Minutes of Steering Committee Meeting 19th June 2013

2. Minutes of last meeting
(i) minutes of last meeting 13th June
Some changes have occurred that will significantly help the NP – Locality have granted us both
financial support, and support in the form of expert help.
There will be a meeting tomorrow (20th June) with First City, representing LaFarge.
We have a meeting with Stones on 27/6 4pm at the Town Hall.
3. Emerging policies
MR restated the urgent nature of working on policies, to support Ken and lso for Helen Metcalfe to
review at next weeks steering committee – send to JH by Monday. They need to be specific to WW.
NM – Transport – 4 emerging policies on:
Cycling / Walking
Pedestrians
Parking
Town centre townscape
MR – Community
Footpaths at current and future housing developments
Development of a Youth Centre
Toilets at Fanny Shaw’s (possibly more Town Plan remit?)
To protect employment sites inc Mountains Yard – this needs to be consulted on as
part of site assessment, we cannot pre-empt sites.
AC – Housing
DDDC are writing supplementary guidance on affordable housing. The main policy would be to
Use quota of affordable housing on Middleton Road site as a Community Land Trust
AF – Economy and Tourism
(see paper that Alison provided)
Extend protection of the primary shopping area to both sides of St John’s Street.
Discussion on how to encourage more local food production – would there have to be subsidies?
Allotments / Market Gardens?
Movement of the Tuesday market to eg Memorial Hall hinges on the discussion with David Stones.
AW/JHo – Energy
Design guide to promote energy reduction in current homes and energy efficiency in future
housing
Energy Production
Self subsistence – allotments and cooperative food production.
4. Consultation on Middleton Rd
Thursday 11th at the Memorial Hall
Saturday 13th at the Cruck Beam
Door to door leaflet delivery – JH to email door droppers
AC to write a press release
Flyer to also be emailed out to groups and interested parties and distributed at Markets.
5. Tarmac Meeting
Our aspirations:
1. The NP want exemplary development to benefit the town and the reputation of the
developers
2. Development will be to an Urban design quality framework ie low energy, enhancing
landscape with minimal impact, homezone, authentic to WW self build.
3. Community Land trust to own a portion of the site
4. We want to engage the community through consultation and want Tarmac’s support.
Lafarge are unhappy about 150 allocation for reasons of viability, and would like to increase the
numbers to ~190 – viability assessment would be required.
NP Max figure accept on M. Rd is 150 to protect encroachment on the green fields.
We need to ascertain the degree to which employment land use is critical and to their own benefit,
ie for quarrying / stone storing would only be at Middleton Rd site.
8. AOB
We have received the character assessment for the Middleton Rd site from Hannah at Urban Vision
We have received £6750 from locality and support via Bob Keith from Planning Aid.
Meeting with Jim Coil re Meadows – was inconclusive, highly unlikely that a school will be developed
on the site in the next 4 years.
AF requested any more feedback for the Business survey and circulated an overview of results.
