JOB DESCRIPTION: CRESA is seeking qualified applicants for the position of Human Resources Manager. The
Human Resources Manager is responsible for the overall administration, coordination and evaluation of the
agency’s human resources function. Human resources include employee and performance management; labor
relations and collective bargaining; recruitment and selection; classification, compensation, and benefits
administration; human resources training; employee recognition and safety programs; and oversight of quality
assurance and accreditation programs and staff. Building strong professional relationships and ongoing trust
with CRESA employees, supervisors, managers, and job seekers is critical to overall program success.
Key responsibilities include program and personnel management; policy and procedure review, development
and implementation; and quality assurance / improvement. The HR Manager functions with a high level of
responsibility and works collaboratively with other management personnel to provide subject matter expertise,
advice and service on complex personnel assignments and issues. This position participates on the management
team and work under general direction of the Administrative Services Manager. This position is “at will” and
serves at the pleasure of the appointing authority; employment may be terminated at any time for any reason
without cause or notice.
ESSENTIAL JOB FUNCTIONS: The incumbent must be able to perform the essential functions of the job with or
without reasonable accommodation:














Develop, implement and manage human resources programs, policies, goals and objectives. Identify and
implement LEAN processes and efficiencies for human resources processes.
Manage quality assurance and accreditation personnel and programs. Perform the full range of personnel
management duties including hiring, training, performance management, evaluation, and corrective action.
Work with managers on labor relations, performance management, corrective action and disciplinary issues.
Administer the labor contract administration and labor relations. Serve as lead negotiator for collective
bargaining and participate on labor / management committees. Coordinate grievances and resolutions and
other employment claims at the pre-litigation stage. Work closely with agency’s risk and liability insurance
provider on critical personnel issues.
Advise managers and employees about personnel requirements, employment laws, policies and practices.
Assist in or conduct management reviews, investigations and research, including developing and reviewing
proposed training, performance improvement and corrective actions.
Conduct and administer recruitment processes and new employee orientation.
Develop and administer compensation and classification program. Write job descriptions, conduct salary
and classification studies, analyze compensation, and monitor performance evaluation programs.
Conduct and write classification reviews.
Develop, recommend and implement personnel policies and procedures. Respond to inquiries and surveys
about agency personnel programs, policies and practices.
Manage employee leave and assistance programs, including attendance review, leaves of absence, workers
compensation, ADA accommodations, critical incidents and employee assistance resources.
Serve as a liaison between the benefits department and agency staff.
Implement and report on agency EEO and diversity plans and initiatives.
Administer unemployment and workers compensation claims, hearings and documentation. Maintain
human resources files, records and reports.

Develop and present or facilitate human resources training programs.
Serve on safety and employee recognition committees.
Analyze legislation and regulations to determine effect on personnel programs and services.
Perform other duties as required and assigned.
SALARY RANGE: $5,362 – $7,576 per month. Note: It is CRESA’s practice to begin new hires within the lower to
middle part of the salary range. Starting salary to be determined by hiring manager based on knowledge, skills
and abilities directly relevant to this position.
MINIMUM JOB QUALIFICATIONS: Any equivalent combination of education and experience that provides the
knowledge, skills and ability required to successfully perform the job will be considered. A typical way to obtain
the knowledge and abilities would be:






Bachelor’s degree in human resources, organizational behavior, communications, or a related field – and –
At least three (3) years of progressively responsible HR generalist or HR management experience spanning
multiple human resources disciplines. Additional years of relevant work experience may substitute for the
educational requirement on a year-for-year basis.
Experience in public safety or public sector human resources and unionized environments is highly desirable.
Possession of such human resources certification(s) as PHR, SPHR, or SHRM-SCP is highly desirable.
Familiarity with accreditation programs such as CALEA and/or NAED is helpful.
Candidates must successfully pass pre-employment reference and criminal history checks
Knowledge of: Current human resource management principles and practices regarding recruitment,
classification, compensation, benefits, performance management, labor relations, EEO and affirmative action
programs, Federal and state employment, labor and wage and hour laws. Modern office and administration
processes. Correspondence and report preparation, research, and recordkeeping.
Ability to: Carry out work in an effective and timely manner. Apply critical thinking, problem solving and
collaboration to the work. Analyze situations thoroughly, identify potential problems, and find and recommend
effective solutions. Interpret, apply, and explain policies and procedures. Establish and maintain positive and
professional working relationships. Effectively communicate and express ideas orally and in writing. Understand
and execute complex oral and written instructions. Work with appropriate initiative, discretion, judgment and
organizational skills. Apply guidelines, policies or procedures in diverse situations. Understand and apply laws,
theories, principles and techniques to organizational needs. Advise managers on personnel issues and concerns.
Effectively use computers, technology and social media applications.

CLARK REGIONAL EMERGENCY SERVICES AGENCY: A regional public safety service agency, CRESA provides 9-1-1
Public Safety Dispatch, Emergency Management and regional governmental radio system operation and
maintenance. CRESA is accredited through CALEA (Commission on Accreditation of Law Enforcement Agencies),
NAED (National Accreditation of Emergency Dispatch) and APCO’s Project 33.

LOCATION – CRESA is located in the City of Vancouver (population 164,500) within Clark County, Washington
(population 435,500). Located just minutes north of Portland, Oregon and with easy access to the Columbia

3. Application Screening – beginning March 13, 2015 (Pass/Fail) – The recruitment may be closed at any time
without notice following the initial review date. An initial screening of all applications will be conducted by
the HR Manager to ensure applicants meet the minimum job qualifications. Following the initial screening,
application materials from qualified applicants will be reviewed by the Hiring Team. Those candidates whose
knowledge, skills and qualifications most closely match this position’s requirements will be invited to the
Oral Interview process(es). Candidate notices will be emailed or mailed no later than 30 days from the
receipt of the application to inform applicants if they will continue in the recruitment process.

4. Oral Board Interview(s) – Interview dates to be decided (Pass/Fail) – CRESA conducts oral panel interviews
to assess candidates’ job-related knowledge, skills and qualifications. Additionally, candidates may be asked
to prepare materials and/or bring samples of relevant work products. Requirements would be sent to
candidates in advance of the interview. The interview process may include:
a. Interviews with one or more panels of interviewers on the same day, or
b. An initial interview, followed by a final interview of top candidate(s) on a subsequent day.

5. Conditional Offer / Background Investigation – Anticipated completion of backgrounds – end of April or
beginning of May (Pass/Fail) – Based on the interview selection, the top candidate will be given a
conditional offer of employment contingent on successfully passing the background investigation. This
process will require completion of a detailed Personal History form and investigation of elements including
but not limited to job and personal references; verification of candidate’s employment history, education,
and other relevant credentials; and a criminal history check.
6. Final Offer – Anticipated approximately no later than May 15, 2015 –– If successfully passing the
background investigation, the selected candidate will be given a final offer of employment.
7. Orientation and Training – (Pass/Fail) – The Human Resources Manager is an “at will” position and does not
serve a probationary period. Employment “at will” means that the employee serves at the pleasure of the
appointing authority (CRESA Director) and employment may be terminated at any time for any reason
without cause or notice.
8. Reapplication Process – Applicants removed or withdrawn from the recruitment are eligible to reapply
during any future recruitment, unless the applicant fails or is removed from Background Investigation.
Typically, applicants who fail or are removed from the Background Investigation are ineligible to reapply for
the same position in future. Exceptions to this policy will be made at the Director’s discretion.
