Chair Report:
A. Review of Meetings (Executive Staff and VP/Provost Meetings)

Summer 2014 Enrollment: On 4/15, college-wide enrollment was up 3.6%. VB campus up 1.1%.
Fall 2014 Enrollment: Won’t be analyzed until July as there is no comparative data because this is
the first time for early registration.

Free Speech on Campus Policy: Frank Dunn reviewed VCCS policy. The first draft only addressed
what students, faculty, and staff are required to do; did not address general public. Dr. Summers was asked
to identify exterior and interior free speech zones for the Beach campus. The proposed exterior zones are 1)
in grassy area between Bayside and Blackwater buildings; 2) in grassy area between Blackwater and
Pungo/Lynnhaven buildings; and 3) in grassy area between Kempsville and Virginia Beach buildings. The
proposed interior zones are: 1) meeting rooms; 2) Pungo auditorium; and 3) K320/seminar rooms in student
center. Interior zones must be reserved. Since this meeting, the reference to Zones has been deleted.
SAILS: FERPA violation discovered where faculty can access students’ academic records. Investigation and
fix forthcoming.
PERC Process: For Fall 2014, be aware of Summer pre-req’s for Fall semester
Grades Plan—Signatures Required After Add/Drop Period: The current Grades
Processing Plan states:

Course Swap After Add/Drop Period and During Current Semester/Term
If grades have not been entered for the current semester/term, the student may complete an
Enrollment Form that specifies the course to be dropped and the course to be added (swapped). The
signatures of the course instructor (course to be added) must be obtained on the form along with that
of the Academic Dean if the swap occurs after the add drop period and prior to the tuition refund
deadline. Swap requests occurring after the tuition refund will also require the signature of the
campus Provost along with an indication of whether it should be processed as an “administrative
correction” (college receives tuition and FTE credit) or “late add” (college receives tuition but no
FTE credit). Once appropriate signatures have been obtained, the form shall be forwarded to the ESO
for processing. The last day for students to enroll in a dynamic session course is the first meeting day
of the class.
Dr. Summers is recommending that only the faculty signature be required. Cautionary note: if this goes
through, faculty must ensure that they have not overloaded the class to the extent that there are not enough
seats in the class to accommodate all students.
Old Business
A. Elections – Virginia Beach elections are complete. Office candidates:
1. Senate Chair – Monica McFerrin (unopposed)
2. Senate Vice Chair: Mark Greer (incumbent) & Tom Geary. Tom Geary elected
3. Senate Secretary: – Mike Adams (unopposed)
B. Campus Scholar Award – There is a need for volunteers for this committee. Stress to fellow faculty that
this is an opportunity for the evaluation input. It is noted that this is fast becoming a “pet project” of Dr.
Baehre-Kolovani .
C. Shredders – Latest update – The contract is signed for the shredder service to begin 7 May 2014. There was
no indication of the need for additional shredders in the initial contract; Dr. Summers is working with the
company to make an adjustment.
D. Security Issues: Dr. Summers has presented a proposed policy to the Executive staff suggesting weekly
security report. It is anticipated that there will be resistance to this policy, due to it being a “public” record, and
when allegations are cast, if not substantiated, correction cannot initial charge from the report.
The Faculty Senate requests weekly security reports and the implementation of a college wide procedure for the
investigation/follow up of those reports involving actions not requiring police involvement. Incidents of a
violent, sexual, or imminently criminal nature should be disclosed immediately.
V.
New Business.
A. Textbook Policy Initial concerns are the OER courses not being identified in current proposal. The other
concern is the identification of the colleges “discipline chairs."
B. Online Course Audit (and related issues)

This was a major discussion topic. It was initially reported by Monica that the “audit” has been suspended

There were many thoughts expressed:
Is there a misinterpretation between the QM approved module or shell, vs. the eLearning template?
Which dean is accountable for the implementation of these (Discipline dean or eLearning dean)?

Is there any latitude for instructor modification of template due to course presentation differences such
as course content (learning units vs. weeks).
There is confusion as to which “master” the faculty has to comply with.
Why are the eLearning standards so divergent and confusing? Is it a misconception to the terminology
being used?
It was suggested that an ad-hoc committee be formed in order for the senate to become more informed
as to this suggested audit process and its scope. To be presented at the College Senate meeting in May.
