JOB DESCRIPTION JOB TITLE: Branch Medical Director (BMD) SUPERVISOR: Chief Medical Officer (CMO) HOURS PER WEEK: Exempt DEPARTMENT: Executive Board The following information is designed to outline the essential functions and position requirements of this job. It does not identify all tasks that may be expected, nor address the performance standards that must be maintained. _________________________________________________________________________________________________ PRIMARY FUNCTION: To ensure that the highest quality of clinical practice, judgment and medical integrity are upheld, implemented and enforced among the physician staff of the assigned branch of The Portland Clinic. DUTIES AND RESPONSIBILITIES: (* ESSENTIAL FUNCTIONS) 1. Act as the physician liaison to the CMO regarding all medical oversight issues, provider quality care and other physician issues.* 2. Advise, encourage and educate physicians to improve quality and appropriateness of care through coordination of Patient Care services and medical risk management.* 3. Supervise local quality improvement, managed care and medical home efforts.* 4. Give regular feedback to physicians about resource utilization including pharmacy costs. 5. Maintain an informed position on medical affairs.* 6. Coordinate activities with other BMD’s and senior management.* 7. Assist CMO in recruiting and orienting new physicians. 8. Help physicians improve operating income and cost effective medical care. 9. Review financial data (revenue/costs) with physicians.* 10. Assist Branch Manager in annual budgeting. 11. Gain approval from the CMO and Executive Board before making any changes in policy or use of significant Clinic resources.* 12. Oversee and direct physician and physician extender’s clinic activities and their schedules.* 13. Work with Branch Manager as needed to review and approve CME requests. 14. Serve our Value Analysis Team (VAT) and review major supply and equipment purchases. 15. Oversee physician mentoring of the Branch. May also serve as a mentor/coach as appropriate. 16. Represent the Clinic as Medical Risk Manager in professional liability legal actions.* 17. Be available for patient care requests, grievances and appeals from physicians or patients who require physician involvement. Review access and patient satisfaction; develop a plan of improvement when needed.* 18. Support Information Technology’s efforts to effectively implement and maintain the EHR and appropriate physician involvement. 19. Together with Branch Manager, facilitate effective communication between physicians, staff and senior management. 20. Act as a champion of positive changes at the clinic. 21. Identify difficult or impaired physicians and refer to CMO. Meet with Branch Manager regularly to review current clinic issues. Manage crises with involvement of Branch Manager and CMO/CEO as needed. 22. Participate as a physician peer review committee member. * 23. Attend work regularly.* EQUIPMENT USED: Basic office equipment such as computer, EHR, fax, telephone, etc… EDUCATION PROVIDED: One day educational events up to twice per year; special educational meetings, if relevant, can be arranged with CMO at practice expense. APPOINTMENT: Appointment for an indefinite period of time with option to terminate by either party without cause with 90 days’ notice or with cause without notice. Evaluation annually by the CMO and Executive Board with input from physicians supervised and Clinic Practice Manager, other CMD’s and Executive Board. EDUCATION/LICENSES PREFERRED: Licensed Physician in the state of Oregon Current License to practice without restriction Board Certified in specialty Valid Driver’s License TECHNIQUES AND SKILLS NEEDED TO IMPLEMENT THESE GOALS: Extensive multi-specialty medical group experience Extensive experience in a prepaid managed care practice environment Possess positive leadership qualities; ability to remind others of practice/clinic policies when needed Ability to secure the cooperation of others in the pursuit of common objectives; set expectations and help create a vision Ability to work with physicians and other health professionals Team building; including team management with practice manager and Support for CMO and CEO on implementation monitoring patient or standards Possess the temperament to confront peers and foster conflict resolution A good working relationship with the practice manager and physicians Ability to lead peer reviews, provide focused feedback as appropriate Ability to function in a fast paced, intensive, time pressure work environment Excellent organizational skills; ability to assist with efficiency Possess excellent communication skills with the ability to communicate clearly with all levels of employees and physicians Ability to function independently and with minimal supervision Advancing Leaders.
