APPOINTING AN EXTRA-ORDINARY AND
PLENIPOTENTIARY AMBASSADOR
Having seen the Constitution; and
Law No. 21 of 1962 on Diplomatic Career & Consular Service and all amending laws
thereto; and
Pursuant to the proposal made by the First Deputy Prime Minister & Minister of
Foreign Affairs; and
After ratification by the Council of Ministers,
Hereby decides:
ARTICLE 1
Ahmad Bader Razouqi shall be appointed as an Extra-Ordinary and Plenipotentiary
Ambassador of the State of Kuwait to New Zealand.
ARTICLE 2
The First Deputy Prime Minister & Minister of Foreign Affairs shall implement this
Decree which shall be operative the date of its promulgation and it shall be published in
the Official Gazette.

LAW NO. 214 OF 2014
RATIFYING THE AGREEMENT BETWEEN THE GOVERNMENT OF THE
STATE OF KUWAIT AND THE GOVERNMENT OF PEOPLE’S REPUBLIC
OF CHINA ON MUTUAL VISA EXEMPTION FOR THE HOLDERS OF
DIPLOMATIC, SERVICE, SPECIAL PASSPORTS AND
PASSPORTS FOR PUBLIC AFFAIRS
Having seen the Constitution; and
Pursuant to the proposal made by the First Deputy Prime Minister & Minister of
Foreign Affairs; and
After ratification by the Council of Ministers,
We hereby decree the following:
ARTICLE 1
The Agreement between the Government of the State of Kuwait and the Government of
the People’s Republic of China on Mutual Visa Exemption for the Holders of
Diplomatic, Service, Special Passports and Passports for Public Affairs signed in Peking
on 3rd January, 2014, the text of which accompanies this law, is hereby ratified.
ARTICLE 2
All Ministers, each within his jurisdiction, shall implement this Decree, and the Prime
Minister shall notify it to the National Assembly and it shall be operative the date of its
publication in the Official Gazette.

APPOINTING A MEMBER AT THE BOARD OF DIRECTORS OF
THE PUBLIC AUTHORITY FOR INVESTMENT
Having seen the Constitution; and
Law No. 47 of 1982 establishing the Public Authority for Investment; and
The Decree No. 7 of 2013 renewing the appointment of the member in the Board of
Directors of the Public Authority for Investment; and
The Decree No. 3 of 2014 appointing a Member in the Board of Directors of the Public
Authority for Investment; and
The Letter No. 749 dated 25.8.2014 of the Minister of Finance accepting the
resignation of Dr. Nayef Falah Al Hajref, from the Membership of the Board of
Directors of the Public Authority for Investment; and
Pursuant to the proposal made by the Minister of Finance; and
After ratification by the Council of Ministers,
Hereby decrees:
ARTICLE 1
Mustafa Jassim Al Shimali shall be appointed as the Member in the Board of Directors
of Public Authority for Investment instead of Dr. Nayef Falah Al Hajref for the
remaining period of the board.

RENEWING THE APPOINTMENT OF THE DIRECTOR GENERAL
AT THE KUWAIT MUNICIPALITY
Having seen the Constitution; and
Law Decree No. 15 of 1979 on Civil Service and all amending laws thereof; and
Law No. 5 of 2005 establishing the Kuwait Municipality; and
The Decree promulgated on 7th Jumad Al Awal, 1399 corresponding to 4th April, 1979
on Civil Service System and all amending Decrees thereof; and
Pursuant to the proposal made by the Minister of State for Municipality Affairs; and
After ratification by the Council of Ministers,
Hereby decrees:
ARTICLE 1
The appointment of Ahmad Hamad Abdulla Al Subieh, the Director General of Kuwait
Municipality shall be renewed in the Grade of an Undersecretary for a further period of
four year with effect from 17.12.2014.
ARTICLE 2
The Minister of State for Municipality Affairs shall implement this Decree and shall be
published in the Official Gazette.

Pursuant to the nomination by the Chairman of the State Audit Bureau and the
ratification of the National Assembly; and
Pursuant to the proposal made by the Prime Minister; and
After ratification by the Council of Ministers,
