Spring 2015 Assessments and IEPs
Due to the changes in state assessments this year, IEPs will need to be changed to reflect
the new tests. In some instances, IEP teams will need to come together to determine if
additional accommodations are required for the new testing formats. Below is a
summary of how to make those changes (more detailed instructions will be listed below):
Changes to any student’s IEP for spring assessments (including alternate assessments)
must be made prior to March 15, 2015. The State Department of Education (SDE) has
given four (4) options for making changes to the IEP:

Clarifying Addendum (this should apply to the majority of our students)
a. Can the student’s participation and the appropriate accommodations be
easily ascertained from the student’s current IEP?
i. Yes – complete the Clarifying Addendum
ii. No – consider another option (2, 3, or 4)
Annual IEP
a. Will the student Annual IEP meeting occur before March 15?
i. Yes - include assessment updates in the annual IEP
ii. No - consider another option
IEP Amendment without a meeting
a. Does the IEP team need to make or discuss significant changes to the IEP
for assessment participation or accommodations?
i. Yes - continue with an Amendment WITH a meeting
ii. No - continue with an Amendment WITHOUT a meeting
IEP Amendment with a meeting
a. Refer to 3.a.i
Choose I. (Clarifying Addendum) if the accommodations listed in the student’s current
IEP for PASS/HSAP will be similar to those for Aspire, ACT, and/or WorkKeys. For
example, if the current IEP has extended time for PASS ELA and Math, Aspire allows
“Extra Time”, but you will need to clarify how much additional time if the current IEP
does not do so already.
Choose II. (Annual Review) if you will hold an AR on or before March 15, 2015.
Choose III. or IV. (IEP Amendment with or without a meeting) if you need to make
significant changes to the accommodations currently listed in the IEP for PASS/HSAP.
For example, if the current IEP calls for oral administration of PASS ELA, you must take
this off since Aspire does not allow oral administration for Reading or English. This is
considered a SR.
I. Clarifying Addendum (no IEP meeting or amendment required)
Choose this is the accommodations in the student’s current IEP for PASS/HSAP are
similar to those he/she will need for Aspire, ACT, and/or WorkKeys.

II. Annual Review
Use this method if you have an annual review scheduled prior to March 15, 2015.
1. Add IEP and handle as you would the development of any new IEP, addressing
the accommodations section when you come to it.
III. IEP Amendment without a Meeting
Choose this method if you are making a significant change in the accommodations in
the student’s current IEP for Aspire, ACT, and/or WorkKeys (adding or taking away any
of the current accommodations in the IEP). This is done through a Special Review.
1. Add Action – IEP Amendment Cover Page
a. Will a meeting be held? No
b. Complete the rest as usual
c. Which section of the current IEP will be amended?
i. Type in Spring 2015 assessment accommodations
ii. Save and close

If you are making a significant change to the current PASS/HSAP accommodations
(adding or taking away accommodations for Aspire, ACT, or WorkKeys), use this method.
