Potential measures to reduce national security
risks associated with 11 precursor chemicals to
homemade explosives
Past Regulatory Actions
New instrument
The Council of Australian Governments has
established a Chemicals Security Management
Framework for a national approach to managing 96
chemicals of security concern i.e. chemicals that
could be used by terrorists of criminals to cause
harm to the Australian public. 11 chemicals that
can be used to make homemade explosives were
assessed as a priority. A Consultation Regulation
Impact Statement (RIS) released in early 2012
explored a range of measures to reduce the
national security risks associated with these 11
chemicals. It recommended a single voluntary
government-led code of practice as the option that
delivers the highest net public benefit to the
community.
The National Code of Practice for Chemicals of
Security Concern was launched on 25 July.
Consideration will be given to extending it to a
further 84 chemicals of security concern, but not
including security sensitive ammonium nitrate,
which is the subject of separate reforms.
Agriculture; manufacturing; retail trade; scientific
services; education and training services;
transport.
