ANIMAL CARE & CONTROL ADVISORY COMMITTEE MEETING June 5, 2012, 5:30 P.M. Next Meeting: July 3, 2012, 5:30 – 7:30 p.m., Webb Office Building, 4th floor, conference room 4-I-4 ITEM ITEM COMMENT NUMBER DESCRIPTION I. Call to Order The Chair, Ms. Middlebrooks, called the meeting to order at 5:35p.m. II. Approval of Ms. Middlebrooks called for a vote to approve the May 1, 2012 minutes. All in favor. Minutes III. Public Comment None at this time. on Items Not on the Agenda IV. Update on Mr. Linkhartreshaping ACC The committee should re-open the discussion of where the meetings take place. Project- Doug The formation document was revised according to the discussion last month, and was sent out Linkhart to all members. He is going to ask city council for more members. The audit is wrapping up and tomorrow Doug, Bob, and the audit committee are going to meet to discuss the preliminary findings. The preliminary audit findings will formally be released in July. I have been discussing keeping the license fees in the shelter instead of the general fund with the Budget Office. They would keep 300,000 out of our funds to replace the money out of the general fund. Peak Performance is our next step. We need to outline 1 to 2 metrics for our strategic plan. We need to decide which metrics to use. Live release rate? Vaccinations? Spay and neuter program? Collaboration on adoptions? Mobile van? Foster program? Other options might be off leash animals and barking dogs. Heather suggested return to owner % in field. Doug- Peak performance will include strategic resource alignment with the strategic plan and other measures such as ACO’s time. The 2013 budget is going to include the AAF grant which will allow us to bring in John Schneider and Caitlin Murphy. Caitlin is going over the 2008 HSUS report to verify that everything has been done. If not, why and what are the obstacles. Doug Kelley is doing a fellowship with Parks and Recreation. Specifically off leash items. July 17th the auditor’s report will be released, and there will be a public meeting. John S is going to help with job descriptions and re-organization. Diane Milholin is now in Environmental health. V. Directors ReportBob McDonald For the budget we need to do a realignment of duties. We are going to take $500,000 plus 3 people paid out our special fund and move them to the general fund. This will add up to more like $600,000 to $700,000. The ACO’s are not in the field enough. They are doing data entry, euthanasia, and picking animals up at Alameda East. The shelter staff are going to take over the euthanasia. Volunteers can pick animals up from AE. In addition we are going to take 60,000 back from the savings and outfit all of the ACO vehicles with scanners and laptops so they can return animals in the field more. Data entry is going to move back to front of house. In addition we are going to do away with the two part time vets and get one full time vet. The budget contains three main categories. 1. Assessment of fines. 2 vacancy savings. 3. Services such as the Saturday vaccine clinic. Rescues are a huge partner and they might start buying bulk spay/ neuter vouchers from us for the animals that they adopt out. We are going to recoup the cost for vet services and supplies by applying a $30 medical fee to all redemptions. We are also going to charge multiple redemption fees for multiple animals. Doug added that there could be an application process to have the fees lowered for people who genuinely cannot afford them. Bob- Most people will pay what it takes to get their animal back. We are going to begin finding people who do not claim their animals and fine them. The ACO’s are going to try to return the animals in the field when they find them. We are going to increase the ACO’s time in field. They have already returned 12 animals this week in the field with no scanners or laptops. This way the front of house does not have to issue as many citations, which is really a more fair approach. Doug had to leave Bob- We are no longer euthanizing cats with FIV as soon, we are seeing if rescues will pick them up. Heather added that FIV is very difficult for other cats to contract. Bonnie questioned our policy on euthanizing animals with ringworm. Heather said it Ringworm is very communicable to animals and people and can live in vent systems etc. Also instead of making multiple visits to homes about licensing we are going to issue tickets right away, but put the court date out a bit to give them time to get their records turned in. We are now going to be able to take animals off of foreclosed homes right away using a code that says once evicted the owner cannot go back onto the property. The PEP’s have been changed so that everyone even leadership has a uniform professionalism statement concerning dress/ listening. . . We did a survey of other jurisdictions, and we are going to issue ACO’s safety equipment. They are now going to be trained to use bite-sticks. We also changed the ACO’s schedules because no one was checking the parks on Sundays. I think the $250 fee is too much, but we do need more uniform citation issuance. Some ACO’s issued 300 citations and some issued 50 during the same time period. They should use some discretion, but we need to monitor their citations. The online licensing problem is on the top of my to do list. A Sponsor program paid for shade structures for the East and South side of the shelter. The security company put in new keypads which saved us money. We are also looking for 1 bike for the bike patrol. Channel 8’s Megan Hughes is going to put a loop together for the TVs in the lobby. We are also going to try to put something up on the South side of the building that faces I-25. Alameda East waived the 15,000 that we owed them, plus they gave us free services for about a month and a half. We were violating an executive order by not having a contract with them. Alameda East also let us put up a workstation there so ACO’s can work while they wait the 30minutes. Donna- Thank you, that all sounds great. VI. Rescue MOA and Bonnie’s item and she is not present. Donna- She was concerned with how the shelter tracks spay/ neuter animals that go to rescues. Bob- They sign off on an agreement to spay and neuter before they tracking- Bob adopt. PACFA requires them to do this. If they do not belong to PACFA then they have to McDonald give us $100 deposit and they can bring the animal back to us to spay or neuter, or they can bring us the papers from another clinic. VIII. Other Issues Donna was concerned about a matted dog that she saw on the adoption floor. Bob said he needs to walk the floor more. He said he will see who can help fix this issue. He suggested possibly poorly groomed animals should be in the PEPs for the shelter supervisor and the Adoption coordinator. The idea was raised to have surveys in lobby so customers can rate their experience. Joan asked if the issue of feral cat colonies was on the agenda, and Bob said the city needs an ordinance about approved wildlife feeding. Zoning issue? Neighborhood inspections? We could invite someone from neighborhood inspection to attend a meeting. Bob will look into how this issue is enforced and give an update next week. IX.
