Manufactured Stormwater Treatment Measures are PROPRIETARY treatment devices that tend to
be installed below ground and operate using some type of proprietary filter media, hydrodynamic
separation, or sedimentation and screening. Common examples of manufactured treatment
measures include manufactured media filters, inlet filters or drain inserts, oil/water separators and
hydrodynamic separators. In August 2004, the Regional Water Board’s Executive Office wrote a
letter stating that a project relying on inlet filters or oil/water separators as the sole treatment
measure would be unlikely to meet the maximum extent practicable standard of the National
Polutant Discharge Elimination System Permit. See the Countywide C.3 Technical Guidance

I.
Routine Maintenance Activities
The principal maintenance objective is to prevent sediment buildup and clogging, which
reduces pollutant removal efficiency and may lead to failure of the manufactured treatment
measure. Routine maintenance activities, and the frequency at which they will be
conducted, are shown in Table 1.

II.
Prohibitions
Trees and other large vegetation shall be prevented from growing adjacent to the
manufactured treatment measure to prevent damage.
Standing water shall not remain in the treatment measures for more than five days, to prevent
mosquito generation. Should any mosquito issues arise, contact the San Mateo County Mosquito
Abatement District (SMCMAD), as needed for assistance. Mosquito larvicides shall be applied
only when absolutely necessary, as indicated by the SMCMAD, and then only by a licensed
professional or contractor. Contact information for SMCMAD is provided below.
