1. Purpose (justification for request)
1.1 Explain the requirement for a consultant / individual
As per the UNEP’s Business Plan for the years 2015-2017, UNEP Work Programme for the year
2015, the Communication Strategy for 2010-2020, and informal advice from the Compliance
Assistance Programme Advisory Group (2014) the OzonAction Branch is committed to providing
National Ozone Units (NOUs) in developing countries with some specific capacity building and
information tools.
In 2015 a consultant is required for the design and lay-out of these materials.
1.2 Qualifications / special skills or knowledge
The consultant to be hired for activities should be experienced in using different design software
packages and some knowledge of web authoring. He/she should have experience in design of
publications and leaflets/factsheets. He/she should also be familiar with image research.

4.1 Objectives, output expectations and performance indicators
Objective:
The consultant is required to carry out the tasks indicated below to produce the
design and layout of the specified materials within the agreed timescale and to
a high level of quality. The design of the final products should be take into
account the target audience, i.e. principally the National Ozone Units (NOUs)
in developing countries.

4.2 Specific tasks and responsibilities
With the aim of providing National Ozone Units (NOUs) in developing countries useful, easy to read
and accessible capacity building and information tools, the consultant will design and lay-out the
following outputs:
Output 1:
Design and Lay-out of HCFC phase-out buildings booklet
The consultant will design and lay-out the HCFC phase-out buildings booklet. Initially
three design options will be provided (cover and two inside pages) for selection. The
booklet contains overview what is needed to take into consideration when construction
new building or refurbishing old building in relation to HCFC phase-out. Consultant
will carry of image research to propose subject-specific images to be included in
publication. To be produced on time and to a high standard.
Output 2:
Design and Lay-out of Refrigerant Consumption in Fishing Vessels booklet
The consultant will design and lay-out the Refrigerant Consumption in Fishing
Vessels booklet. Initially three design options will be provided (cover and two inside
pages) for selection. Consultant will carry of image research to propose subjectspecific images to be included in publication. The booklet contains an overview of
ODS in fishing sector. The supervisor will be the regional network coordinator for
Pacific Island Countries. To be produced on time and to a high standard.
Output 3:
Design and Lay-out of Phasing out HCFCs in Small and Medium sized
Enterprises (SMEs) in the foam sector booklet
The consultant will design and lay-out the HCFCs in SMEs in the foam sector booklet.
Initially three design options will be provided (cover and two inside pages) for
selection. Consultant will carry of image research to propose subject-specific images
to be included in publication. The booklet contains an overview of foam sector and it
is written by China Plastics Association. To be produced on time and to a high
standard.
Output 4:
Design and lay-out of Refrigeration Servicing Sector (RSS) booklet based on 5
individual case studies
The consultant will design and lay-out the RSS booklet. Initially three design options
will be provided (cover and two inside pages) for selection. Consultant will carry of
image research to propose subject-specific images to be included in publication. The
booklet contains five case studies, namely FYR Macedonia, Benin, Swaziland, Samoa
and St. Lucia and it will be edited in journalistic style and it is aimed for technicians.
To be produced on time and to a high standard.
Output 5:
Design and lay-out of Safety Issue of HCFC Alternatives and related three fact
sheets

The consultant will design and lay-out Safety issue of HCFC alternatives booklet.
Initially three design options will be provided (cover and two inside pages) for
selection. Consultant will carry of image research to propose subject-specific images
to be included in publication. The booklet contains an overview of safety of HCFC
alternatives and three related fact sheets. To be produced on time and to a high
standard.
Output 6:
Design and Lay-out of 2015 OzonAction Special Issue
The consultant will design and lay-out 2015 Special Issue. Initially three design
options will be provided (cover and two inside pages) for selection. Consultant will
carry of image research to propose subject-specific images to be included in
publication. The annual publication contains 22 expert articles on decided theme
relevant to 2015 priorities. To be produced on time and to a high standard.
Output 7:
Lay-out of Good Practices in Air-conditioning sector in English and Spanish
The consultant will lay out Good Practices in Air-conditioning in English and Spanish.
The French version has 74 pages. The booklet contains an overview of airconditioning and safety issues linked to it for technicians. To be produced on time and
to a high standard.
Output 8:
Lay-out of Data Reporting Handbook
The consultant will design and lay-out the Data Reporting booklet. The booklet
contains overview of data reporting for the use of National Ozone Units. The
Consultant will need to incorporate any design suggestions and guidance provided by
the co-authors: the Ozone Secretariat and Multilateral Fund Secretariat, as well as that
from the project manager. To be produced on time and to a high standard.
Output 9:
Lay-out of iPIC annual summary report in English, French and Spanish
The consultant will design and lay-out the annual iPIC booklet. Initially three design
options will be provided (cover and two inside pages) for selection. The booklet
contains overview on the operation of iPIC as well as a summary of the previous year’s
statistics in English, French and Spanish. To be produced on time and to a high
standard.
Output 10:
Lay-out of Financing the Climate Co-Benefits of HCFC Phase-out in French and
Spanish
The consultant will lay out Financing the Climate Co-benefits of HCFC phase-out
booklet in French and Spanish. The English version is 102 pages. The booklet contains
ideas how developing countries can explore potential financial incentives and
opportunities for additional resources to maximize the environmental benefits from
HPMPs. To be produced on time and to a high standard.
Output 11:
Lay-out of International Standards in French and Spanish
The consultant will lay out the Standards booklet in French and Spanish. The booklet
contains an overview of international standards in RAC sector by use of National
Ozone Units. The English version is 62 pages long. To be produced on time and to a
high standard.
Output 12:
Lay-out of National Ozone Officer Guide in French and Spanish
The consultant will lay out NOU guide in French and Spanish. The original version is
160 pages long. The booklet contains practical steps and information specifically for

new National Ozone Officers. To be produced on time and to a high standard.
Output 13:
Design and lay-out of Montreal Protocol and Human Health booklet
The consultant will design and lay-out the Montreal Protocol and Human Health.
Initially three design options will be provided (cover and two inside pages) for
selection. Consultant will carry of image research to propose subject-specific images
to be included in publication. The booklet contains health issues, i.e. skin cancer,
cataracts and immunologic deficiency related to the ultraviolet exposure. It will be
jointly published by UNEP and World Health Organization (WHO) and it will be
launched on 16 September 2015 on the occasion of International Ozone Day. To be
produced on time and to a high standard.

Day-to-day supervision:
The consultant will report directly to Ezra Clark, Programme Officer, and Anne Fenner,
Information Manager, UNEP OzonaAction.
