waste Water Plant. The plan is to use certain types of vegetation that will absorb zinc from our affluent thus reducing our zinc discharge and help the facility come into compliance th the EPA and DNR regulations. Water Main Break located at Hall and McArthur is going to pose some real problems in the future. Staff is currently analyzing the issue and going to develop the best method for repair. We have temporarily been able to supply water to those that were affected by isolating the pipe under 171 Hwy. This will work while water use is at a low level but will need to be repaired before spring. Economic Development is working on getting a billboard in place for the Centennial TDD area. We have negotiated with a few people already for possible placement in the area and arehoping to attract many more. We have not brought forward the second reading of Anderson Estates Plat #2 for this council meeting as was originally scheduled. The developer has requested that the Final Plat stipulation be changed to not require a Performance Bond and that they wish to construct all infrastructure improvements prior to issuance of a building permit. City Code does allow such a concession but this required a 15 day Public Meeting Notice that pushed us back to the next council meeting which is the 27th of January. At that time we will conduct a public hearing and ask that the amendment be made to allow the developer to move forward. We continue to work with the school district to assist in any way we can as they work thru construction of the ne FEMA Shelters that will benefit not only our children but all Webb City citizens. They have requested to place a crosswalk on Aylor in front of Madge T James for walking access to the new parking lot. Council will be asked to designate portions of Aylor Street as no parking in the near future to help with traffic flow. Last Council Meeting Thank You to those of you who braved the cold and helped make the Webb City Christmas Parade a success! Final Plat was approved for half of the remaining Anderson Estates plats and should be starting construction in the near future. Also the Park Place project north of the high school should begin construction soon. This will add 50 duplexes and a road connecting Carl Junction Road with Stadium Drive that will have a sidewalk for students to walk to the campus from that entire area. Staff continues to meet with MODOT for hopefully completing a new intersection at Main and 171 to provide a south bound right turn lane onto 171. Staff has advertized the vacant lot owned by the city located at 406 S. Walker for sale. Once bids are received the council will need to authorize the sale of the property. Currently the property is not being used and we must mow and maintain it. The lot is located in front of the fence on north side of the large water tower. All of the Holiday Events scheduled in Downtown were able to be completed. Many of the area residents who participated have sent letters and emails thanking us for putting together the fun local activities. Attached to this report is a sample of those submitted. Dons Cold Storage has broke ground on their new facility being constructed off of Enterprise and South Hall Street in Webb City. This will bring an additional estimated 50 jobs to the city. The new CNC Machine location is nearing completion. This facility is a new addition to the Webb City / Joplin Industrial park located on Enterprise just west of Hall Street. We welcome CNC to the City of Webb City and hope they continue to prosper in their new facility. Anderson Estates has submitted the northern portion of their project. They will be going to Planning and zoning at the next meeting with the final plat submission. City staff is currently working with the developers to assure the project goes smoothly. City staff has also acquired funding from the land owner to the north to construct an access road that will provide a second entrance in the case of an emergency. The plan is to construct more than 50 new homes in the development located north of the current Anderson Estates Subdivision north of 17th Street. We have several possible exciting deals being reviewed and worked on for the Centennial Park area north of the newly completed Roundabout! Details coming soon I hope. Parks Department is completing final plans for the purchase of the playground equipment to be placed in King Jack Park. We anticipate this to be a quality set and will be enjoyed by many for years to come. Public Works have completed the repair of the storm drain that collapsed at 1st and Main and routed all water where it belongs. Sidewalks should be repaired soon as the weather allows. Work on the next Sewer Basin (Basin 3) scheduled for repair is beginning. We are complete in all work that had been identified in the Inflow and Infiltration study paid for by the 201 Sewer Board last year in Basin 5. Future Possible Transportation Projects (These are projects that have been discussed and submitted to the Metropolitan Planning Organization for possible inclusion in the Transportation Improvement Plan and in no particular order) Possible Walking Bridge over Hwy 171 at Pennsylvania (possible enhancement funds project) Intersection of Madison (Bus 71) and McArthur (MO 171) Hwy needs to be improved and widened. -Includes improving intersection of Jefferson and McArthur (MO 171) -Widening of Madison Ave from 10th street to MO 171 -Connection of 7th street signaled intersection over to Ellis St. for Fire/Ambulance (All possible TDD funded projects) 17th Street Interchange on (MO 249) hwy along with an outer road on the west side down to Zora Ave. (MODOT has agreed to assist with engineering) Fountain Road needs to be completed from Madison (Bus 71) to Oronogo Ave. (Possible TDD funding) Main Street (MO D Hwy) at McArthur (MO 171) needs to have a southbound right turn lane and west bound merge lane completed. (MODOT agrees to perform engineering on project) Walking Trail to be completed in designated Habitat Area if the area is approved in Webb City on Northern and Eastern borders. (Possible MODOT Funding assistance) College Street needs to be completed from McArthur (MO171) south to existing College Street connection at 10th Street. (Possible TDD Project) Main Street (MO D Hwy) to be completed south of McArthur (MO171) thru King Jack Park and connect to South Hall Street. Sidewalk improvements on Daugherty Ave. From Main Street East to City Limits and West to College Street. Complete the Sidewalk Improvements on Main and the Downtown area. (applying for CDBG Funds) Complete 2nd Street from Main Street to East Road. Please continue to forward complaints or concerns regarding code violations. We are working hard to try and monitor our progress on these situations and report back to the complaining parties what is being done to remedy them.
