WANTED: Part-Time Technical Consultant/Advisor to an Environmental Group:
Hydro-Geologist with hazardous chemical waste experience or
Chemist with Hydro-Geological contamination experience or
Environmental Scientist with Hydro-Geological & chemical waste evaluation experience.
Applicant must be willing to begin work in January, 2014 and be available through December 31, 2016. They
must also indicate their availability for a 10 year period. Contract is funded with a Technical Adviser Grant
from the U.S. Environmental Protection Agency.
The Technical Advisor must have expertise in one or more areas, including (but not limited to):
● chemistry ● biology ● toxicology ● risk assessment ● hydrology ● soil science ● limnology ● geology
All Technical Advisor candidates must
a) identify if they meet the criteria of a small, minority, or woman owned businesses.
b) identify if they will have a physical presence within commuting distance of the Town of Brunswick,
Maine for the duration of the contract.
c) have no debarment or suspension as a federal contractor.
d) demonstrate an understanding of or proficiency in the following:

A demonstrated knowledge of hazardous or toxic waste issues, public health requirements
issues, protection of commercial fish resources and proficiency in writing technical reports.

Academic training in a field relevant to conditions at the former Naval Air Station and
commercial fisheries protection.
The Technical Advisor must restrict his/her work to reviewing and commenting on documents and materials
created by others, and cannot be paid for the generation of new data (unless specifically directed to file separate
reimbursements from non-EPA TAG funds).
Brunswick Area Citizens for a Safe Environment (BACSE) will issue a "Time and Materials" Contract: We
agree to pay for supplies or services based on direct labor hours at specified fixed hourly rates that include
salary, overhead, profit, and materials at cost, but not general and administrative expenses.
Individuals or organizations used as subcontractors to meet the technical requirements of the contract must also
comply with provisions of the EPA TAG regulations pertaining to:

Documentation (EPA TAG rule, Section 35.4205b);

Cost (EPA TAG rule, Section 35.4205c);

Responsible contractors (EPA TAG rule, Section 35.4200b);

Disadvantaged business enterprises (EPA TAG Rule, Section 35.4205g) and 40 CFR Part 33;

Unallowable contracts (EPA TAG rule, Section 35.4200a);

Contract provisions (EPA TAG rule, Section 35.4235);

The Cost Principles in 48 CFR part 31, if the subcontractor is a profit-making organization;

All the general clauses included in the primary contract.
Selection Criteria
Each proposal received will be evaluated on the following criteria:
20% Past relevant experience.
10% Knowledge of EPA procedures and reporting requirements.
20% Price.
25% Relevant expertise (i.e., health sciences, chemistry, limnology, etc.), both academic and demonstrated.
25% Ability to provide written and oral translations of technical documents and data in terms
understandable to lay persons.
BACSE will evaluate proposals by assigning a score (on a scale of 1 to 5) to each criterion.
The weighted scores will be added for a total score. The highest possible total score is 500. The goal of the
selection criteria is to obtain the best proposal at a reasonable cost.
Applicants will be evaluated on written submittals and scored by a five-member community selection panel
selected by BACSE. Individual panel members will discuss their individual evaluations with each other and the
panel may decide to have oral interviews before a decision is made based on a majority vote.
Contract Award
One time-and-materials contract will be awarded to the most qualified applicant within a competitive price
range. BACSE will negotiate to obtain the best final offer. Candidates will be informed of BACSE's decision to
reject or accept a proposal.
Written records will be kept of the proposals, which will be filed with the Town of Brunswick public library
archival records.
If the applicant selected declines the position, the remaining candidates will be re-evaluated and the process
repeated. If the contract is terminated (by either party prior to December 31, 2016) and 3 or more applicants
submitted resumes, the 5-member selection panel will reconvene and decide whether to limit the evaluation to
the current applicants or to re-advertize.
