CALL TO ORDER:
President Brunello called the Regular Meeting of the Board of
Education to order at 5:32 p.m. and recessed to Closed Session.
BOARD MEMBERS PRESENT:
Linda Cordero, John Hollinshead, Jody Oliver, William
Smith and Bruno Brunello
BOARD MEMBERS ABSENT:

STAFF MEMBERS PRESENT:
Phillip Alvarado, Matthew Beecher, Patty Grady and

The Board returned to Open Session at 6:00 p.m.

CERTIFICATED AND CLASSIFIED PERSONNEL CHANGES
The Board will be asked to review and approve a number of routine transfers,
reassignments, promotions, evaluations, terminations, resignations, and hiring as
reported by the Assistant Superintendent.)

Mrs. Cordero moved and Mrs. Oliver seconded the motion to RATIFY THE CERTIFICATED
AND CLASSIFIED PERSONNEL CHANGES, as presented in Item A. Motion carried.
II.
GENERAL FUNCTIONS

Pledge of Allegiance & Inspiration – Sanchez Elementary School
Mrs. Adela Raynes first grade class led the Pledge of Allegiance and sang “You’re a Grand Old
Flag” to the Board of Education.

Ray Gomez, Community Member, spoke regarding being against Measure T and how he thinks
that the district does not need a bond; it will only affect the middle class people. Mr. Gomez
stated that he supports education but does not support Measure T.
Jose Rodriguez, district teacher and concerned citizen, stated that Will Smith says that he has not
lost his credential, which is not true. Mr. Rodriguez shared that all a person has to do is to go to
the CTC website and look up Mr. Smith’s name and it will show that his credential has been
revoked.
Nancy Felton, Community Member, spoke to show her support for Measure T and for the need
for a new school to keep up with the growth of students. Mrs. Felton shared that she supports
Bruno Brunello and Ricky Lara for School Board and stated to Will Smith that she knows too
much about him. She supported some of the issues that he raised, but it is the manner in which
he raised them that she doesn’t like. Mrs. Felton stated to Mr. Smith: you are a bully; you should
work as a board member with respect and in a civilized manner. Mrs. Felton also stated to Mr.
Smith that his teaching credentials have been revoked no matter how much he denies it.
Veda Flores, retired educator and former student of this district spoke to show how important
this election is. She supports Measure T and knows what it is like to have overcrowded
classrooms. Mrs. Flores urged everyone to vote. Mrs. Flores stated that she supports Bruno
Brunello and Ricky Lara for School Board and does not support Will Smith.
John Raymond, community member, spoke regarding the election and strongly supports Measure
T.
Michael McCone, reporter, questioned if Measure T passes how many schools could/would be
built? What will the district do in the interim before a new school opens?
Janeen Miller, School Board candidate, spoke in favor of Measure T. She noted that on the TV
news, Mr. Smith said that the district should return to Year Round Education. Year Round does
not benefit the teachers and it is not cost effective, Mrs. Miller stated.
Jose Segura, 4th grade teacher at Miller School and SMEEA President, shared that the district
stood together and rallied for Measure T before the board meeting. Mr. Segura stated that
additional schools and classrooms are needed and he supports Measure T.
Will Smith spoke as a citizen against Measure T and how it will not solve any of the district’s
problems. Mr. Smith also stated that his credential is gone, but he has appealed the decision and
it is in Superior Court now with the paper work in motion. Mr. Smith stated that everyone is
expressing their rights and he knows most of them that were marching for Measure T, but the
focus should be on the19 failing schools. Mr. Smith shared that the people he has spoken to say
that they will not vote for the bond. The district needs to get a plan outlined and explain what
the money is going to be used for.
Mr. Alvarado shared that there is a plan for growth in our district and that extra classrooms are
being built. He outlined when the new facilities will be opened. Mr. Alvarado stated that 4
track Year Round Education is very expensive and there is no state money available for Year
Round. Four track Year Round Education is extremely difficult on parents and families and the
education of our students. It does not work. Mr. Alvarado shared that Mr. Smith has asked the

court to let him teach until everything is final on his credential. The court has not agreed. Mr.
Alvarado stated that Mr. Smith did not file an appeal, he has filed a stay.

Mrs. Cordero moved and Mrs. Oliver seconded the motion to APPROVE THE AGENDA as
presented. Motion carried.

Mrs. Cordero moved and Mr. Hollinshead seconded the motion to APPROVE THE CONSENT
AGENDA as presented. Roll Call vote, 5 ayes. Motion carried.

Mrs. Cordero moved and Mr. Smith seconded the motion to ADOPT RESOLUTION 14-07:

Mrs. Cordero moved and Mr. Hollinshead seconded the motion to APPROVE THE STUDENT
INFORMATION DATA AND REPORTING SPECIALIST JOB DESCRIPTION, as presented
in Item 421. Motion carried.

V.
DISCUSSION ITEMS
220 - CENTER FOR THERAPEUTIC EDUCATION
Karen Andersen, Director of Special Education and Anne Rigali, Coordinator for Special
Education, continued their discussion from the last board meeting on the topic of a Center for
Therapeutic Education.
Mr. Brunello ACKNOWLEDGED RECEIPT OF THE DISCUSSION AND ASK THAT WE
CONTINUE THE DISCUSSION ON THE POSSIBLE IMPLEMENTATION OF A CENTER
FOR THERAPEUTIC EDUCATION, as presented in item 220.

Board/Superintendent reports:
Mrs. Cordero shared that she has completed her Masters in Governance (MIG) program and has
her MIG pin.
Mr. Smith clarified a point that he plans on being here to speak at all the board meetings whether
he is re-elected or not. Mr. Smith stated: get ready he will be pushing for a better district by
addressing the issues. Mr. Smith shared that he had the opportunity to visit Miller School and
everything seemed to be doing good.
Mr. Hollinshead shared that he had the opportunity to visit the Arellanes Junior High campus
during their teacher break out training sessions and was able to go into a few classrooms to visit
and see what the teachers are involved in.
Mrs. Oliver shared that when the Board comes to a point where we only judge our schools by
test scores then, we are in real trouble.
Mr. Brunello shared that he had the opportunity to attend activities in Santa Ynez, participated in
helping schools get more parents involved, and also attended the Business Appreciation
luncheon at the Elks Lodge.
Mr. Alvarado shared that Susan Salcido, Deputy Superintendent of Santa Barbara County
Education Office, visited the district. Mr. Alvarado shared that he took Ms. Salcido on a tour of
some of the district campuses and she was in awe of what our teachers are doing in the
classroom. Mr. Alvarado stated that Ms. Salcido said that she did not see any failing schools and
commented that saying that is a terrible way to describe our schools. Mr. Alvarado shared that

he attended an Energy Partners Fund reception where district teachers and programs received
approximately $150,000.
