WHEREAS, The University of California, Berkeley was established as a land-grant institution in
1869 by the Organic Act of 1868, primarily for agricultural studies; and,
WHEREAS, The Office of the Vice Chancellor Real Estate (VCRE) office was created in late 2013 as
an integrated real estate management and operating department, focused on customer service,
operating efficiencies, and new revenue generation through maintenance and capital projects; and,
WHEREAS, VCRE is responsible for developing facilities for UC Berkeley that support the teaching,
research and public service mission of the university; and,
WHEREAS, Bob Lalanne was selected as the first Vice Chancellor Real Estate and joined the campus
in January 2014; and,
WHEREAS, the Vice Chancellor of Real Estate oversees the following departments: Facilities
Services, Asset Management, Construction & Design, Real Estate Development & Portfolio, Berkeley
Global Campus at Richmond Bay (formerly Richmond Bay Campus), Parking & Transportation,
Space and Capital Resources, Assistant Vice Chancellor & Campus Architect, Physical and
Environmental Planning, Environment, Health & Safety, Inspection Services, Sustainability &
Energy, Strategic Initiatives, VCRE, VCRE Operations1; and,
WHEREAS, current construction projects include the Lower Sproul Redevelopment Project, the
new Berkeley Art Museum and Pacific Film Archive, and the Haas North Academic Building; and,
WHEREAS, the VCRE is currently pursuing public-private partnership projects for new dorm living,
such as the Stiles Hall buildout and Bowles Hall renovation, among other projects; and,

WHEREAS, Students are interested in the VCRE office projects but often lack an avenue to learn
more about different initiatives; and,
WHEREAS, “Bob’s Corner” is a page on the realestate.berkeley.edu website, where the Vice
Chancellor writes blog posts about recent events to in his office for transparency and to contribute
to a more personal relationship with the campus; and,
WHEREAS, Both Vice Chancellor Lalanne and his Chief of Staff have expressed interest in the
creation of a committee to effectively communicate with student leaders on such projects; and,
THEREFORE BE IT RESOLVED, The ASUC creates the ASUC Real Estate Student Board which
shall be organized as an ASUC ad-hoc committee under ASUCBL 3401.
ARTICLE I: NAME AND PURPOSE
1.1 Name
The Real Estate Student Board
1.2 Mission
The Student Board will regularly meet and be the liaison for students with the Vice
Chancellor of Real Estate to discuss current projects and be informed about the office’s
different interests and activities.
ARTICLE 2: Management
2.1 ASUC Office of the Academic Affairs Vice President
The Student Board shall be executed within the Office of the Academic Affairs Vice
President and the Co-Chair and Board shall report to the Senate.
2.2 Board Composition
The Board shall consist of the following members (12):

2.3 Appointment Process for the Student Co-Chair

The Student Co-Chair shall be appointed through the following process:
1. The ASUC Senate shall nominate, by the last Senate meeting of the spring semester
for the following academic year..
2. The Student Co-chair shall serve until the next Student Co-Chair is appointed.
3. The Co-Chair should be confirmed by a two-thirds (⅔) vote of the Senate.
4. The Co-Chair can be removed by a two-thirds (⅔) vote of the Senate for fail­ure to
perform.
2.4 Appointment Process for Student Members At-Large
The student members at-large shall be selected by the Student Co-Chair and AAVP through
the following process:
1. The Student Co-Chair will work with the AAVP to conduct an inclusive application
process to select new members at the beginning of the Fall Semester.
2. Members will serve on the Board for the entirety of the academic year.
3. The application process will will prioritize a diversity of majors, years, and
perspectives of selected students including but not limited to: business, economics,
sustainability, architecture, design, engineering, and liberal arts.
4. The Senate shall confirm all persons to be appointed to the committee by a twothirds vote.
5. Any student member at large may be removed by a two-thirds vote of the Senate.
6. Applicants who disclose their intention to only serve for one semester may be
considered for the Board on a case-by-case basis.
7. If members need to be replaced during the year, the application process shall renew
until the Board is fully-staffed.
2.5 Duties of the Co-Chairs
The duties of the Co-Chairs include, but not be limited to, the following:
1. Convene monthly, regular meetings during the fall and spring semesters and
schedule them at the start of each semester.
2. Submit a report monthly to Senate
3. Fulfill the recruitment and selection of student members at-large on the Board prior
to the third regular Senate meeting of the semester.
4. Fulfilment of any other responsibilities as requested by the Senate.
2.6 Frequency of Meetings
The Co-Chairs shall convene the Board on a monthly basis for both fall and spring
semesters, with the first meeting of the group occurring before the third regular Senate
meeting of the semester. All meetings will be calendared and scheduled at the start of each
semester.
