2014 Community Impact Request for Proposal Guidelines Early Childhood Development The following community impact table summarizes information provided during 2013 coalition meetings and reflects the advice and assistance provided from community volunteers and field experts. The overall arching goal is to improve Early Childhood Education through strategic and focused programs. Through coalition meetings, three key impact areas were identified as being instrumental in achieving change in Early Childhood Education as well as corresponding program models for each. These three impact areas, and corresponding program models, include: 1. School Readiness: Family Reading Program 2. Early Grade Reading: Improved Reading Skills (after school timeframe) 3. Early Grade Reading: Improved Reading Skills (summer months timeframe) 4. Social Emotional Support: Basic Needs Assistance 5. Social Emotional Support: Non-academic programs Each table represents a single program model and includes required target populations, outcomes, strategies, indicators, and program requirements. Target Populations: Programs must serve the target population stated and be able to track all outcome measures specific to that group. Programs that serve additional target populations within the same program must be able to demonstrate that United Way funds were used only for the requested target populations. Strategies: Programs must employ the strategies required for each program model. Program activities and methods needed to achieve each strategy may be determined by the program requesting funding. However, activities and methods must demonstrate how they contribute to achieving each listed strategy. Indicators: Programs must employ all listed indicators. Additional indicators currently used in programs may be included, but must demonstrate how they contribute towards the outcome. Program Requirements: Each applicant must be able to demonstrate that all program requirements will be satisfied by attaching documentation listed within the application. Program requirements represent best-practices that successful programs incorporate into operations on a regular basis. These requirements demonstrate an ongoing effort to maintain and improve program quality and service. United Way of Medina County EARLY CHILDHOOD IMPACT FUNDING 2 1. School Readiness RFP: Family Reading Programs Expected Program Outcome: All children will enter kindergarten ready to learn by obtaining access to books and having families engage in learning practices on a regular basis. Target Population Strategies Indicators Program Requirements Prenatal to Pre-Kindergarten children living in Medina County. 1. Families will have increased access to books and receive instruction for practical, hands-on family learning activities 1. The number of children at-risk of falling behind in developmental and/or social skills will be reduced through early identification and interventions. 1. Evaluation System and/or Evidence Based Evaluation Tool (should be capable of tracking all required indicators) 2. Parents will model reading and language skills to their children. 2. The reported percentage of parents reading to their child on a daily basis. 2. Qualified and Trained Staff Members 3. Families will learn to use athome screening tools to identify learning barriers early on. 3. Percentage of parents engaging in pre-literacy activities with their child at home. 2. Early Grade Reading RFP: Improved Reading Skills –After School Expected Program Outcome: During the school year, academically at-risk students will increase their reading scores as measured by a standardized, evidenced-based assessment tool. During summer months, academically at-risk students will maintain, or increase, reading scores as measured by a standardized, evidencebased assessment tool. Target Population Kindergarten through Third Grade Elementary Students Strategies 1. Individual student assessment to determine level of need and necessary reading interventions 2. Tailored reading assistance to address each student’s unique needs and address deficiencies in a regular manner. Indicators 1. Pre- and post-test assessments to evaluate reading progress 2. Regular program and school attendance 3. Grade achievement, school attendance, and homework completion (academic year programs only) Program Requirements 1. Work collaboratively with local schools to deliver age specific activities for emotional/social development. Indicators 1. Disciplinary actions decreased 2.
