The following planning applications were Description 128 Meadowview Road, West Ewell (10/00550/FUL) Erection of a 1 bedroom end terrace house with onsite parking Decision REFUSED for the following reasons: (1) The proposed new dwelling due to its design, scale and siting, would have a harmful impact on the streetscene and the character and appearance of the wider area which is predominantly made up of 3-bedroom semi-detached properties. The proposals would therefore be contrary to Policies BE1, DC1 (i) DC14 (i) of the Epsom and Ewell District Wide Local Plan 2000 and CS5 of the Local Development Framework Core Strategy 2007. Epsom & Ewell Borough Council 48 Meeting of the Planning Committee 17 March 2011 Description Pickard House, 57 Upper High Street, Epsom(10/00991/FUL) Demolition of building and erection of four-storey building comprising 67 units of student accommodation and a ground-floor commercial unit for uses falling within A1, A2, A3 or B1 use. Decision REFUSED for the following reasons (1) The proposed development, due to its design, height, massing and external materials would lead to a prominent and harmful addition to the street-scene, would fail to make a positive contribution to the quality of the built environment and would lead to an overbearing impact on the outlook of a number of adjacent properties. The development is therefore contrary to policies BE1, BE4, BE19, HSG11, DC1 and DC14 of the Epsom and Ewell District Wide Local Plan 2000 and CS1, CS5 and CS14 of the Epsom and Ewell Core Strategy 2007, and policies E7 and E17 of the emerging Area Action Plan 'Plan E'. (2) The development would result in an underprovision of cycle parking for the proposed commercial unit and the student housing, contrary to the provisions of policies CS1 and CS16 of the Core Strategy (2007) and E10 of the emerging Town Centre Area Action Plan 'Plan E'. (3) The proposed development fails to provide satisfactory pedestrian inter-visibility splays to the vehicular service / delivery bay, leading to an adverse impact on highway safety, contrary to the provisions of policy MV8 and CS16 of the Epsom and Ewell Local Plan 2000 and the Core Strategy 2007. (4) Without an appropriate legal agreement under Section 106 of the Town and Country Planning Act 1990 (as amended) concerning contributions towards local infrastructure provision, the applicant has failed to comply with Policies CS4 (Open Space and Green Infrastructure) and CS12 (Community Infrastructure) of the Core Strategy 2007 and the Supplementary Planning Document on Developer Contributions (June 2008). The proposed development fails to provide sufficient space for waste and recycling requirements, contrary to the provisions of policy DC5 of the Epsom and Ewell District Wide Local Plan 2000 and policy CS6 of the Core Strategy 2007.
