Attachment 6 Graduating students with outstanding fees and charges Background From semester 1, 2005 students who have outstanding fees and charges on census date will have their enrolment cancelled. This practice will apply to all students whether the liability has been incurred in a previous semester or the current semester. The only exception to enrolment cancellation is for a small number of international students who have applied for special fee payment arrangements and a loan payment plan has been approved. Issue Description There are two possible instances where students may be eligible to graduate and still have an outstanding financial liability to the University including when: 1. 2. A loan payment plan was approved for a student in their final semester of study and they have not paid off the loan before they graduate; Students that have already graduated with outstanding fees and charges. Options The sanction of preventing a student from graduating due to outstanding fees and charges cannot be applied under the University’s rules. While debt collection procedures may be instigated, there is little the University can do to penalise the student for not paying. Consideration might be given to the inclusion of an outstanding liability statement possibly by way of stamp such as ‘Issued with Fees Outstanding’ on a student’s official academic statement. Recommendation The Steering Committee is asked to consider the feasibility of including: 1. A statement regarding outstanding liability on the official academic statement of any students who graduate from semester 1, 2005. 2. If a student has already graduated with an outstanding liability any future academic records they receive would include the outstanding liability statement.
